The end of 2017 was marked by a large-scale protest by employees of the Russian Academy of Sciences (RAS) against the destruction of science. In a speech to President Vladimir Putin, Russian academics announced a reduction in funding for RAS institutes, their "senseless restructuring", "absurd bureaucratization of science" by the Federal Agency for Scientific Organizations (FASO), as well as an increase in the number of emigrants among scientists. The scientific director of the Institute of Linguistic Studies of the Russian Academy of Sciences, Nikolai Kazansky, who also signed the letter, told RBC Petersburg how the Academy turns into a rudiment, and domestic science fails.

Research under dictation

When the new status of academic institutions was approved, it was repeatedly proclaimed that FASO had no right to interfere in the scientific side of the activities of RAS institutes, but in fact the agency does just that, taking advantage of the fact that all financial levers are in its hands. Now all institutions have been removed from the RAS system and transferred to FASO - as a result, the role of the Academy in science is reduced to zero, and everything is controlled by a structure that, according to the government's plan, was supposed to deal only with economic affairs. For example, the Academy of Sciences at present can only approve the scientific plans of institutes without real coordination of research, and cannot make the necessary operational changes to them. This is due to the introduction of a system of state assignments, which are formed by analogy with technical assignments for years to come.

Proceeding from the imaginary expediency of state tasks, FASO dictates to institutes a reduction in the number of scientific topics. This is explained by the fact that all scientific state assignments should be aimed only at a “specific result”. But there are studies for which no guarantees of results can be given (for example, work on undeciphered texts). Now do not carry them out? As a result, the director of each institute, instead of organizing scientific research, has to fight for the survival of the team and the preservation of the spectrum of research necessary for the country.

The destruction of the system of the so-called international non-currency exchange of scientists also contributes to the destruction of scientific activity. At the institute where I work, there is a group of scientists involved in Balkan studies. They used non-currency exchange for trips to Albania, and these trips were often followed by specific scientific projects. Now the interaction has stopped due to the fact that the non-currency exchange is no longer funded. And this worries not only Russian scientists. For example, the director of the Institute of History of the National Academy of Sciences of Belarus, Vyacheslav Danilovich, on the eve of the joint Russian-Belarusian conference on the military history of the 20th century, emphasized that the only country with which Belarus does not have an exchange of scientists is Russia.

The Threat to Libraries

Frankly ridiculous legal difficulties have also appeared in the relationship between FASO and the Academy of Sciences. For two years, the institutes on their own re-registered all the property that is in the institute, in accordance with the new requirements of FASO. It was expected that, having taken over the economic concerns, FASO would send its representative to each institution, who would deal with economic and legal issues. Recently, FANO decided to revive the decision of the General Assembly of the Academy of Sciences of the USSR of 1930, according to which all institute libraries were united and centralized. Formally, in 1930, it was executed, but in fact, for almost 90 years, libraries continued to work quietly in each institute. Employees of the central library (Library of the Academy of Sciences - BAN) worked closely with scientists, creating, for example, unique systematized catalogs. Now FASO was indignant at the fact that the staff of the Library of the Academy of Sciences work in the premises of the institutes, and not in the main building of the library, and that library books are also stored in the premises of the institutes.

It should be said that special libraries at the institutes are now being completed to a greater extent at the expense of gifts from employees. In anticipation of legal changes, the process of completing libraries with new books stopped, unique collections were under threat of optimization. The premises in which the institute libraries are located must be registered as areas transferred for gratuitous use. And there are no guarantees that the library will not be “optimized”, after which the premises will not be considered rational for commercial rent.

Another danger lies in the just published idea to transform, among other things, scientific budgetary institutions into autonomous ones that will be able to switch to self-sufficiency (by 2019 we will have to report on the implementation of the corresponding plan). But if we are talking about science, then we should proceed not from plans to create a certain number of autonomous institutions, but from scientific plans, which are not taken into account at all in the FASO project.

