- Somehow you suggested firing the mayors of cities for poor snow removal. By the end of December, can you name candidates worthy of punishment?
Unfortunately, I don't have accurate statistics. But I think that decent people, in case of unsuitability, should initiate the resignation themselves. You can't blame everything on nature. In Russia, a blizzard is a normal phenomenon. I worked for a long time in the Arctic, I know that even in Vorkuta it is possible to have time to remove the consequences of a night snow storm by morning.
– Igor Leonidovich, having been born and studied in Kharkov, how did you get to the Arctic Circle?
- In 1943, when I was only 5 years old, my father died. Life in the ruined post-war city was hungry. To help my mother, I had to go to a technical school to get a construction specialty. Then he was immediately called up to the ranks of the Soviet army, where he honestly served for three years in intelligence. After the service he returned to Kharkov. He studied at the evening department of the university and worked at a plant where he was engaged in heat supply, water supply, came up with a compact sludge removal system (sludge is microscopic product waste that precipitates during washing. - A.Sh.). The application of the development made it possible to expand the production areas for specialized equipment. From production he moved to the city "VodokanalNIIproekt", where he designed treatment facilities for Soviet and foreign cities. This activity was so captivating that he wanted to devote himself entirely to science. But the leadership did not let go. At that time, all communists had to obey the demands of the party organs. In order to quit quickly, I was advised to apply for a job in the North. I wrote to Vorkuta. When the call came, the design organization had to give me a work book. - In one of the American Russian-language magazines, your appearance in the coal capital is described as follows:
Somewhere in the mid-60s of the last century, two very similar in appearance and age young men were walking along Vorkuta. Both are engineers. Both bore almost the same surname - one Spector, the other Spektor. One got a job in the management of Santekhmontazh, the other in the management of Teplovodokanal.
And many years later, the following dialogue took place near Vorkuta:

- Your letters to your mother from the army were read by the whole apartment building, since it was difficult to make out the squiggles of a soldier's handwriting. Psychologists consider illegible handwriting a sign of genius. You came up with your own slag removal system, were the co-author of the project and the head of the construction of the first mine water treatment plant in the USSR. What else did you do that was great?
- Eka turned down - a genius! In the old days, Soviet people did not move any mountains. In 1969, the Vorkuta River, on which the city of the same name stands, froze to the bottom. In order not to announce the evacuation of the entire population, it was necessary to lay a pipeline across the ice, to look for pools with unfrozen water. This is not a genius, but a vital necessity. I had a chance to supervise the construction of a unique dam for the Arctic. According to the project, thirteen years were allotted for its construction. We, in conditions of permafrost, kept within ten. As a result, the city and its inhabitants received a reliable water supply.
- Now it is clear why in 1998 you were offered to lead the city.
- Offered more than once. At first he refused, but by 1998 the situation that developed in Vorkuta had reached an extreme. Both state employees and miners were in arrears in paying wages for more than a year and a half. The miners were on strike. Coal was no longer mined. Miners from Inta blocked the road from Vorkuta to Moscow. The then head of the Republic, Yuri Spiridonov, called and asked: “Take the city!”.
Having accepted the post, I immediately warned that democracy was over in Vorkuta and a dictatorship was beginning. He began to systematically liquidate the squatter, which filled the city center. I was offended by both trade workers and their shadow patrons. Last, I publicly offered to make claims to my face alone in a cemetery or on the territory of an abandoned mine. Nobody implemented the offer, despite the fact that, having sat in the mayor's chair, I refused personal protection ...
With difficulty, but I managed to change the management system, solve the financial problems of the city, return the city to its former status.
We started planting parks. In permafrost conditions, 14 of them were smashed. Small trees were fertilized with activated sludge from city sewage treatment plants. At my request, the leaders of cities with rich vegetation sent seedlings to Vorkuta. I myself brought mountain ash in the compartment of the train from Usinsk, planted it on the city street, looked after it. Three years later, berries appeared on it.
Particular attention in Vorkuta had to be paid to the social sphere. Medical institutions were enlarged, transferred from old premises to new ones. Repaired schools, kindergartens, libraries, clubs, theater. The cinema has been renovated. The streets have been reconstructed. The facades of the houses were painted in bright colors. Before that, the mining town was the color of asphalt. They opened a fountain in the center and a fountain in the village. The flat roofs of houses unsuitable for the north were reconstructed. Instead, they made hipped roofs. They began to instill a love of children for the city. They were attracted to subbotniks, Sundays to clean up the city from decades of rubbish lying around.
