At the same time, the task that was put in the process of administrative reform to improve the quality of government, cannot be solved without an active dialogue between citizens and government agencies, including internal affairs authorities.

Public relations in the modern world play one of the leading roles in the activities of the Ministry of Internal Affairs of Russia and its divisions. The system of institutionalized public relations of the internal affairs bodies is the main source of information on the results of the work of the Ministry of Internal Affairs for the Protection of the Law Enforcement, which forms the public opinion of the citizens of the Russian Federation. In addition, this is the feedback mechanism of law enforcement officers with the population.

The interaction of public relations with the authorities of the Ministry of Internal Affairs gives society a holistic picture of the situation in the country, the level of crime, the presence of threats to their lives. And, thanks to timely and reliable information, citizens of the country can feel their security and confidence in the future. This requires a clear and rapid work of press services and services for public relations of the Russian ATS of Russia.

There are a number of problems with whom we had to face when cooperating with the public of the Ministry of Internal Affairs of Russia as a whole.

It should be added that the theoretical development of the issues of public relations and public relations is still at the initial stage, which has a negative impact on the effectiveness of all services and units of law enforcement agencies in practice.

The activities of the Ministry of Internal Affairs are always in sight, and any inadequate action by employees of the internal affairs bodies will be instantly picked up and presented with their interpretation by the media to the population. All this will become a public domain.

Despite all the existing "minuses", at present, the press service of internal affairs management organizations occupied an active position in cooperation with the media in order to inform their activities. This activity is known as an advocacy work, carried out from the position of the offensive, activity aimed at the operational, comprehensive informing citizens about the activities of the internal affairs bodies in order to form an objective public opinion on the work of the police and the positive image of the police officer.

All this indicates that the activities of the information service of the internal affairs management can actually contribute to the change in public opinion about the police in a positive side. However, it is premature to talk about the return of confidence in the internal affairs authorities.

Currently, such events are developed in the General Directorate of Public Relations of the Ministry of Internal Affairs of the Russian Federation, which is ineffective and does not bring due results.

Here you can wonder: how can the media now contribute to the return of confidence in society to the authorities of the Ministry of Internal Affairs and what will this change?

The answer to this question is simple. As practice shows, without support and support of the population, it is impossible to solve such an important task as prevention of crime. Internal relations of the public relations without the active participation of society itself are ineffective: today without the help of citizens, it is impossible to build an effective system of public order protection in Russia.

Thus, the organization of public relations in the system of the Ministry of Internal Affairs of Russia only acquires its stability. This is a complex and time-consuming task that should be implemented to establish a constructive dialogue of law enforcement agencies with society. The relevance of the chosen topic of the study: "Activities for public relations of the state authorities of the subject of the Russian Federation (on the example of the Ministry of Internal Affairs of the Republic of Tatarstan)" is due to the following circumstances.
The power structures and special services always have a greater part of the closedness than, for example, a mass culture, which in principle receives income from what attracts attention to their mass consciousness. The Ministry of Internal Affairs of the Republic of Tatarstan (hereinafter - the Ministry of Internal Affairs of the Republic of Tajikistan) is made a lot to strengthen the relationship between the population and law enforcement agencies, while using the productive constant work with the media. However, the analysis of this work carried out on the ground shows that the employees of the internal affairs bodies do not fully use the media capabilities. Any of their presentation in print and on television, one way or another, forms public opinion. "Recent data of sociological research suggests that increasing the prestige of law enforcement activities, strengthening people's confidence in the persons carrying it, today is today one of the most important state challenges."
Employees of power structures are very important to have an impeccable reputation in the eyes of the public. Some time ago, we could observe acute distrust of police officers, unwillingness to enter into contact with them. But today, thanks to the work of the Information and Public Relations Division, which are created in each district office of the internal affairs, the image of security workers is steadily growing, and the trust of citizens is growing.
Power structures have a very important characteristic, which should increase their significance in the mass consciousness: "They always work in crisis situations, working with risk to life is the norm of this profession. Accordingly, the attention of society to this type of professionals is required. "
Thus, we formulated a number of characteristics that are inscribed in the image of power structures and special services:
- statehood of solved tasks,
- the closed nature of the work done,

It follows that the types that appear before the massive consciousness on the screen or from the pages of newspapers must be a certain extent to comply with these characteristics of the image. This is what the public sees as a positive, so it is better to meet him than to fight him.
By itself, the form already concentrates the desired set of characteristics, expressing it visually, highlighting a person of this profession in the crowd. Other chains can also be built on which the image of a police officer is based. That is, we have a rather complicated object, so the coordination of information efforts becomes one of the important tasks.
The first in our state of communication with the public professionalized the power structures and special services, creating the relevant departments there. And this is understandable, since it is precisely for these structures that special attention is characterized by crisis situations, the permit and mitigation of which and becomes main in their publication. If for another structure, the crisis is an exception to the rules, the power structures are in constant readiness to work in non-standard conditions. An equally important task is to work with personnel, since only specially trained specialists can withstand heavy situations.
In some cases, such issues as "treatment of the situation" must be solved - anti-crisis PR, these are situations associated with the "Honor of Unidir".

