1) development and implementation of programs for the formation of a healthy lifestyle and the prevention of non-communicable diseases, including programs to reduce the prevalence of the main risk factors for their development, as well as the prevention of the consumption of narcotic drugs and psychotropic substances without a doctor's prescription;

2) implementation of measures for the prevention and early detection of non-communicable diseases, risk factors for their development, including early detection of the risk of harmful alcohol consumption, and the risk of consumption of narcotic drugs and psychotropic substances without a doctor's prescription, measures to correct the identified risk factors for the development of non-communicable diseases, as well as dispensary observation of citizens with chronic non-communicable diseases or a high risk of their development.

5. Prevention of non-communicable diseases and the formation of a healthy lifestyle among citizens, including minors, include a set of the following measures:

1) carrying out measures for hygienic education, information and communication activities for maintaining a healthy lifestyle, prevention of non-infectious diseases and the consumption of narcotic drugs and psychotropic substances without a doctor's prescription;

2) identification of violations of the basic conditions for a healthy lifestyle, risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of consuming narcotic drugs and psychotropic substances without a doctor's prescription, determining the degree of their severity and health risks;

3) provision of medical services for the correction (elimination or reduction of the level) of risk factors for the development of non-communicable diseases, prevention of complications of non-communicable diseases, including referral of patients for medical reasons to specialist doctors, including specialized medical organizations, referral of citizens with an identified risk of harmful alcohol consumption , the risk of consuming narcotic drugs and psychotropic substances without a doctor's appointment to a psychiatrist-narcologist of a specialized medical organization or other medical organization providing narcological assistance;

6. Medical assistance for the identification and correction of risk factors for the development of non-communicable diseases, early detection of non-communicable diseases and dispensary observation for non-communicable diseases is provided in accordance with the procedures for the provision of medical care and on the basis of medical care standards.

1) on an outpatient basis (in conditions that do not provide for round-the-clock medical supervision and treatment), including at home when a medical worker is called;

2) in a day hospital (in conditions providing for medical supervision and treatment during the day, but not requiring round-the-clock medical supervision and treatment);

9. Within the framework of the provision of primary pre-medical health care, the prevention of non-communicable diseases and the formation of a healthy lifestyle are carried out by paramedics and other medical workers with secondary medical education in the direction of medical workers or with the independent appeal of a citizen.

10. The paramedic (nurse) of the paramedic-obstetric station and the paramedic health center in the implementation of the prevention of non-communicable diseases and the implementation of measures to promote a healthy lifestyle:

1) carries out the identification and correction of the main risk factors for the development of non-communicable diseases, sends, if there is a medical indication, to a specialist doctor providing primary medical health care, to a department (office) of medical prevention, a health center, an office of medical assistance for cessation of tobacco consumption;

3) participates in the organization and conduct of dispensary observation of patients with non-communicable diseases and citizens with a high risk of developing cardiovascular diseases;

4) develops and implements measures to inform and motivate citizens to maintain a healthy lifestyle, including measures to prevent harmful alcohol consumption and consumption of narcotic drugs and psychotropic substances without a doctor's prescription;

5) informs citizens about the need to urgently seek medical help for life-threatening conditions, diseases and their complications, as well as training people at high risk of developing life-threatening conditions and their family members on the rules of first aid for these conditions.

12. Physician-therapist (district general practitioner, general practitioner (family doctor), pediatrician, district pediatrician) in the prevention of non-infectious diseases and measures to promote a healthy lifestyle:

1) carries out the identification and correction of the main risk factors for the development of non-communicable diseases, including in the form of brief preventive counseling, timely diagnosis of non-communicable diseases, sends, if necessary, to the department (office) of medical prevention, health center, office of medical assistance when quitting tobacco consumption, feldsher health center and feldsher-obstetric center, as well as to medical specialists according to the profile of the identified disease (condition) and risk factor;

3) organizes and conducts dispensary observation of patients with non-communicable diseases, carries out referral of persons with a high risk of developing cardiovascular diseases under dispensary supervision of medical workers of the department (office) of medical prevention, health center, specialized medical organizations, paramedic health posts and feldsher-obstetric points, keeps records of the passage of dispensary examinations by citizens with other specialist doctors;

13. As part of the provision of primary specialized health care, the prevention of non-communicable diseases and the formation of a healthy lifestyle are carried out by medical specialists in the field of medical care provided by medical workers or with an independent request from a citizen, as well as in the process of dispensary observation of patients with non-communicable diseases.

