I. General provisions

III. Order of reception, consideration and design of materials on issuing licenses and permits
7. Materials on issuing licenses are considered by the internal affairs bodies up to one month, on issuing permits - up to two weeks from the date of application.

Licenses and permissions are issued after payment of the established sizes of one-time fees approved by Decree of the Government of the Russian Federation of June 8, 1998 N 574 "On the size of one-time fees charged for issuing licenses, permits and certificates provided for by the Federal Law" On Weapons, as well as for extending The time of their action "* (6).

Without challenge one-time fees, it is issued:

a) licenses for the acquisition, storage permits, import (export) and transportation of the main parts of firearms;

b) licenses for the purchase of cartridges to legal entities in the Russian Federation;

c) licenses for collecting and exposing the cartridges to legal entities;

d) permits for the use of weapons (in a dash, short-standing complex, on shooting range);

e) permits for transportation of weapons and cartridges.

8. Applications for issuing licenses and permits are accepted in the reception days at the prescribed time by employees of the licensing and permits of the internal affairs bodies or employees who are entrusted with such duties in specially allocated for these purposes.

9. Appeals of legal entities are considered by the internal affairs bodies at the place of registration of legal entities * (7) or at the location of protected objects and (or) places of weapons storage.

10. 11. Information on the admission of citizens, their passport data, the data of legal entities are recorded in the registration log of applications, appeals, issuing licenses and permits (Appendix 30). 14. 15. When obtaining a license for collecting weapons and cartridges, the head of the legal entity must be submitted:

a) application (Appendix 33);

b) certified copies of constituent documents and certificates of state registration of a legal entity;

c) contracts for renting premises, buildings, warehouses used for storing or placement of weapons and cartridges, or documents confirming the ownership of these premises;

d) excluded;

e) acts of commission surveys of premises intended for the storage and placement of weapons and cartridges, employees of the licensing and permitting work of the internal affairs bodies;

(e) ACT, compiled by a division of private security under the internal affairs authority at the location of the object on the compliance of equipment of places of storage of weapons and cartridges, the requirements of the Ministry of Internal Affairs of Russia;

g) copies of orders of the head of a legal entity for the appointment: Deputy Head of the Legal Facility or Person responsible for the safety of weapons and cartridges * (8);

employees (keepers of museums) responsible for the storage and issuance of weapons and cartridges in the places of their placement, on which the responsibility for their safety is entrusted;

workers made to sell, storing, issuing and conducting permitted types of work with weapons and cartridges.

The documents specified in this paragraph are also submitted to extend the licenses issued. When making changes to the license, only documents containing information on specific legal facts that caused such changes as well as the associated additional materials are submitted.

16. Excluded.

17. To obtain licenses for the purchase of weapons and cartridges at the initial appeal, heads of organizations (with the exception of managers of supplier legal entities, as well as legal entities engaged in collecting weapons and cartridges) must submit to the internal affairs authority:

a) application (Appendix 36);

b) copies of constituent documents and certificates of state registration of a legal entity;

c) documents confirming the legality of the possession of premises, buildings and warehouses for storing or placing weapons and cartridges;

and) lists of employees of legal entities admitted to the storage, issuance, the production of permitted types of work with weapons and cartridges and (or) held periodic inspection on suitability to action in conditions related to the use of firearms;

k) Calculation of the required amount of weapons (Appendix 37), taking into account its rules for this organization, approved by the Government of the Russian Federation or the Ministry of Internal Affairs of Russia (for a separate category of legal entities * (9)).

Subsequently, licenses for the purchase of weapons and cartridges are issued to legal entities to submit applications, information about the presence of existing weapons, and sports organizations (including sports clubs) and educational institutions - on the presentation of applications and information on the presence of existing weapons (cartridges), taking into account The provisions of paragraph 20 of this Instruction.

18. The leaders of legal entities and organizations involved in collecting weapons and cartridges to obtain a license for the purchase of weapons and cartridges represent an application (Appendix 38), as well as copies of concluded contracts (contracts) on weapons and cartridges.

