However, several border areas of Donetsk and Luhansk regions were unable to resist the enemy. Russia armed separatists and pro-Russian militants, an active phase of the war began in the east, which was officially called the Anti-Terrorist Operation.

The flow of refugees and the impotence of the state

A stream of refugees poured into the front-line regions of the country, who literally fled, taking only elementary things, money and documents. There was no one to turn to for help, the state was engaged in the rapid mobilization of the military and volunteers who could resist the oncoming horde from the east.

Therefore, volunteers were the first to come to the aid of the displaced persons from Donbass. Reception points for help from the population were organized, where they brought dishes, clothes, food, household chemicals and even toys for children. There are cases when people stopped by the shops of household appliances and brought new ones !!! kettles, microwaves, irons and even refrigerators.

Along with material assistance, the issue of providing information assistance has become acute. People who came from the east simply did not have contacts, where to go for housing, for material assistance, etc. Consulting and information centers have been formed. Again, with the direct support of volunteers. They collected contacts of lawyers, economists, officials, departments dealing with IDP issues.

The rule of law for migrants

When the spontaneous aid began to develop into a systematic one, the state was already actively involved at this stage. Law and law - these two instruments had to take the side of those who abandoned their home, who left with nothing and had to start life from scratch. To begin with, special departments and divisions are being formed under the key departments, which were entrusted with overseeing the issues of migrants. The main burden was laid on the Ministry of Social Policy, since previously Ukraine did not face refugee problems inside the country.

People who fled from Donbass faced two main problems. First, there is the problem of living. Today in Ukraine, unreasonably expensive prices not only for the sale of real estate, but also for its rent. In large cities, where there is an opportunity to find a decent job, renting a house or apartment can be on average UAH 10,000 per month. And this is sometimes up to 70% of the income of the whole family. Of course, this became an almost impossible problem for the displaced people, and they began to allocate rooms in dormitories. However, this issue has not been resolved globally.

Secondly, IDPs are faced with the fact that pensions and other social benefits can only be received at the place of residence. Immediately, the Ministry of Social Policy faced the question of how to make it as easy as possible for such people to pay pensions throughout Ukraine. Therefore, special government decrees were developed that displaced persons can receive social benefits anywhere in Ukraine, that is, where they moved.

For five years of war and work with internally displaced persons, the state was forced to revise the legislative framework and adopt a number of laws and regulations to protect those who fled the war.

So, some laws appeared or changes were made to existing ones. For example, the 2008 draft law “On protection from the impact of the global economic crisis” was amended, according to which a person with a migrant status has the right to receive compensation from the state in the amount of 50% of the cost of housing under the “Affordable Housing” program.

There is another resolution of the Cabinet of Ministers, according to which a person who is considered an internally displaced person has priority over other participants in the Affordable Housing program.

There is a law that prohibits the accrual of penalties and fines for late payments on loans in relation to persons with resettlement status. For such people, there is state protection of property in a mortgage, and a simplified business registration is also provided.

Of course, each of these laws and regulations has its own pitfalls. For example, not every displaced person will be able to go through all the circles of “bureaucratic hell” that are laid down in the “Affordable Housing” program. Many are trying to get their own living space according to this program, however, they leave the race already at the stage of collecting "one million and one certificate", when it is necessary to collect all kinds of certificates, extracts, resolutions, etc. But some, especially stubborn people, go to the end, and there are examples of how people received housing from the state.

Many have already managed to settle down in a new place and have even established a business. And given the fact that Donbass will not be liberated soon, many of the displaced persons will never return to their former home.