Public relations serve many social institutions: enterprises, trade unions, government agencies, voluntary associations, funds, hospitals, educational and religious organizations. To achieve their goal, these institutions should establish strong links with various audiences and social groups: workers, members of various associations, consumers, local communities, shareholders, etc., as well as with society as a whole.
The achievement of the objectives of the organization requires the leadership of an understanding of the essence of the relations and values \u200b\u200bof the people with whom they communicate. For professional practices in the field of public relations, knowledge of the art of communication, psychology, social psychology, sociology, political science, economics, the basics of management and ethics is needed. We also need technical knowledge and experience in examining public opinion, analyzing social problems, relationships with means of information, direct correspondence, institutional advertising, publishing materials, creating a film (video clips), organizing special events, preparation of reports and presentations.

So, there are many definitions of public relations. It is this feature that is the foundation of the compromise model and is considered the most useful and fruitful, since the taskful groups of the public are considered here as partners of the organization with which it enters into cooperation.
As a social institution, modern public relations offer organizations and the public various ways to harmonize common interests to overcome friction and prevent unreasonable actions. Experienced public relations specialists are able to stimulate broad social thinking, helping the management of organizations to realize their social mission in society. Modern relations with the public are designed to arm leaders with a diverse and deep knowledge of modern society, helping them correctly formulate goals and see development prospects.
Performing these functions, public relations contribute to the awareness of all institutions of society - state and public, political and economic, charitable and purely commercial - social responsibility to society, current and future generations of people.
Public relations function in all spheres of society, since their principles reflect the most important human aspirations: to be all understandable, open to wide cooperation in the atmosphere of mutual benevolence.     The international experience of the organization of public relations in police structures is relevant to Russia, especially due to the increase in polyethnics of a significant part of local communities, as in countries of developed democracy, and the RI in the Russian Federation, for which the activation of migration processes is characterized. The level of public relations in the law enforcement bodies in Russia is currently not sufficient to solve such a strategic task as involving citizens in countering crime and improving the effectiveness of combating crime. The need for the development of PR of Russian mushization is determined by the fact that the task of failure to combat crime to a new qualitative level cannot be solved without improving the interaction of the militia and the population, which involves high confidence in the law enforcement authorities.

    Currently, the theoretical development of the issues of communication with the public law enforcement agencies, despite its fulleality, is in Russia at the initial stage. Such a state of affairs is determined by the fact that the activity of the organization of public relations in the initial period of the modern history of Russia, that is, during the 90s of the XX century, was not in demand in practice.

    The activation of public relations in the Ministry of Internal Affairs of RossiMiri since 2003 is related to the beginning of an administrative reform, which provides for one of the most important areas to increase the efficiency of the interaction of authorities and civil society. treat that in the Ministry of the Interior, including all territorial levels, a system of special units of information and public relations is created. This system is at the stage of formation, solving the conceptual tasks of increasing the information openness of the police, organizing feedback with the population, creating a positive image of an employee of the internal affairs bodies. It is necessary to note the greater importance and effectiveness of new forms of the organization of public relations in the system of the Ministry of Internal Affairs, for example, public councils.

    Currently, the issue of adoption is particularly relevant. T.measures to improve interaction with the public, including through the implementation of a system of measures to form a positive image of Russian police officers. In solving this problem, the unmarked role is played by divisions of information and public relations. The practice of increasing the level of public confidence in the employees of the internal affairs bodies should be based on the use of new forms of information submission.

    Despite the diversity of materials in the printed media of the Krasnodar Territory, devoted to the analysis of the activities of the internal affairs bodies, in the press there are not enough materials forming on the basis of reliable facts, the wedding image of the police officer. Activities for improving the image of the police in the Krasnodar Territory is currently not systemic. The presence of many structured and ordered independent sources of information is expanding for the mass user the possibility of obtaining reliable information in a form convenient for it, creates conditions for increasing the efficiency and accuracy of information support for making management decisions in the authorities, the effectiveness of information support for public political and social activities, as well as the formation and the impact of public opinion as a true "fourth government" in a democratic society.