14. As part of the provision of specialized medical care, specialist doctors carry out the prevention of non-communicable diseases according to the profile of a medical organization (its structural unit), and also inform about maintaining a healthy lifestyle and correcting the main risk factors for the development of non-communicable diseases. If necessary, for this purpose, a citizen is sent to a doctor for medical prevention of a medical organization that provides specialized medical care.

1. Prevention of non-communicable diseases is carried out at the population, group and individual levels by public authorities, local governments, employers, medical organizations, educational organizations and sports organizations, public associations through the development and implementation of a system of legal, economic and social measures aimed at prevention of the occurrence, spread and early detection of such diseases, as well as to reduce the risk of their development, prevention and elimination of the negative impact on health of factors of the internal and external environment, the formation of a healthy lifestyle.

15. Within the framework of sanatorium-resort treatment, medical specialists of sanatorium-resort organizations identify the main risk factors for the development of non-communicable diseases and carry out their correction, including in the form of individual in-depth preventive counseling or group preventive counseling, carry out the prevention of non-communicable diseases in the profile of a sanatorium-resort organizing and informing about healthy lifestyles.

Rules for organizing the activities of the department (office) of medical prevention for adults

1. These Rules determine the procedure for organizing the activities of the department (office) of medical prevention for adults.

2. The department (office) of medical prevention for adults is a structural subdivision of a medical organization or other organization that carries out medical activities, provides primary health care (hereinafter referred to as a medical organization).

3. In a medical organization with an attached adult population of 20 thousand people or more, it is recommended to create a medical prevention department for adults, and with an attached adult population of less than 20 thousand people, it is recommended to create a medical prevention cabinet for adults.

4. The head of the department of medical prevention for adults is appointed a specialist doctor who has a higher education in the specialties "general medicine", "pediatrics", "preventive medicine", "dentistry", who has completed training in additional professional training programs on prevention of non-communicable diseases and the formation of a healthy lifestyle.

5. A medical worker with a higher education in the specialties (areas of training) "general medicine", "pediatrics", "preventive medicine", "dentistry", "nursing", trained on additional professional training programs on the prevention of non-communicable diseases and the formation of a healthy lifestyle.

A medical worker with secondary vocational (medical) education in the specialties "nursing", "obstetrics", "general medicine", trained in additional professional professional development programs on the prevention of noncommunicable diseases and the formation of a healthy lifestyle.

8. To organize the work of the department of medical prevention for adults, it is recommended to provide the following structural units in its structure:

1) an office for the organization of prophylactic medical examinations and preventive medical examinations;

2) an office for diagnostics and correction of the main risk factors for the development of non-communicable diseases;

3) cabinet of population methods of prevention.

9. In the absence of the possibility of allocating separate premises for the structural units of the medical prevention department, as well as when organizing a medical prevention office for adults, it is recommended to provide for the zoning of premises for the implementation of activities for the organization of medical examination and preventive medical examinations, diagnosis and correction of risk factors for the development of non-communicable diseases.

11. The main functions of the department (office) of medical prevention for adults are:

1) carrying out measures for the prevention of non-communicable diseases, including those that are the main cause of disability and mortality of the population;

2) organization and participation in the conduct of prophylactic medical examinations and preventive medical examinations of the adult population;

3) participation in informing citizens who are undergoing medical care in a medical organization about conducting medical examination and preventive medical examinations, about their goals and objectives, conducting explanatory work and motivating citizens to undergo medical examination and preventive medical examinations;

4) maintaining medical records and performing individual medical examinations during prophylactic medical examinations and preventive medical examinations;

5) determination (diagnosis) of risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of consumption of narcotic drugs and psychotropic substances without a doctor's prescription, identification of violations of the basic conditions for a healthy lifestyle;

6) taking measures to correct risk factors for the development of non-communicable diseases, including in the form of individual in-depth preventive counseling or group preventive counseling (patient school), including the provision of medical care aimed at stopping tobacco consumption, citizens, including citizens with II and III groups of health status (in the direction of a medical worker, as part of the second stage of clinical examination);

Rules for organizing the activities of the health center

1. These Rules determine the procedure for organizing the activities of a health center providing medical assistance for the prevention of non-communicable diseases to the adult population (hereinafter referred to as the Center).

2. The center is a structural subdivision of a medical organization or other organization carrying out medical activities (hereinafter referred to as a medical organization). It is recommended to create the center for at least 200 thousand people.

3. A specialist doctor with a higher education in the specialties of "general medicine", "pediatrics", "preventive medicine", "dentistry", who has completed training in additional professional training programs on the prevention of non-communicable diseases and formation of a healthy lifestyle.