On New Year's Eve in Vorkuta, local artists and sculptors made towns from ice figures. They were assisted by volunteers. The city had no money to create a good mood. Volunteers did everything for free. Enterprises led by the association "Vorkutaugol" helped a lot.
They also cared about the spiritual. Several churches were built, a temple was founded. Together with the clergy, they initiated Epiphany bathing and religious processions. They organized sports competitions, which later grew into the All-Russian Spartakiad of the Peoples of the North. They came up with a holiday of reindeer herders, which gathered tens of thousands of people.
We began to hold a competition for kindergartens "Zvezdochka", which showed the talents of many boys and girls. I personally presided over the jury, as I believed and still believe that the presence of the first person should show the attitude of the authorities to the event being held.
- After reading one of the children's essays on the topic "If I were the mayor", in which a seven-year-old boy complained about the difficulty when boarding a train car, you equipped the platform at the Vorkuta railway station.
- All my life I have been attentive to children's opinions. Children have a heightened perception of the world around them, and they notice what adults look at through their fingers. At one time, we built a monument on Victory Square in Vorkuta according to the sketch of a tenth-grader Sasha Stepanova. Until now, children send me their drawings, and I find a place for them.
- You watched the progress of urban work even from the sky, which led the same communal services into a stupor.
- It was so. Sometimes he flew a hang glider over the city. This made it possible to quickly see the real state of affairs and make objective decisions at the planning meeting the next morning.
- Out of love for the sky, did you "break through" the assignment of the name "Vorkuta" to the strategic bomber TU-95? (Recently used in operation in Syria - A.Sh.)
- From the moment I appeared in the city and until now, I have been an ardent patriot of Vorkuta. Once, while communicating with the residents, I heard from one former prisoner of the Gulag: “So many people of different nationalities passed through the city that Vorkuta can be considered the capital of the world.” The phrase stuck in my memory. Started using it. The words were picked up by others, replicated by the media. In the process of use, a brand was formed: "Vorkuta - the capital of the world." Capacious and proud. He is now known not only in Russia, but also in America, and in France, and in other countries. Therefore, for an aircraft that, when refueling in the air, can continuously fly over different lands for a very long time, the name "Vorkuta" is just right for it.
- What feelings did you experience when, on July 18, 2005, an unknown person called your work phone in the mayor's office, introducing himself as an employee of the security service of the President of the Russian Federation from Barvikha, and began to threaten with arrest and ... liquidation?
- There were no feelings. This adventurer, distracting from work, called me for a year and a half. But only when he sent a letter to my home address, I realized that the safety of loved ones cannot be risked, and I turned to the relevant authorities. The attacker turned out to be a local locksmith. He was reprimanded and fined. I did not make any personal claims.
– In the 2000s, your candidacy was considered for the post of head of the Komi Republic.
- Considered. But I refused. That's not mine!
- As a result, you had a misunderstanding with one of the members of the team of the new head of the republic, and in 2007 you left the chair of the mayor of your own free will.
- Speak directly - I had a conflict with the then First Deputy Head of the Komi Republic. I did not agree to accept the conditions under which Vorkuta was deprived of normal funding, etc., and resigned. I was persuaded to stay. I put the question point-blank: "Either I, or he." Now life has put everything in its place.
- Does the current work as chairman of the Commission for the Development of Social Infrastructure, Local Self-Government and Housing and Communal Services of the Civic Chamber of the Russian Federation bring people more benefits than working as the mayor of a single city?
- Objectively - more. I receive thousands of letters not from Vorkuta alone, but from different parts of Russia. I often have to travel around the country, to solve complex issues. Moreover, I analyze them not from the point of view of an armchair theorist, but from the standpoint of a person who was directly involved in housing and communal services, issues of local self-government and infrastructure.
Now they are very much promoting the concession in the housing and communal services. Do not think that it is a panacea. If the enterprise works and pays for itself, then there is no point in giving it to a concession. There are a lot of examples when the authorities were forced to surrender to the concessionaires who were confidently standing heat producers or water suppliers. Meanwhile, the concessionaire is not always a financially wealthy figure. Sometimes he has only a table and a pen behind his soul, and he throws dust in his eyes with credit money. Such "figures" then squeeze every drop of the assets received in the concession and disappear. Concession of infrastructure is justified only when modernization is required. The municipality, when choosing an investor, is obliged to check the existence of a real program that allows you to recoup the invested funds within a reasonable time and then make a profit.