    The media can and should be an effective institution of interaction between the internal affairs bodies and the public. In

    In the implementation of public relations, all services and divisions of the internal affairs bodies are required in the territory of the Krasnodar Territory. The concept of public relations (English analogue - "Public Ryleshnz") has many definitions, each of which is relevant in the appropriate context, taking into account the specific subject and the object of public relations. It is very difficult to remove something "average" and consider it universal, although such attempts are made. Calsdoy definition will be correct and reasonable.

Public Ryleshnz has almost a century and even longer history. Currently, public relations as a branch of science and the type of practical activity continue to develop and evolve, but all issues related to public relations are not yet clear answers yet. Given this, the author considers it necessary to carry out the analysis of existing approaches to the understanding of PR and submit its own vision of this industry of science and type of activity.

The first step of the organization Public Ryleshnz is to study the history of the issue. For what purpose? Did the time come true if public relations help? What will this be manifested? What is the origin of the question, why did the need to attract PR in one way or another?

The content of PR-activities to some extent is determined by the history of the formation of this scientific discipline and the type of practical activity. This requires a brief excursion to the PR history. The question of the time of the appearance of PR as a special type of activity remains discussion. The term "public relations" appeared relatively recently, but single cases of such activities are known since ancient times. From the evidence that came to us, it is possible to find enough instructions on the fact that in ancient Greece and Rome impact on public opinion paid a significant attention. It seems that in those distant days, Public Ryleshnz constituted the organic part of the management system. The Romans expressed their attitude towards public opinion in the motto "voice of the people - Glas God."

In a more recent history, the American revolution of the XVIII century. Began with a group of people, among whom were: Samuel Adam, Thomas Paine, Benjamin Franklin, Alexander Hamilton and Thomas Jefferson, who was written and orally influenced by the public opinion of those days. Since the beginning of the 20th century, simultaneously with the formation of PR as a type of practical activity, the theoretical issues of studying public relations were developed in the works of foreign scientists - W. " When in 1975, one of the US funds took on a comprehensive analysis of this topic, they found approximately 500 definitions PR.8

Dr. Racks Harlow, Vetron-practitioner Public Ryleshnz from San Francisco, considered 472 Public Definitions of Parleshnz and formulated on them the following working definition: "Public Ryleshnz is a special control function that helps to establish and maintain general principles of communication, understanding, consent and cooperation between the organization and the corresponding circle of persons. It includes the resolution of various problems, ensures the administration of public opinion information and contributes to the responsible relation to him, determines and strengthens the responsibility of the management in satisfying public interest, helps the administration effectively and conduct changes in advance, anticipating certain trends in advance, and uses as their Tools are scientifically based, reliable and ethical methods of communication. The Institute of Public Relations (IPR), established in the UK in 1948, adopted such a definition: "Public Ryleshnz is planned long-term efforts that are aimed at education and stabilization of friendly relations and mutual understanding between the public and the organization." The same altruistic definition, involving the formation of abstract collective harmony, gives the famous English PR-specialist S. Black: "Public Ryleshnz" is the art and science of achieving harmony through mutual understanding based on truth and complete awareness. " 10

Structure and functional responsibilities of public relations units of the Ministry of Internal Affairs of Russia

This structure performs an important function of ensuring the connection of law enforcement agencies and society, increasing the efficiency of force structures. No institution can exist without communication playing a leading role in the formation of a symbolic image in the struggle for the rule of law in society.

Currently, the theoretical development of the issues of law enforcement relations, despite its fulleality, is at the initial stage. The problems of organizing the relations of the internal affairs bodies with various elements of the public begin to attract the attention of researchers from the second half of the 70s of the XX century. In the period from the mid-70s to the end of the 80s of the last century, the theoretical development was subject to the organization of the interaction of law enforcement agencies with state authorities and public formations, the teams of workers and the population. In the works of O.A. GALU-STIYAN, A.P. Kizlyk, K. F. Guzenko, M. A. Kovaleva54 issues of work with these public categories. In the works of M.Yu. Gutman, A. M. Nazarenko considered the problem of interaction with the media. At the same time, interaction with these elements of the public was considered mainly in the aspect of the possibility and need to involve them to solve a number of tasks facing internal affairs authorities, such as the prevention of offenses and crimes, the protection of public order and the struggle against drunkenness and alcoholism. In the 90s of the 20th century, the focus of studies expanded somewhat somewhat, the private problems of the functioning of public relations as organizational and management activities, aimed at the formation of relations of trust, mutual understanding and cooperation of law enforcement agencies and the population, the most worked out of which was the problem of studying public Opinions using the data obtained in the management of the internal affairs bodies. If there were more law enforcement agencies in previous work and their activities from a legal point of view, and PR-activities were only one of the directions in the work of law enforcement agencies, the law enforcement agencies are considered in the books of G. And this is explained, because their staff are at the forefront of the struggle for the safety and dignity of people, warning and preserving crimes, protecting public order. the forms and technologies of the organization of public relations are actively introduced into their activities, while constantly developing and improving. At the same time, this development is complex and controversial and is associated with a number of problems both a theoretical and practical nature.