4. A doctor-specialist with a higher education, trained in additional professional training programs on the prevention of non-communicable diseases and the formation of a healthy lifestyle is appointed to the position of a doctor for medical prevention.

5. The structure and staffing of the Center are approved by the head of the medical organization in which it was created, taking into account the recommended staffing standards established by Appendix No. 5 to the Procedure for organizing and implementing the prevention of non-communicable diseases and taking measures to promote a healthy lifestyle in adults in medical organizations, approved by this order.

6. To organize the work of the Center, it is recommended to provide for the following structural divisions in its structure:

1) doctor's office;

2) an office for conducting group preventive counseling (patient schools);

3) rooms for testing, instrumental and laboratory examination;

4) office of a dental hygienist;

5) room for physiotherapy exercises;

6) healthy eating room.

7. The equipment of the Center is carried out in accordance with the equipment standard established by Appendix No. 6 to the Procedure for organizing and implementing the prevention of non-communicable diseases and taking measures to promote a healthy lifestyle among adults in medical organizations, approved by this order.

8. The main functions of the Center are:

1) participation in the provision of primary health care to the adult population;

2) conducting a survey of citizens in order to assess functional and adaptive health reserves, identify risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of consuming narcotic drugs and psychotropic substances without a doctor's prescription, predicting health status, including determining anthropometric parameters, screening assessment of the level of psychophysiological and somatic health, functional and adaptive reserves of the body, rapid assessment of the state of the cardiovascular system, assessment of indicators of the functions of the respiratory system, organ of vision, identification of pathological changes in teeth, periodontal disease and oral mucosa;

3) individual counseling of citizens on healthy lifestyles, including recommendations on rational nutrition, physical activity, physical culture and sports, sleep patterns, living conditions, work (study) and rest, psychohygiene and stress management, prevention of risk factors for the development of non-infectious diseases, responsible attitude to their own health and the health of their family members, the principles of responsible parenting;

4) taking measures to correct risk factors for the development of non-communicable diseases, including in the form of individual in-depth preventive counseling or group preventive counseling (patient school), including the provision of medical care aimed at stopping tobacco consumption for citizens, including citizens with II and III groups of health status (in the direction of a medical worker, as part of the second stage of clinical examination);

9) organizing and conducting events to inform and motivate citizens to lead a healthy lifestyle (including in labor and educational teams), including rational nutrition, increased physical activity, reduced stress, cessation of tobacco consumption, harmful alcohol consumption, as well as drug consumption drugs and psychotropic substances without a doctor's prescription;

13) analysis of the prevalence of risk factors for the development of non-communicable diseases, indicators of morbidity, disability and mortality of the population from these diseases;

14) organization and participation in activities to promote a healthy lifestyle, including propaganda aimed at stopping tobacco consumption, harmful alcohol consumption and consumption of narcotic drugs and psychotropic substances without a doctor's prescription among the population;

15) participation in the development and implementation of measures for the prevention of non-communicable diseases and the formation of a healthy lifestyle;

16) submission of reports in the prescribed manner, collection and provision of primary data on medical activities for information systems in the health sector, including control, accounting and analysis of the results of medical examination and preventive medical examinations.

Rules for organizing the activities of the center for medical prevention

1. These Rules establish the procedure for organizing the activities of the center for medical prevention.

2. The Center for Medical Prevention is an independent medical organization or a structural subdivision of a medical organization or other organization carrying out medical activities (hereinafter referred to as a medical organization).

3. A regional (republican, regional, regional, district) center for medical prevention is an independent medical organization and coordinates and provides methodological support for the prevention of non-communicable diseases and the formation of a healthy lifestyle in the constituent entity of the Russian Federation.

4. A specialist is appointed to the position of the head of a medical prevention center, which is an independent medical organization, who meets the qualification requirements established by the qualification characteristics of the position "chief physician<*>(president, director, head, manager, head) of a medical organization ".

5. A medical worker with a higher education in the specialties (areas of training) "general medicine", "pediatrics", "preventive medicine", "dentistry", "nursing case ", trained in additional professional training programs on the prevention of non-communicable diseases and the formation of a healthy lifestyle.

6. A doctor-specialist with a higher education, trained in additional professional training programs on the prevention of non-communicable diseases and the formation of a healthy lifestyle is appointed to the position of a doctor for medical prevention.

7. The structure and staffing of the medical prevention center are established taking into account the recommended staffing standards established by Appendix No. 8 to the Procedure for organizing and implementing the prevention of non-communicable diseases and taking measures to promote a healthy lifestyle in medical organizations, approved by this order.