Many copies were broken during the organization of the process of licensing management companies. Recently I helped representatives of a management company, which municipal officials wanted to deprive of a license. Just on a whim. They didn’t come to the yard ...
For the most part, there are thousands of good management companies and capable owners' associations in the country that are able to independently defend their interests. Professional housing management is the future.
– But you must admit that other self-sufficient management companies are often unmanageable. There are many facts when they do not disclose information about their activities in the management of MKD, they conspire and “share” houses so as not to compete with each other, which means they do not care about the quality of services provided.
- If the company does not fulfill its obligations to manage the apartment building, then the owners can re-elect it at their general meeting at any time. In difficult cases, he is ready to help residents. I am waiting for letters to the address of the Public Chamber of the Russian Federation.
- How do you assess the latest initiatives to restore order to determine the marginal tariffs for utilities in the regions?
- Tariffs should be developed objectively, taking into account technical and economic feasibility, and not from momentary political considerations. That is, they should not be overestimated or underestimated. Understating the tariff can lead to the collapse of the enterprise. Overestimation - to the growth of social tension. The figures must be calculated correctly for each city and subject of the Federation. In regions where the analysis shows that the tariff is “unbearable” for some categories of citizens, the administration should promptly offer social support measures. Only targeted aid, not off-market resource cost adjustments, should be applied to the housing and utilities sector.
- You are in favor of the total installation of metering devices even more harshly than representatives of the relevant executive authorities.
- Metering devices should be installed everywhere. And at the entrance to an apartment building, and in each apartment. Only this will allow you to correctly pay for communal resources. Today, unfortunately, many do not install metering devices and uncontrollably spend, for example, water. Their neighbors are forced to pay for them, as the common house meter shows a high consumption. From 2017, excess spending will fall on the shoulders of management companies and can ruin them. I think that reasonable standards for the consumption of communal resources should be established. And in the case when it is possible to install a meter in the room, but the owner is in no hurry, sanctions should be applied to him in the form of applying a multiplying factor of 10, and not 1.5, as it is now.
And for the theft of communal resources by installing magnets, twisting readings, etc. tough sanctions should be applied. For the theft of a 50-ruble can of canned food, a person is imprisoned, and for the theft of electricity worth 1,000 rubles, they are only punished with a fine. It is not right! There must be criminal liability.
– Two years before the 2012 elections, you publicly predicted the re-election of Vladimir Putin as president of Russia.
- And now I can say without guessing: in 2018, the people of Russia will again elect Vladimir Vladimirovich President by an overwhelming majority of votes. I don't see any other candidates of Putin's level. He is a very strong personality.
- I wonder what, in your opinion, is the future of the state corporation - the Housing and Communal Services Fund?
- Before talking about the future, we must pay tribute to the state corporation - the Fund for Assistance to the Reform of Housing and Communal Services, headed by General Director Konstantin Tsitsin and Chairman of the Supervisory Board Sergei Stepashin. The results of work over the past years give the right to say that the Fund is an excellent tool that organized the process of demolition of emergency housing and the construction of new housing for people throughout Russia. The implementation of the program was calculated until 2012. The emergency housing register was formed on this date. But the number of houses that require demolition has been significantly underestimated. At a meeting with President Vladimir Putin, I proposed to conduct an inventory of the housing stock in order to determine the correct assessment and form a real forecast for the elimination of dilapidated housing in the country. This work is currently underway. When completed, then, I think, a significant number of previously unaccounted for emergency housing will be revealed. Municipalities will not be able to cope with its demolition and resettlement on their own. This is not only about financial security. Over many governors, the sword of Damocles must hang, so that work can be carried out clearly. The state corporation is just such a sword of Damocles, it not only allocates funds, but also applies enforcement measures.
In total, in the country, in my opinion, about 8-9 million people need to be resettled from emergency housing. In 2017, at the expense of the Housing and Communal Services Fund, it is planned to resettle a millionth citizen from emergency housing. Millionth! So the brand of 2017 in Russia will be the elimination of dilapidated housing.
Last year, the Congress of the Union of Cities of the Arctic and the Far North turned to the President and the Government of the Russian Federation with a request to extend the work of the Housing and Communal Services Fund until 2025. As a result of hearings in the Civic Chamber of the Russian Federation, it was also decided to support the extension of the work of the state corporation. I know that many governors are turning to the President of the country with similar requests.
From my point of view, let this tool be somewhat changed, let it be coordinated differently, but such a tool should remain and be useful...
