The shocking incident took place on Tuesday, October 1, at the entrance of the building of the central office of the Investigative Committee of the Russian Federation in the Technical Lane of Moscow. One of the employees of the department, 42-year-old Colonel of Justice Vladislav Kapustin, a citizen who, according to numerous media outlets and eyewitnesses of the incident, is mentally inadequate.

Kapustin left the building to talk to the citizens who came to the UK with their statements. At some point, a man approached him and stabbed him in the heart with a knife from behind.

The victim was called an ambulance, which, in turn, sent an employee of the UK to the Sklifosovsky Research Institute. There, Kapustin was operated on, however, despite the efforts of doctors, it was not possible to save his life.

“An officer of the Investigative Committee of the Russian Federation, Colonel of Justice Vladislav Vladimirovich Kapustin, died in a medical facility without regaining consciousness after an attack on him,” the TFR said in an official statement. “Our comrade was fulfilling his duties in organizing the reception of citizens when he was mortally wounded,” the department added.

On the fact of the incident, a criminal case was initiated under article 317 of the Criminal Code of the Russian Federation (encroachment on the life of a law enforcement officer).

As for the attacker, he, according to eyewitnesses, tried to flee the scene of the crime, but almost immediately ran into a passing Lexus, and Kapustin's colleagues ran up to him.

What is known about the deceased

MK observers found out that Kapustin came from a family of prosecutors. His father served in the prosecutor's office for two decades and is currently retired. Vladislav Vladimirovich himself began his service with the internal affairs bodies, then again moved to the prosecutor's office, and from there to the Investigative Committee.

In 2016, Kapustin considered the complaint of Rusfond related to the theft of money donated for the treatment of singer Zhanna Friske, who eventually died of brain cancer. Then the representatives of "Rusfond" asked to initiate a criminal case on the theft of 20.8 million rubles. Kapustin replied to the complainants that this case was within the competence of the Ministry of Internal Affairs, and the relevant materials were handed over to the police.

Killer: Started with online threats

Shortly after reports of Kapustin's death, a video of the arrest of the man who attacked him appeared on the Web.

At present, investigators are working with 39-year-old Sergei Grigoriev - that is the name of the detainee. According to preliminary information, the attacker is a resident of St. Petersburg and is registered in a neuropsychiatric dispensary. In the near future he will be sent for a psychological and psychiatric examination.

It also became known that Grigoriev had previously threatened law enforcement officers. According to media reports, a note was found on Grigoriev, saying that he unsuccessfully sought the return of his housing, in which he sold a share, and wrote applications and complaints to law enforcement agencies.

Andrey Grivtsov, a former investigator for especially important cases of the ICR, commenting on what happened at the request of journalists, noted: “Most likely, the person was simply brought to the attention of how, in his opinion, his appeals are considered incorrectly. Perhaps this was superimposed on some personality traits, for example, existing diseases. This, of course, does not justify the killer, but it cannot be ruled out that if someone had once treated his problem carefully, just listened like a human being, such a tragedy would not have happened, ”summed up Grivtsov.

So decided the court in Moscow. Litigation lasted for about a year. Relatives believed that the lawsuit was illegal, Rusfond demanded to report on what the money that the Russians donated for treatment was spent on.

This scandalous process about the missing money, in contrast to the process of collecting this very money, was as closed as possible. Neither the defendants nor the plaintiff gave any comments to the press after the final knock of the judge's gavel. The charitable organization Rusfond, which collected almost 22 million rubles from the family, limited itself to only a modest press release on its official website.

Of the 25 million rubles collected in 2014 to save the life of Russian singer Zhanna Friske, suffering from a rare form of cancer, according to the documents, only four were spent. The fate of the rest of the money remains unknown to this day. Their petition to terminate the consideration of the case was rejected by the Perovsky court. It is also strange that for a long time Zhanna's family accused the ex-wife of her daughter, Dmitry Shepelev, of embezzling an unbearable amount. However, they have now stated that Zhanna allegedly spent most of the money herself, and the rest was managed by an unknown accountant. The list of defendants also includes the minor son of the artist Platon Shepelev, his interests in court are represented by his father, Dmitry, a conflict with which Friske's parents flared up almost immediately after Zhanna's death. Plato's lawyers also asked to stop the proceedings, as they consider only Friske's mother and father to be guilty of embezzlement. The agreement between Rusfond and the deceased singer provided for the provision of reports on the costs of treatment, and a full refund of unspent funds. After the entry into force of the court decision, enforcement proceedings will be initiated, the purpose of which is to compensate the plaintiff's damages in full. If the parents of Friske and Shepelev do not compensate the amount, the arrest of their property or even bankruptcy proceedings may begin. However, it is known that both sides are already preparing appeals against the verdict that does not suit them. By law, they still have five days to do so.

The dispute over the money allocated for the treatment of the singer lasted more than a year. After Rusfond filed a lawsuit in the case of hereditary property, the court attracted her father Vladimir Friske, mother Olga Kopylova (Friske) and the infant son Plato, whose interests are represented by civil husband Friske TV presenter.

In the last years of her life, Friske struggled with brain cancer. The public learned about the singer's illness in mid-January 2013, when photos of Zhanna in a wheelchair appeared in the media.

Prior to this, the artist had not appeared in public for six months.

In total, viewers transferred about 64 million rubles to the fund. Of this money, 11.6 million rubles were allocated for Zhanna's treatment at the New York Memorial Sloan-Kettering Cancer Center. Even during a charity event, Friske said that the amount of money raised "significantly exceeds the cost of treatment." At the request of Jeanne, 32.6 million rubles. were sent to pay for the treatment of nine children with cancer. However, neither domestic nor European or American doctors were able to help the singer - on June 15, 2015 she died.

About a year ago, Rusfond filed a lawsuit with a claim for a report on spending 21 million 633 thousand rubles, which were collected by viewers of Channel One. The organization noted that the singer's relatives actively participated in fundraising, regularly appearing on TV shows and turning to the fund for help.

But, according to Rusfond, after the singer died, her relatives refused a request to provide documentary evidence that all donations were spent on paying for the medical services provided.

According to the terms of the agreement that Zhanna Friske entered into with the foundation, the funds raised could only be spent on treatment, and the remaining money had to be returned by providing an expense report. According to Rusfond, only a small part of the total amount of 25.01 million rubles was spent on treatment. According to the organization, the report was received only on spending 4.12 million rubles. The prosecution insisted that after the death of the singer, her heirs got the residual amount necessary for reimbursement of funds in equal shares.

Relatives of Zhanna Friske petitioned to dismiss the case, describing the lawsuit against them as illegal and unlawful. As the representative noted, Rusfond did not provide objective evidence, which means that there were no sufficient grounds for a claim.

“The money that Rusfond asks to recover was transferred to a separate, not Friske’s personal account and was not mixed with her personal money,” the lawyer said. According to him,