To date, the theoretical development of the problems of communications with the public of the internal affairs bodies, despite its fulleality, unfortunately, is at the initial stage. The insufficient level of development of the concept of public relations of the internal affairs bodies in theory has a negative impact on the efficiency of all services and units of the internal affairs bodies in practice. The potential of public relations remains unused, which entails the impossibility of solving a number of tasks facing the internal affairs bodies, including those noted by the Minister of Internal Affairs of the Russian Federation R.G. Nurga-Liev's tasks "to become extremely open to society, to increase the effectiveness of socio-legal services for the population, to ensure that the actions of the militia are transparent, they are clear to people and received their support."

All of the above indicates the need to further develop theoretical and methodological problems related to the understanding of the main aspects of the public relations of the internal affairs bodies, the construction of their holistic concept, the implementation of research results into the practice of managing the internal affairs bodies in order to solve them with their help existing practical Tasks. The achievement of this goal is carried out in the process of implementing analytic and pro-gnostic, information and communicative, organizational and technological and communicative and methodological functions of public relations in the public relations in the advisory and executive levels of their integration into the management system of the internal affairs bodies.

At the same time, the consultative level of integration is associated with the process of preparing and adopting management decisions in the field of public relations, carried out during the interaction of the Department of Department of Internal Affairs and specialized units of information and public relations of the ATS, the performing level of integration includes activities on the direct execution of these solutions to specialized public relations entities ATS.

Analytic-prognostic function is aimed at learning and predicting the state of the social environment of the functioning of the internal affairs bodies and its reactions to their actions. It includes a collection, analysis and synthesis of information on the structure of the environment currenting in it subjects of the public, occurring processes, the interests and needs of citizens in law enforcement, the level of their satisfaction and the attitude to the internal affairs bodies, which has been reflected in public opinion and media materials, as well as prediction based on the obtained data of the future states of the specified environment.

The organizational and technological function is aimed at organizing specific measures for the collection, processing, storage of information on the social environment of the operation of the internal affairs bodies and the transfer of this information to the management subsystem for use in the formation of a public relations and information policy development strategy, as well as making management decisions in this field . It includes a complex of measures and actions on the organization of analytical work, conducting sociological, statistical and other studies, monitoring materials of the media, the formation and management of information records and information systems, as well as the consulting meeting of the management of the internal affairs bodies with representatives of the public.

The information and communicative function is aimed at establishing and maintaining a variety of information exchange channels between the internal affairs bodies and the social environment of their functioning. It finds its expression in establishing and maintaining contacts with sociological services to study public opinion, as well as various subjects of the public (domestic and foreign media, government bodies and local self-government, political, public, religious formations, economic entities, etc.).

The communicative and methodological function at the advisory level is to directly submit to the management of the internal affairs bodies of reliable, complete and timely analytical information on the social environment of functioning, as well as advising on the methods, admission and technologies of public relations, submitting recommendations for the development of conceptual models of cooperation and social partnership, programs, shares and campaigns.

Thus, the functions of public relations at the advisory level of their integration into the management system of the internal affairs bodies are carried out by providing the management of the necessary information on the state of the social environment for its use in the implementation of both intra-organizational management and characteristics of the characteristics

At the execution level of integration into the system of internal affairs agencies, the content of the function of public relations, in our opinion, is expressed in the following.

Analytics and prognostic function is associated with the preparation of an analytical data array required to select a preferred model, strategy and tactics of a set of measures or a specific event focused on changing the characteristics of the social environment of the functioning of the internal affairs bodies. It includes a collection, analysis and generalization of data on the environment necessary to select the most effective form of activities, planning, organizing and conducting a particular event or a set of measures, predicting the effectiveness of the information and communicative impact.

The organizational and technological function includes aggregate measures and actions on the organization and implementation of propaganda and outreach programs, holding press conferences, briefings, round tables, creative competitions for better coverage in the media activities of the internal affairs bodies, etc. .

The information and communicative function at the level under consideration is expressed in the establishment and maintenance of information exchange between the internal affairs bodies and the social medium of their functioning carried out by producing, replicating and disseminating information. In conclusion, it should be noted that the allocation of a number of functions in public relations, as well as their

differentiation relative to the levels of integration into the control system is largely conditional. In practice, to attribute one or another form (form) of activities in the field of public relations to a particular function or the level of integration is quite difficult.
