During a business trip to Kazakhstan, I managed to meet with the KPO Consortium managers. From them I was surprised to find out that Yuupk also does not have a direct contract for the purchase of gas condensate produced in the Karachaganak gas field. But such an agreement has an Industrial Investments & Participations SA (IIP), which, judging by the details, is considered a Canadian company.

My Kazakhstan interlocutors argued that all negotiations with the KPO Consortium on behalf of IIP led Rashid Sardarov. Moreover, KPO managers have repeatedly flew to Moscow to harmonize the details of contracts and signing additional agreements. And often negotiations were conducted in a mansion located in a large three-way alley of Moscow. In the same historic building, which once belonged to the famous Museno Morozov, is now located and the head office of Yuuuk.

Judging by Contracts, Karachaganak Petroleum Operating B. V. supplies an unstable gas condensate of Industrial Investments & Participations SA, which, in turn, again, according to the documents, transfers the raw materials of the "South Ural industrial company", and YuUPK has already provided condensate plants Ltd. Gazprom Mining Orenburg.

After processing, the finished products, according to the documents, is returned by Yupk, which, in turn, reports the IIP product. In fact, all these transmissions and return occur only on paper. In fact, the unstable gas condensate comes from the gas field in Kazakhstan on the condensate pipeline to the gas processing plant in Russia, and the processing product is loaded into railway tanks and is delivered to Murmansk, where in the local port it turns to tankers and is delivered to European consumers.

Secret of the pipeline

The leadership of the Kazakhstan Consortium KPO has repeatedly appealed to Gazprom Mezhregiongaz LLC with suggestions both about the direct supply of gas condensate on the GDU, and with requests to provide the possibility of processing raw materials to other enterprises. However, invariably received the answer that one of the threads of the UKPG 16-GPZ pipeline is lease from Gazprom Neftekhim Salavat and that the GDO does not have the possibility of transporting raw materials to the enterprise.

Every month informed Gazprom Mining Orenburg LLC on the volume of supply of gas condensate Industrial Investments & Participations SA "in the Orenburg direction". And this makes it possible to avoid taxation in Russia, saving on deductions to the budgets of various levels of $ 150-200 million per year.

In addition, Gazprom could directly buy gas condensate from Kazakhstani producers, delivered it according to condensate pipelines, controlled by Gazprom Neftekhim Salavat OJSC, which is included in PJSC Gazprom, to the processing capacity of Gazprom Mining Orenburg LLC.

Experts estimate that with the Middle Eastern value of a stable gas condensate about $ 700 per ton, all costs of Industrial Investments & Participations SA amounted to no more than 300 dollars per ton. For example, under the contract No. 1830-70 of December 23, 2010, YUEUK for the processing of each ton of condensate transferred to the current account of 611 rubles 40 kopecks (about 20 dollars). In 2013, the cost of recycling increased to 1100 rubles (about $ 35).

And the total losses of PJSC Gazprom for 11 years of operation of the "Canadian" scheme, according to experts, can be at least four billion dollars.

Attempt to find in Canadian registers Industrial Investments & Participations SA was not crowned with success. But we found a company with exactly the same name registered on April 11, 2002 in Luxembourg. Company registration number 886662. True, no signs of the work of the company failed. Apparently, the company was soon closed in Luxembourg and "re-recorded" in the jurisdiction of another country. And, apparently, not in Canada. Although in all contracts signed with Karachaganak Petroleum Operating B. V., indicated Quebec Address: 5300, Boulevard Des Galeries 210 Quebec, G2K 2A2 Canada.

At our request, Canadian colleagues were covered at this address in Quebec and discovered a completely different legal entity there. It can be assumed that this is not an enterprise address with multi-million turns, but the place of mass registration of offices.

Specialists surveyed by us suggested that the office in Canada could be opened for "tax optimization." Translated to the household language, this means that or do not pay taxes at all, or pay as little as possible.

The presence of an office in Canada allows IIP to work worldwide. And this opportunity, the company took advantage of, opening a settlement account in the Geneva branch of the Bank ing Belgium Brussels. According to our information, it was at that expense received funds from the sale of recycled gas condensate.

Direct sales of raw materials to European consumers was engaged in the company DFN Oil, registered in Copenhagen (Denmark). What is interesting, 100% of the authorized capital of DFN OIL belongs to another company with a consonant name, established three people from Russia. From the Danish registers we managed to find out that the entire state of the company is four people. But it has solid turns. For example, in 2012, 483 million dollars passed through the accounts of the company.

Back in December last year, we sent a request to DFN Oil and received a confirmation that the request was received and transferred to the manual. After that, we have repeatedly convened with the office of the company. But a pleasant female voice invariably answered that DFN Oil's manuals are not in place.

Uncle, give a billion

Rashid Sardarov also did not respond to a written request. He preferred a personal meeting and invited me to the head office of YUUPK, located in the three-way Lane of Moscow.

Sardarov stated with the go, with the Director General of Gazprom Interregional LLC, Kirill Seleznev "practically unfamiliar":

- I do not have an outlined relationship with any of Gazprom. To the question of why Gazprom does not directly buy gas condensate from the Karachaganak Petroleum Operating B. V. V., Sardarov replied that the Kazakhs do not sell raw materials:

- They provide condensate for processing in the form of daval and raw materials. We process, they take. And sell themselves.
