Accusations of complicity and embezzlement of Skolkovo funds

In 2010, the Skolkovo Foundation entered into an agreement with Ponomarev to carry out research work worth $750,000. Later Vice President of Skolkovo Alexey Beltyukov signed an additional agreement with the ex-deputy, which reduced the cost of the contract to 450 thousand dollars. This, according to the investigation, allowed the alleged accomplices to steal Skolkovo funds.

According to investigators, in order to legalize 450 thousand dollars, Beltyukov prepared two fictitious reports under the guise of research work and attached them to documents on spending money. And in order to “develop” the remaining amount of 300 thousand dollars, the man concluded another contract with Ponomarev, under the terms of which the deputy was to conduct a course of lectures and seminars. Law enforcement agencies say that each of these lectures was estimated at an average of $30,000, but in fact they were short blitz performances from 3 to 18 minutes, while at events not related to the declared topic.

On the fact of poor performance of obligations, the Skolkovo Foundation filed a civil lawsuit against Ponomarev demanding the return of the money paid to him in the amount of 9 million rubles. The Gagarinsky District Court partially satisfied the claim, recovering 2 million 728 thousand rubles from Ponomarev. Since Ponomarev voluntarily did not comply with the court decision and did not return the money to the Skolkovo Foundation, in September 2014 the bailiffs began to seize his property for debts, and since then he has been in the United States.

In April 2013, the Investigative Committee of the Russian Federation opened a criminal case under Art. 160 of the Criminal Code of the Russian Federation (embezzlement) in relation to Beltyukova, who entered into an agreement with Ponomarev.

On March 25, 2015, the State Duma received a submission from the Prosecutor General's Office with a request to agree to initiate a criminal case against Ponomarev. In early April, he was stripped of his parliamentary immunity and agreed to initiate criminal proceedings against him.

Ponomarev himself considers the criminal prosecution against himself "exclusively politically motivated" and lying "outside of any legal field."
