Childhood and education

Igor Koshin was born on August 27, 1974 in the village of Usinsk (Komi ASSR). When the boy was 4 years old, the family moved to the shift camp of Dresvyanka in the Nenets Autonomous Okrug, and in 1981 to the working village of Iskateley.

Igor Viktorovich graduated from secondary school No. 6 in 1991. He studied well and upon graduation became a silver medalist. In the same year, he joined the ranks of students at Syktyvkar State University (Syktyvkar State University), where for the next 5 years he studied the specialty “production management” at the Faculty of Economics. In 1996 he became a certified specialist.


After graduation, Koshin began working, but decided to simultaneously obtain a higher legal education at the Academy of Public Service in Komi. Igor Viktorovich successfully defended his law degree in 2003.

Start of work

Igor Viktorovich got his first job in 1996 - it was the position of a leading specialist at the republican institution “Northern Resources Fund” in Syktyvkar.


Two years later, he moved to the position of Director for Foreign Economic Relations of JSC STK Ros-Tour in Syktyvkar, which he held until 2000. In February 2000, Koshin became the executive director of the Naryan-Mar non-profit organization “Union of Geologists and Oil Workers of the North”.

Political career

Igor Viktorovich took his first steps in his political career in 2001, when he took 3rd place in the election of the head of the Naryan-Mar administration. Yuri Rodionovsky won then. In the same year, Koshin was elected to the Assembly of Deputies of the Nenets Autonomous Okrug in a multi-member constituency.

In March 2002, Koshin headed the political council of the regional branch of the United Russia party. He worked in this position until 2004, then joined the party general council.

In January 2005, Igor Viktorovich again took part in the elections of the Head of Administration of the Nenets Autonomous Okrug, reached the second round, but lost to Alexei Barinov. On February 22, 2014, Igor Koshin was appointed acting governor of the Nenets Autonomous Okrug by presidential decree due to the expiration of the powers of the previous governor Igor Fedorov. On September 14 of the same year, Koshin was elected governor of the Nenets Autonomous Okrug, receiving 76.7% of the votes. On September 20 he officially took office.

At the inauguration ceremony, Koshin thanked those gathered for the trust they placed in him and presented the concept for the development of the Nenets Autonomous Okrug until 2025. The new governor identified three main tasks: to provide elderly people with comfortable living conditions, to guarantee a decent environment for the younger generation and to help middle-aged people realize their potential.

One of Igor Viktorovich’s first steps in his new position was administrative reform. He reduced the number of managers, and the number of executive authorities in the region decreased from 23 to 11. Over the course of three years, the income of district officials was reduced three times. In total, the salary reduction was 30-40%. The number of officials was reduced by 125 people, expenses for them - by 350 million rubles. Among other things, Koshin cut his salary by 47%.


Igor Koshin identified the main tasks in his new position as solving housing problems, building social facilities, developing transport infrastructure, as well as implementing projects aimed at improving the quality of life of citizens.

Another important project implemented by Igor Koshin as governor was preparation for the construction of the deep-water ice-free port Indiga in the Arctic. The cost of construction will reach 120 billion rubles. The main task of the port will be the infrastructural opening of the region.

Igor Koshin became the third governor whom Vladimir Putin dismissed since the beginning of the week. The decree is posted on the official Kremlin website. “All these three years I woke up with the price of a barrel of oil on my phone screen. Because for our region these figures mean a lot - the opportunity to maintain a huge budget system, which employs 75% of the region’s residents,” Igor Koshin told Kommersant. “When I became governor, the oil market had already begun to become feverish, and I was at a crossroads - to continue budget “distributions” that would soon end, or to change the system, making it, if not independent from oil, then at least resistant to fluctuations in its value. I chose the second path and I don’t regret anything,” says the former governor. According to him, “nobody likes reforms, but everyone wants to benefit from their results. I’m glad that these results will remain after me.”

In his address to the district administration staff and deputies of the parliament of the Nenets Autonomous Okrug, Igor Koshin said that he had decided to resign “in connection with the transition to a new place of work.”

From sources in the Kremlin it became known that the optimistic forecasts of the Nenets governor about maintaining his post did not come true: he is vacating the post of head of the region. Fifteen billion is the annual budget of the Nenets Autonomous Okrug, the smallest subject of the Russian Federation. At one time, Igor Koshin made a maxim that the Nenets Autonomous Okrug reminds him of a golden, clumsy barge: work should be in full swing around and construction ringing, but in the Nenets Autonomous Okrug there should be silence. We need to fix everything. And in an interview with journalists, he said: “My task is to make the region economically resistant to changes in the hydrocarbon market. But any reform is a way out of the comfort zone. Igor Koshin has led the region since 2014 and, by an unfortunate coincidence, it was during these three years that the region’s income decreased by a third. Taking into account the size of the Nenets Autonomous Okrug’s budget, it is 5 billion, which, according to the official version, is due to the fall in oil prices. And everything would have been fine, but in 2017 a scandal broke out in the Nenets Autonomous Okrug: against the backdrop of falling incomes, the Nenets authorities ordered vacation. The motivation was simple: the fall in income caused a reduction in salaries, and this was sort of like compensation for lost income. At the same time, other public sector employees did not receive such attention from the governor. But the region did not wait for new investors: despite the assurances of the Nenets authorities that the situation is improving and that the budget in terms of growth rates is one of the best in the country, investors are fleeing from the Nenets Autonomous Okrug. In 2015, it was possible to attract 115 billion investments, and in 2016 - only 85 billion, and in 2017, the ex-governor only hoped that it would be possible to reach the pre-crisis level.