"Old Men's Club"

All these actions lead to the fact that the Academy of Sciences turns into a club of old people who read reports to each other. Yes, except for the Russian Academy of Sciences, universities are engaged in science, for example. However, even university employees devoted to the cause of science cannot organize it. They can coordinate activities within a faculty or department, but not on a city scale, much less a country. To prepare 10 scientific conferences on several narrow topics is beyond the power of any educational institution. Academic institutions, realizing which area needs to be improved, hold such conferences.

In addition, several generations of university teachers have been compensating for low salaries by tutoring. And even if the salaries increase (provided that everyone becomes involved in science), a significant part of the teachers will still continue to engage in tutoring, because this has already become their way of life. This is not the fault of the teachers, but, unfortunately, the objective reality looks like this.

The destruction of academic science can lead to an extremely deplorable situation. Even now, if we compare our results with the collective efforts of our Western colleagues, we are placed in completely unequal conditions of competition. For example, in England, 600 people were working on the Oxford Dictionary at the time the new edition was being prepared. In Russia, 12 people are working on its Russian counterpart, the Big Academic Dictionary of the Russian Language. The real ratio is 1 to 50. The gap in funding is even larger, but the results are compared without adjusting for differences in conditions; the employees themselves working on such monumental projects are judged not by their work, but by scientometric databases based on journal
publications.

But it's not even that they don't find funding. If I were given these 600 bets tomorrow, there would be no one to fill them. For 150 million people, there are not so many Russianists who have sufficient competencies for such work. And it's scary. This speaks of the catastrophic degradation of the philological culture of our society.

2. Establish that the Federal Agency for Scientific Organizations is a federal executive body authorized to exercise the functions and powers of the owner of federal property assigned to organizations that were under the jurisdiction of the Russian Academy of Sciences, the Russian Academy of Medical Sciences and the Russian Academy of Agricultural Sciences until the date of entry into force Federal Law "On the Russian Academy of Sciences, the reorganization of state academies of sciences and the introduction of amendments to certain legislative acts of the Russian Federation".

The Federal Agency for Scientific Organizations to form a Scientific Coordinating Council for the purpose of coordinating the interaction of the Agency and its subordinate scientific organizations with the federal state budgetary institution "Russian Academy of Sciences", including scientists conducting scientific research at a generally recognized world level.

6. The Ministry of Economic Development of the Russian Federation, together with the Federal Agency for Scientific Organizations, to submit, within 1 month, agreed proposals on the location of the Agency in Moscow.

1. The Federal Agency for Scientific Organizations (FASO of Russia) is a federal executive body that performs the functions of legal regulation and the provision of public services in the field of organizing activities carried out by subordinate organizations, including in the field of science, education, healthcare and agro-industrial complex, as well as on the management of federal property of organizations subordinate to the Agency.

II. Powers

5. The Federal Agency for Scientific Organizations exercises the following powers in the established field of activity:

5.1. submits to the Government of the Russian Federation draft federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents that require a decision of the Government of the Russian Federation on issues related to the scope of the Agency's activities established by paragraph 1 of this Regulation, as well as a draft annual plan work and forecast performance of the Agency;

5.2. on the basis of and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation adopts regulatory legal acts in the established field of activity;

5.3. on the basis and in the manner established by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, performs the following functions of managing state property and providing public services in the established field of activity:

5.3.4. evaluates the effectiveness of the activities of organizations subordinate to the Agency, including taking into account the assessment of the scientific activities of these organizations, carried out by the federal state budgetary institution "Russian Academy of Sciences";

5.3.5. carries out an economic analysis of the activities of state unitary enterprises subordinate to the Agency, and approves the indicators of the economic efficiency of their activities, conducts audits of financial and economic activities and the use of property assigned to them in organizations subordinate to the Agency;

5.3.6. for the purpose of redistributing property between organizations subordinate to the Agency, assigns federal property to such organizations and, in accordance with the established procedure, lawfully seizes this property;

5.3.7. submits to the bodies that carry out state registration of rights to real estate and transactions with it, documents for state registration of the ownership of the Russian Federation and other real rights to real estate assigned to the Agency and its subordinate organizations;

5.4. exercises control over the activities of the territorial bodies of the Agency;