8. To organize the work of a medical prevention center in its structure, it is recommended to provide:

1) department of interdepartmental relations and comprehensive prevention programs;

2) department of organizational and methodological support of preventive work;

3) the department for the preparation and replication of medical information materials;

4) health monitoring department;

5) advisory and health department;

6) the department for organizing and conducting events in the field of hygienic training and education.

9. The equipment of the medical prevention center is carried out in accordance with the equipment standard established by Appendix No. 9 to the Procedure for organizing and implementing the prevention of non-communicable diseases and taking measures to promote a healthy lifestyle in medical organizations, approved by this order.

10. The main functions of the medical prevention center are:

1) development and implementation of measures and programs for the prevention of non-communicable diseases, the formation of a healthy lifestyle, including the cessation of tobacco consumption, harmful alcohol consumption and the risk of consumption of narcotic drugs and psychotropic substances without a doctor's prescription;

2) organizational and methodological support of the work of departments (offices) of medical prevention, health centers and other structural units of medical organizations on the prevention of non-communicable diseases and the formation of a healthy lifestyle, including among minors;

3) preparation of information materials on the prevention of non-communicable diseases, the formation of a healthy lifestyle, as well as on the rules for providing first aid for life-threatening diseases and conditions;

4) analysis of the dynamics of morbidity, hospital and out-of-hospital mortality of the population from non-communicable diseases (based on medical statistics);

5) monitoring and analysis of prevalence indicators and awareness of the population about the main risk factors for non-communicable diseases, about the dangers of the consumption of narcotic drugs and psychotropic substances without a doctor's prescription;

6) analysis and assessment of the work of medical organizations on the prevention of non-communicable diseases and the formation of a healthy lifestyle;

7) organizing and conducting lectures, educational and methodological sessions with medical workers on the issues of individual in-depth preventive counseling or group preventive counseling (patient school);

8) methodological support of interdepartmental interaction on strengthening and preserving the health of the population, participation in the development and implementation of measures and programs for increasing the level of knowledge of employees of educational organizations, cultural organizations, physical culture organizations, the media, other organizations on the prevention of non-infectious diseases and the formation of healthy lifestyle;

9) organization and participation in holding mass events, actions, round tables, conferences, public hearings on the prevention of non-communicable diseases and the formation of a healthy lifestyle, assistance in the practical implementation of decisions made thereon;

10) introduction into practice of modern achievements in the field of prevention of non-communicable diseases and the formation of a healthy lifestyle, as well as methods of teaching and increasing the literacy of the population on these issues, analyzing the effectiveness of their application;

11) participation in international and Russian projects in the field of prevention of non-communicable diseases and the formation of a healthy lifestyle;

12) diagnosis and correction of risk factors for the development of non-communicable diseases;

13) maintaining medical records and reporting in accordance with the established procedure, collecting and providing primary data on medical activities for information systems in the healthcare sector, including monitoring, recording and analyzing the results of prophylactic medical examinations and preventive medical examinations.

