On federal rules and regulations in the field of atomic energy use

decides:

1. To approve the attached amendments, which are made to the Decree of the Government of the Russian Federation of December 1, 1997 N 1511 "On approval of the Regulation on the development and approval of federal norms and rules in the field of atomic energy use and the list of federal norms and rules in the field of atomic energy use" ( Collected Legislation of the Russian Federation, 1997, N 49, Art. 5600; 1999, N 27, Art. 3380; 2000, N 28, Art. 2981; 2002, N 4, Art. 325; N 44, Art. 4392; 2003, 40, Art. 3899; 2005, N 23, Art. 2278; 2006, N 50, Art. 5346; 2007, N 14, Art. 1692; N 46, Art. 5583; 2008, N 15, Art. 1549) ...

2. To establish that the federal norms and rules in the field of atomic energy use, approved and put into effect in accordance with the established procedure prior to the entry into force of this resolution, shall remain in effect until they are canceled.

3. The federal executive authorities in charge of state regulation of safety in the use of atomic energy shall post, within 3 months from the date of entry into force of this resolution, on their official websites in the information and telecommunications network Internet, lists of federal norms approved by them (related to their sphere of reference) and the rules in the field of the use of atomic energy specified in paragraph 2 of this resolution.

4. To recognize as invalid the acts of the Government of the Russian Federation according to the list according to the appendix.

2. In the text:

a) the word "attached" shall be replaced by the word "attached";

b) the words "and the list of federal norms and rules in the field of atomic energy use" shall be excluded.

3. In the Regulation on the development and approval of federal norms and rules in the field of atomic energy use, approved by the said resolution:

a) in the first sentence of paragraph 2, the words ", and establish requirements for the safe use of atomic energy, including requirements for nuclear, radiation, technical and fire safety, for physical protection, for accounting and control of nuclear materials, radioactive substances and radioactive waste" shall be excluded;

b) in clause 7:

the words "technical specifications for the development" shall be excluded;

the words "by the order established" shall be replaced by the words "by the order established";

c) in clause 8:

in the third paragraph, the words "explanatory note" shall be replaced by the words "terms of reference for the development of a draft federal rules and regulations and an explanatory note";

paragraph five

"These documents are submitted on paper and in electronic form.";

d) add clause 9 with the words "or do not take into account changes in the legislation of the Russian Federation, recommendations of international organizations in the field of atomic energy use, in which the Russian Federation participates";

e) Clause 15 shall be amended as follows:

"15. Suggestions and comments on the draft federal rules and regulations may be sent by any legal entity or individual within the time period determined by the state safety regulation body. In this case, such a period cannot be less than 30 calendar days from the date of publication of the draft federal rules and regulations." ;

f) in the fourth paragraph of clause 16 the numbers "40" shall be replaced by the numbers "10";

g) clause 17 after the words "in accordance with" shall be supplemented with the words "their sphere of competence and";

h) in clause 18:

the second paragraph shall be supplemented with the words "or by a resolution (order) of one of them in agreement with other state safety regulation bodies (in accordance with the sphere of competence)";

the third paragraph shall be declared invalidated;

i) Clause 21 shall be stated as follows:

"21. Bodies of state regulation of safety maintain and post on their official websites in the information and telecommunications network Internet lists of approved by them (or related to their sphere of reference) federal norms and rules in the field of atomic energy use."

4. The list of federal norms and rules in the field of atomic energy use, approved by the said resolution, shall be declared invalid.

On November 9-14, 2012, the Primate of the Russian Orthodox Church paid an official visit to the Jerusalem Patriarchate. From 9 to 11 October, the chairman of the Department for External Church Relations took place on a pilgrimage trip to Mount Athos. From October 22 to November 3, Metropolitan Hilarion of Volokolamsk made a trip to the United States of America, during which, on October 23, the hierarch took part in a meeting of the III Committee of the United Nations, specializing in human rights and social issues. Vladyka Hilarion made a presentation on the topic “Countering discrimination against Christians in the world as a contribution to the development of the concept of human rights,” in which he told the representatives of more than 150 countries who had gathered at the meeting about the facts of oppression and discrimination against Christians in different countries of the world.

The Chairman of the Department for External Church Relations held bilateral meetings with United Nations Secretary General Ban Ki-moon, Chairman of the 67th General Assembly of the United Nations Vuk Yeremich and Permanent Representative of the Russian Federation to the United Nations V. Churkin.

As part of his trip to the United States of America, Metropolitan Hilarion met with Archbishop Demetrius of America (Patriarchate of Constantinople), Metropolitan Philip of North America (Patriarchate of Antioch), and a number of hierarchs of the Orthodox Church in America.

On October 25, Vladyka Hilarion met with participants in the dialogue between the Anglican Church in North America and the Orthodox Church in America, which was held at the Anglo-Catholic Seminary of Nashota House (Wisconsin). “In accordance with the Trebnik, the Rite of Blessing of Oil is performed on a single person who is in bodily illness or weakness. However, in the Orthodox Church, the practice of performing a common blessing of oil on many worshipers, including those who are healthy, is widespread.

The practice of performing the common blessing of oil - with a single anointing instead of seven times - was widespread in Russia until the middle of the 17th century. Only the hierarchs and abbots of the most important monasteries had the right to perform common blessing of the Holy Oil.