5.5. applies to the courts with claims and to law enforcement agencies with statements on behalf of the Russian Federation in defense of the property and other rights and legitimate interests of the Russian Federation on issues of management and disposal of federal property assigned to the Agency and its subordinate organizations;

5.6. carries out, in accordance with the legislation of the Russian Federation and other regulatory legal acts on the contract system in the field of procurement of goods, works, services to meet state and municipal needs, the procurement of goods, works, services in the established field of activity;

5.7. performs the functions of a participant and executor of state programs of the Russian Federation, the state customer of the federal targeted investment program in the area of ​​the Agency's activities;

5.8. interacts in accordance with the established procedure with state bodies of foreign states, international and foreign organizations;

5.9. organizes congresses, conferences, seminars, exhibitions and other events in the established field of activity;

5.10. ensures, within its competence, the protection of information constituting state, official and other secrets protected by law, as well as coordination of the activities of organizations subordinate to the Agency to protect such information;

5.11. organizes and ensures mobilization training and mobilization of the Agency, as well as management, control and coordination of activities in the field of mobilization training of organizations subordinate to the Agency;

5.11.1. carries out the organization and conduct of civil defense in the Agency, carrying out civil defense activities, as well as control and coordination of activities in the field of civil defense of organizations subordinate to the Agency;

5.12. carries out, in accordance with the legislation of the Russian Federation, the acquisition, storage, accounting and use of archival documents formed in the course of the Agency's activities;

5.13. within its competence, receives citizens, ensures timely and complete consideration of oral and written appeals from citizens, making decisions on them and sending answers to applicants within the period established by the legislation of the Russian Federation;

5.14. organizes additional professional education of the Agency's employees;

5.15. performs the functions of the chief manager and recipient of federal budget funds, the chief administrator (administrator) of federal budget revenues, the chief administrator (administrator) of sources of financing the federal budget deficit;

5.16. provides information support for scientific and scientific-technical activities of subordinate organizations;

5.17. exercises other powers in the established field of activity, if such powers are provided for by federal laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation.

6. The Federal Agency for Scientific Organizations, in order to exercise its powers, has the right to:

6.1. to request and receive, in accordance with the established procedure, the information necessary for making decisions on issues within the competence of the Agency;

6.2. provide legal entities and individuals with clarifications on issues within the competence of the Agency;

6.3. involve, in accordance with the established procedure, scientific and other organizations, scientists and specialists for the study of issues within the competence of the Agency;

6.4. develop, create and operate information systems in the established field of activity of the Agency;

6.5. form advisory and expert bodies (councils, groups, colleges) in the established field of activity;

6.6. make decisions on conducting an audit of the scientific activities of organizations subordinate to the Agency, with the involvement of leading scientists;

6.7. create, reorganize and liquidate, in accordance with the established procedure, the territorial bodies of the Agency;

6.8. cancel the decisions of the territorial bodies of the Agency, adopted by them in violation of the legislation of the Russian Federation;

6.9. to establish, in accordance with the established procedure, the mass media for the publication of information, including official announcements, as well as for the placement of other materials on issues within the competence of the Agency.

7. The Federal Agency for Scientific Organizations is not entitled to exercise the functions of control and supervision in the established area of ​​activity, except in cases established by decrees of the President of the Russian Federation and resolutions of the Government of the Russian Federation.

The restrictions on the powers of the Agency established by the first paragraph of this clause do not apply to the powers of the head of the Agency to resolve personnel issues and issues of organizing the activities of the Agency, as well as to the powers to control activities in the Agency headed by him (its structural divisions) and territorial bodies of the Agency.

III. Organization of activities

8. The Federal Agency for Scientific Organizations is headed by a leader appointed and dismissed by the Government of the Russian Federation in agreement with the President of the Russian Federation.

The head of the Agency is personally responsible for the fulfillment of the tasks assigned to the Agency and the exercise of its powers.

The head of the Agency has deputies who are appointed and dismissed by the Government of the Russian Federation on the proposal of the head of the Agency.

The number of Deputy Heads of the Agency is established by the Government of the Russian Federation.

9. Structural subdivisions of the Federal Agency for Scientific Organizations are departments for the main activities of the Agency. Departments are included in the structure of departments.