Appendix "Procedure for the organization and implementation of the prevention of non-communicable diseases ...." 1. Levels of prevention of non-communicable diseases - population, group and individual. 2. Who carries out the prevention (government authorities, local government bodies, employers, medical organizations, educational organizations and physical culture and sports organizations, public associations). 4. 5. Prevention of non-communicable diseases and the formation of a healthy lifestyle among citizens, including minors, include a set of the following measures: 1) carrying out measures for hygiene education, information and communication activities for maintaining a healthy lifestyle, prevention of non-communicable diseases and the consumption of narcotic drugs and psychotropic substances without a doctor's prescription; 2) identification of violations of the basic conditions for a healthy lifestyle, risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of consuming narcotic drugs and psychotropic substances without a doctor's prescription, determining the degree of their severity and health risks; 3) provision of medical services for the correction (elimination or reduction of the level) of risk factors for the development of non-communicable diseases, prevention of complications of non-communicable diseases, including referral of patients for medical reasons to specialist doctors, including specialized medical organizations, referral of citizens with an identified risk of harmful alcohol consumption , the risk of consuming narcotic drugs and psychotropic substances without a doctor's appointment to a doctor - psychiatrist - narcologist of a specialized medical organization or other medical organization providing drug treatment; 4) carrying out prophylactic medical examinations and preventive medical examinations; 5) conducting dispensary observation of patients with non-communicable diseases, as well as citizens with a high risk of developing cardiovascular diseases. 7. Prevention of non-communicable diseases and the formation of a healthy lifestyle in medical organizations are carried out within the framework of the provision of primary health care, including primary pre-medical health care, primary medical health care, primary specialized health care, as well as specialized medical care and spa treatment. 8. Medical assistance for the prevention of non-communicable diseases is provided in the following conditions: 1) on an outpatient basis (in conditions that do not provide for round-the-clock medical supervision and treatment), including at home when a medical worker is called; 2) in a day hospital (in conditions providing for medical supervision and treatment during the day, but not requiring round-the-clock medical supervision and treatment); 3) stationary (in conditions providing round-the-clock medical supervision and treatment). 10. A paramedic (nurse) of a paramedic - obstetric station and a paramedic health center in the prevention of noncommunicable diseases and taking measures to promote a healthy lifestyle: 1) identifies and corrects the main risk factors for the development of noncommunicable diseases, directs, if there are medical indications, to a doctor - specialist providing primary medical health care to the department (office) of medical prevention, health center, office of medical assistance for cessation of tobacco consumption; 2) participates in the organization and conduct of prophylactic medical examinations and preventive medical examinations; 3) participates in the organization and conduct of dispensary observation of patients with non-communicable diseases and citizens with a high risk of developing cardiovascular diseases; 4) develops and implements measures to inform and motivate citizens to maintain a healthy lifestyle, including measures to prevent harmful alcohol consumption and consumption of narcotic drugs and psychotropic substances without a doctor's prescription; 5) informs citizens about the need to urgently seek medical help for life-threatening conditions, diseases and their complications, as well as training people at high risk of developing life-threatening conditions and their family members on the rules of first aid for these conditions. 11. Within the framework of the provision of primary medical health care, the prevention of non-communicable diseases and the formation of a healthy lifestyle are carried out by physicians - therapists, district therapists, general practitioners (family doctors), pediatricians, district pediatricians, according to the direction of medical workers or with the independent appeal of a citizen. 16. Organization of the prevention of non-communicable diseases and the formation of a healthy lifestyle are carried out by medical organizations and their structural units in accordance with Appendices No. 1-9 to this Procedure. The equipment of the department (office) of medical prevention for adults is carried out in accordance with the equipment standard established by Appendix No. 3 to the Procedure for organizing and implementing the prevention of non-communicable diseases and taking measures to promote a healthy lifestyle in medical organizations, approved by this order. 11. 11. The main functions of the department (cabinet) of medical prevention for adults are (continued): 7) referral of patients, if necessary, to doctors - specialists, including referring citizens with tobacco dependence to the offices of medical care for cessation of tobacco consumption, and citizens with identified harmful consumption of alcohol or the risk of consumption of narcotic drugs and psychotropic substances to a doctor - psychiatrist - narcologist of a specialized medical organization that provides narcological assistance; 8) dispensary supervision, including the appointment of drugs for the correction of dyslipidemia, for citizens who have a high risk of developing cardiovascular diseases; 9) increasing the level of knowledge of medical workers of a medical organization on the prevention of non-communicable diseases and the formation of a healthy lifestyle; 10) teaching citizens the rules for providing first aid for life-threatening diseases and their complications (acute coronary syndrome, acute cerebrovascular accidents, acute heart failure, sudden cardiac death), including individual and / or group training of persons with a high risk of developing these life-threatening conditions, and their family members; 11) reporting in accordance with the established procedure **, collection and provision of primary data on medical activities for information systems in the field of healthcare ***, including control, accounting and analysis of the results of medical examination and preventive medical examinations; ** *** 12) organizing and participating in activities to promote a healthy lifestyle among the population, including in the framework of mass actions and information campaigns, as well as informing the population, including the media, about methods of correcting risk factors for non-communicable diseases and prevention of their complications; 13) participation in the development and implementation of measures for the prevention of non-communicable diseases, the formation of a healthy lifestyle, including the prevention of the consumption of narcotic drugs and psychotropic substances without a doctor's prescription. 4. The Interregional Territorial District for Informatization and Information Protection (MTOIZI, AN Chelyshev) shall, by July 31, 2006, create an archive of licenses for 2006 in the field of atomic energy use, which are within the competence of Rostechnadzor. To complete all work on the formation of a complete archive of licenses in the field of atomic energy use by December 31, 2006.

5. The Office of Organizational and Legal Support of Regulatory Activities (V.V. Kochemasov) summarize the comments and suggestions of the subdivisions on the functional task "Monitoring of work with applications of license applicants" tasks.

6. MTOIZI, together with the Office of Organizational and Legal Support, by August 1, 2006, submit proposals for the creation of tools for automated control of procedures for preparing permits issued by Rostekhnadzor () and conclusions of the state ecological expertise.
