The Code of Administrative Offenses defines the following types of administrative fines in the field of non-compliance with OSAGO requirements:

Anyone can apply for such a policy. It costs two times cheaper than the usual one, which is issued for a year. If necessary, the car owner has the opportunity to purchase an OSAGO policy for 6 months. In this case, its cost will be 70% of the annual insurance.

    Within six months, the car owner will have to pay monthly for insurance, while its cost will remain the same, even if there are changes in tariffs.

    • For the movement of vehicles within the borders of the country for technical inspection and registration, a 20-day insurance period is provided.
    • Separately, the minimum period of OSAGO insurance in 2018 for foreigners who come to the Russian Federation is also considered.       If payment is made for an incomplete calendar year, then the calculation coefficient must be taken into account. For example, a three-month policy at a price will cost 50% of the cost of annual insurance.

    From 2019, the Central Bank of Russia introduces new minimum and maximum levels of the base TB rate. They will make up:

    Minimum OSAGO period

    All drivers participating in road traffic on the territory of the Russian Federation are required to have an OSAGO policy. At the moment, the cost of a motor citizen can be calculated for 3 categories of vehicles:

    Accordingly, each category has its own minimum insurance period. For the first one, it is from 5 to 15 days, i.e. for an OSAGO agreement that “fits” into this interval, the insured will pay the same amount.

    For drivers driving vehicles across Russia to the place of permanent registration or following the PIK (technical inspection), the insurance period is always the same - 20 days, no less and no more.

    The latter, the main group of car owners, concludes a standard OSAGO agreement, the calculation procedure for which is the same for all insurance companies in the Russian Federation. Let us dwell in more detail on this policy of auto-citizenship.

    To begin with, let's deal with the terms used when applying for OSAGO insurance: "Term of the contract" and "Period of using the vehicle."

    • for car owners leaving on long business trips, vacations, etc.

    And of course, the fewer months a year a driver uses his car, the lower the cost of OSAGO insurance for him.

    Today, you can conclude an OSAGO contract for at least 3 months (do not forget the period of use within the framework of annual insurance).

    In general, when calculating OSAGO for several months, the following table is used.

    • Car owners who take out OSAGO for several months a year pay more for each month than those who buy a policy for a whole year.
    • The cost of annual OSAGO insurance will not change during the annual insurance period indicated in the policy, even if rates increase during this year. When issuing a policy for several months, be sure to find out the cost of annual OSAGO insurance, at least in order to know the subsequent surcharge (if it is required in case of an increase in the period of use). You can insure for several months, and then, if necessary, pay extra and extend the period of use .
    • The period of use in the CMTPL policy form is “broken” into several parts. That is, you can immediately “paint” the entire insurance year ahead when applying for OSAGO. For example: 1 month in winter, 3 months in summer, 1 month in autumn and other variations. When paying, only the total number of months in a year matters.

    The arithmetic is simple. The OSAGO insurance contract is always concluded for a year (see the upper right corner of the policy). The annual cost of the policy is a constant value.

    As a rule, those who plan to sell it in the near future insure their car for a minimum period of 3 months. And, as can be seen from the table, for 3 months the insured will have to pay half of the annual cost of OSAGO.

    If, for some reason, the sale does not take place, the insurance can easily be extended until the end of the policy year. At the same time, the additional payment for the remaining 9 months will be the remaining half of the annual cost of OSAGO (the same amount as you paid for the first 3 months).

    It is known that the OSAGO Rules do not provide for payment of a motor vehicle citizen in installments.

    But no one bothers the driver to first pay for 3 months (0.5 annual insurance), then extend the policy for another 3 months (0.2 annual insurance), and then pay only 0.3 annual amount for the remaining six months. In fact, it turns out the same installment plan. If you don't mind the time, it's very beneficial given certain financial difficulties and our level of inflation.

    The main thing is not to forget to extend the period of use in advance. Otherwise, the insurer has the right to take for the following months, as for the first, i.e. with increasing coefficient Kp.

    Driving a vehicle during a period not covered by the OSAGO policy entails a fine of 300 rubles. Don't settle for more.

    Let's explain with an example. If the term of OSAGO insurance is from May 5 to May 4, and the period of use is from May 5 to August 4 (3 months), then driving a vehicle after August 4 and before May 4, you risk your wallet.

    The main thing is not to confuse failure to fulfill the civil obligation to insure under OSAGO (i.e., the complete absence of an OSAGO agreement), which is punishable by a fine of 500-800 rubles or removal of numbers, and forgetfulness to extend the period of use within the insurance year.

    If an accident occurs during the period not covered by the OSAGO policy, the insurance company will pay the victim, but then present a recourse claim to the negligent insured and force him to reimburse his expenses.

    • You can conclude an OSAGO agreement for a limited period of time - for 3, 4, 5, etc. months.
    • In this case, the insurance premium for the first months will be calculated with a multiplying coefficient.
    • The policyholder has the right to extend the period of use for any number of months, respectively, paying extra for them, up to the end of the policy year.
    • The total cost of OSAGO for the year should be the same, both with a one-time payment and with payment in installments, by months.

    The issue of concluding an OSAGO agreement is quite clearly regulated by the current legislation, in particular, the Federal Law “On Compulsory Insurance of Civil Liability of Vehicle Owners” dated April 25, 2002 No. 40-FZ (hereinafter - Federal Law No. 40-FZ). But in practice, questions still arise regarding the terms of insurance, especially for drivers who do not use the vehicle all year round.

    Art. 10 FZ “40-FZ establishes a rule according to which the general term of the OSAGO agreement is 1 year. But below the legislator gives options for exceptions to the rule. In particular, we are talking about the following cases:

    1. When using a vehicle registered in the territory of a foreign state for temporary movement within the territory of the Russian Federation. In this case, the contract is concluded for the period of use; but not less than 5 days.
    2. If the owner of the car does not have a diagnostic card in the following cases:
      • When buying a new car and transporting it to the place of registration.
      • When following to the place of technical inspection of the car.

    The legislator gives car owners a period of 20 days to perform the above actions.

    Another exception is provided by Art. 16 of the Federal Law No. 40-FZ, which refers to the limited use of the car, for example, during the season. It is, as a rule, about snow-removing, agricultural machinery.

    However, it is not forbidden to insure vehicles for a season (3 months) and ordinary citizens.

    In this case, when concluding an OSAGO contract, it is necessary to notify the insurer about this and, accordingly, the amount of the insurance premium will be recalculated in accordance with the term of the contract.

    OSAGO is an insurance policy that every vehicle moving within the Russian Federation must have, otherwise penalties will be applied.     In general, there are a lot of cases when OSAGO is necessary for 1 month and a little longer. Current legislation allows you to issue such insurance for cars.

    There are two exceptions to this rule:

    1. An auto insurance contract can be concluded for up to 20 days in cases where, after purchasing a vehicle (purchase, donation, inheritance, and so on), its new owner drives the car to the place of registration or technical inspection.

    3. Vehicle documents.

    5. Driving licenses of all persons who will be allowed to drive the car.

    If the car owner decides to issue an OSAGO for 3 months, then he will have to pay 50% more for insurance.

    When calculating how much insurance costs, you must be guided by the following coefficients, depending on the number of months:

    • 3 – 0,5;
    • 4 – 0,6;