10. Head of the Federal Agency for Scientific Organizations:

10.1. carries out direct management of the Agency;

10.2. issues, on the basis of and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts and instructions of the President of the Russian Federation and the Government of the Russian Federation, orders and orders on issues within the competence of the Agency and on issues of the internal organization of its work, and also organizes an audit their performance;

10.3. approves regulations on structural subdivisions of the central office of the Agency and its territorial bodies;

10.4. appoints and dismisses employees of the central office of the Agency, heads and deputy heads of the territorial bodies of the Agency, concludes and terminates service contracts (labor contracts) with them, makes changes to these contracts (contracts);

10.7. approves the structure and staffing of the central office of the Agency within the limits of the payroll fund and the number of employees established by the Government of the Russian Federation, as well as the budget estimate for ensuring the performance of the functions of the Agency within the budgetary allocations provided for in the federal budget for the corresponding financial year and planning period;

10.8. approves the structure, number and wage fund of employees of the Agency's territorial bodies within the limits established by the Government of the Russian Federation, as well as the budget estimate for ensuring the performance of their functions within the budget allocations provided for in the federal budget for the corresponding financial year and planning period;

10.9. submits proposals to the Ministry of Finance of the Russian Federation on the formation of a draft federal budget in terms of financial support for the performance of the functions of the Agency;

10.10. submits to the Government of the Russian Federation proposals on the maximum number, wage fund of employees of the Agency's central office and its territorial bodies and proposals on the location of the Agency's territorial bodies;

10.11. makes decisions on the creation, reorganization and liquidation of the territorial bodies of the Agency within the limits of the wage fund and the number of employees established by the Government of the Russian Federation on the basis of the layout of the territorial bodies;

10.12. submits, in accordance with the established procedure, employees of the Agency and employees of organizations subordinate to the Agency for conferment of honorary titles of the Russian Federation and state awards of the Russian Federation, and also applies other types of incentives;

10.13. establishes, in accordance with the procedure established by the regulatory legal acts of the Russian Federation, a departmental insignia that gives the right to confer the title "Veteran of Labour", and other departmental awards and awards them to employees of the Agency's central office, its territorial bodies and subordinate organizations, as well as other persons exercising activities in the established area, approves the regulations on these badges and awards, as well as their descriptions;

10.14. applies in the prescribed manner disciplinary sanctions against employees of the Agency and heads of organizations subordinate to the Agency;

10.15. submit proposals to the Government of the Russian Federation on the creation, reorganization and liquidation of organizations subordinate to the Agency, taking into account the position of the federal state budgetary institution "Russian Academy of Sciences" in relation to scientific organizations;

10.16. approves the charters of organizations subordinate to the Agency, appoints (approves) in accordance with the established procedure the heads of organizations subordinate to the Agency, concludes and terminates employment contracts with them, and amends these contracts.

11. Financial support for the performance of the functions of the Federal Agency for Scientific Organizations is carried out at the expense of the federal budget.

12. The Federal Agency for Scientific Organizations is a legal entity, has a seal depicting the State Emblem of the Russian Federation and with its name, other seals, stamps and forms of the established form, has an emblem, flag and pennant, established by the Agency in agreement with the Heraldic Council under the President of the Russian Federation , as well as accounts opened in accordance with the legislation of the Russian Federation.

History

The reform process was initiated by the then existing Ministry of Education and Science of the Russian Federation and legally formalized in the form of a federal law of September 27, 2013. According to the law, the academies of medical and agricultural sciences were attached to the RAS, and the organizations that were part of the academies and their property were transferred to the management of a new federal authority (FASO of Russia). The agency was subordinate to the Government of the Russian Federation.

On December 30, 2013, by order of the Government of the Russian Federation No. 2591-r, a list of 1007 institutions that are subordinate to the FASO of Russia was approved; after a series of adjustments, as of November 2017, it included 1008 institutions. All of these organizations were previously subordinate to the Russian Academy of Sciences, the Russian Academy of Medical Sciences, or the Russian Agricultural Academy.

In November 2014, by open voting on the website of the FASO of Russia, candidates were selected for the commission for evaluating the performance of scientific organizations. On November 25, the Scientific and Coordinating Council was formed at the Agency, consisting of 45 leading Russian scientists.

In 2015, FASO Russia took steps to develop academic libraries - additional funding for central academic libraries in 2015 amounted to 260 million rubles, of which 60 million rubles. for domestic and foreign subscriptions.

Since July 6, 2017, the head of the FASO of Russia has received the right to determine what information is classified as a state secret.

Structuring Science

To structure science in Russia, FASO Russia divided all sciences into four sections:

  1. Mathematical, Physical, Computer and Engineering Sciences
  2. Chemical Sciences
  3. life sciences- biological and medical sciences
  4. environmental sciences- earth sciences, ecology and others.

Since 2015, the scientific organizations of FASO Russia have been grouped into 29 clusters, within which the so-called "Indicative rating of scientific organizations" has been calculated.

Evaluation of the effectiveness of science

FASO of Russia carried out an assessment of the scientific activities of subordinate organizations in accordance with orders and resolutions.

In 2017, the goal of the assessment was to form an effective system of scientific organizations, increase their contribution to the socio-economic development of the country, develop international cooperation in the field of science, increase the prestige of Russian science in society, as well as improve the quality of managerial decision-making in the field of science. Scientific organizations were divided into three categories, according to which it was planned to make appropriate organizational decisions (→) :

  • 1st category- scientific organizations - leaders in the industry (scientific direction) in the Russian Federation, the results of a scientific organization significantly exceed the values ​​for the reference group, correspond to the world level and it has the potential for further development and improvement of its activities. → Strategies and/or development programs aimed at maintaining, strengthening and developing leadership.
  • 2nd category- stable organizations that demonstrate satisfactory performance and have the potential to develop and improve their activities. → Strategies and (or) development programs and (or) recommendations aimed at improving performance.
  • 3rd category- organizations that do not show significant scientific results and are not unique in the relevant industry, which have lost scientific activity as their main activity. → Decision on reorganization or liquidation, and in some cases - on the replacement of the head.

At the end of March 2018, out of 454 audited organizations, 142 were classified in the first category, 205 in the second, and 107 in the third.

Criticism of activity

Since there were no people with professional experience in scientific work in the leadership of FASO Russia, the opinion was expressed in the media that the agency was created in order to enrich people close to power. The deliberate collapse of the structures of the Russian Academy of Sciences, the withdrawal of real estate, previously occupied by the institutes of the Russian Academy of Sciences, was an indirect confirmation of this opinion, which was widespread in the scientific community.

Academician Alexander Sergeev, who was elected President of the Russian Academy of Sciences in 2017, was also very critical of FASO, noting that its functioning led to "bureaucratization of scientific activity, an increase in the administrative and managerial apparatus, while simultaneously deteriorating the quality of administrative and economic activities" .

abolition

The agency was abolished on May 15, 2018 by Decree of the President of the Russian Federation. At the same time, a decision was made to split the Ministry of Education and Science of Russia into the Ministry of Education of the Russian Federation and the Ministry of Science and Higher Education of the Russian Federation; the structure of the latter included the now former FASO of Russia. Ex-head of FASO Mikhail Kotyukov has been appointed to the post of Minister of Science and Higher Education of the Russian Federation.

If you derive a formula for shifting relations with FASO, how would you formulate it?

— The formula for relations with FANO has shifted in such a direction that we must work together not through peaceful coexistence, as it was before. It was based on the principle of "two keys". This is a protective principle: "do not climb into mine." BUT we want interaction within the framework of constructive coexistence. Everyone really should do what he should do. FANO - administrative and economic work, the Academy - scientific and organizational work. This is recognized by everyone.

Does that mean there are no more disagreements?

- We have a completely normal relationship. We have different views on some issues, for example, on issues of property, including academic property. Because there are claims to the Russian Academy of Sciences that we are bad at keeping track of our property, etc. But I think that we will solve all these problems. I am a supporter of conservation... This architecture of the RAS - FASO has not yet developed its full potential. The first stage of the reform has ended, now there is a new stage, but I believe that at this stage we should work together with FASO. Everyone must do their job.