19. Museums for obtaining a license to acquire their weapons of interest to the Museum Fund of the Russian Federation at the same time as a written appeal are in the territorial bodies of the Ministry of Internal Affairs of Russia at the regional level at the place of their finding:

a) a copy of the contract of donation (exchange) of individual models of weapons (collections), certified in the prescribed manner, or a written statement of the donator, as well as in cases provided for by federal law, documents confirming the ownership of the donor to the transmitted exhibits;

b) the petition of the Ministry of Culture of Russia on the acquisition of specific weapons models with the indication of information about them.

The acquisition of museums of collections of weapons and cartridges to the public part of the Museum Fund of the Russian Federation in legal entities and citizens is carried out without obtaining licenses for the written appeal of museums agreed with the internal affairs bodies.

20. Registration of legal entities for the purchase of cartridges are made in the manner prescribed for registration of licenses for the purchase of weapons.

At the same time, for the acquisition of cartridges, instead of spent, lost either by destroyed by the applicant, further seems:

a) acts of write-off of cartridges (Appendix 39), approved by the heads of legal entities and coordinated with the relevant internal affairs authority;

b) transparent surpasses for ammunition spent during training and other shooting (applications 40 and 41) or other documents confirming the legality of their write-off;

c) acts of reception (transmission) of cartridges in the internal affairs bodies.

21. Before issuing or extending the term of licenses for collecting and permits for storage, storage and use of weapons to legal entities, permits for the use of weapons in ties, small-standing complexes and on shooting groups, commissions of its storage conditions, technical strengthening of objects, security of security events, availability of accounting documentation. According to the results of the examination of the premises of legal entities - weapons storage facilities and cartridges are drawn up with an act (Appendix 42), which indicates the amount of weapons and cartridges permitted to storage, as well as the presence of conditions for their placement (in safes, cabinets, pyramids, drawers, on racks) and equipment facilities by means of security and fire alarm.

23. 25. The owner of the weapon to acquire certified interchangeable (contributable) trunks to firearm long-life weapons should obtain a license for their acquisition in the manner prescribed by this Instruction to obtain a license for the purchase of cutting weapons.

26. A citizen of the Russian Federation upon receipt of a license for the acquisition of weapons in collecting purposes is at the place of residence in the internal affairs body (Appendix 44), with an indication of the existing conditions for ensuring the safety of weapons and information about the license issued to its collecting.

27. 28. Before making decisions on issuing licenses at the place of residence of citizens of the Russian Federation, checks are carried out to ensure the conditions for the safety of weapons and the presence of locks on the castle of safes, metal cabinets, drawers from high-strength materials or wooden boxes, with iron, as well as identifying circumstances that prevent weapons preservation.

29. 30. In the presence of circumstances impeding the issuance of a license, an appropriate motivated conclusion for the signature of the person who carried out the consideration of the application and received materials, which is approved by one of the leaders of the internal affairs body that has the right to sign licenses.

Based on the motivated conclusion, the applicant is sent a written notice of refusal to issue a license, indicating the specific norms of legislative and other regulatory legal acts of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia, which caused the adoption of a negative decision.

31. Materials on issuing licenses for collecting and exposure of weapons and cartridges within 2-week period from the date of registration of the application, together with the acts of commission examination of the facilities of a legal entity, are sent to the Ministry of Culture of Russia or the territorial bodies of cultural values \u200b\u200bauthorized by him for coordination in the prescribed manner.

    166.     167.     168.     169. Weapon storage rooms and cartridges must comply with the following requirements of their technical reinforcement:

    169.1. Walls, partitions, ceiling and floor of the premises must be capital: brick or stone masonry thickness of at least 360 mm, concrete wall blocks with a thickness of at least 200 mm, concrete blocks in two layers, each thickness of at least 90 mm, reinforced concrete panels thickness of at least 180 mm.

    The elements of the structure that do not meet the specified requirements are closed with a steel lattice, the rods of which should have a diameter or a width in a cross section of less than 16 mm, and the size of the cells is no more than 150x150 mm.

    179. Operation of tires, small-standing complexes and shooting ranges are permitted after equipment for the seats of the archery and storage of weapons (cartridges) in accordance with the requirements of this Instruction, as well as receiving in the internal affairs authorities for the use of weapons on the existing Rifle object.

    Legal entities engaged in the production of weapons or cartridges carry out the operation of production rifle structures on the basis of licenses for production.

    147.     The composition of the inventory commission, as a rule, should not be changed until the expiration of the commission. In exceptional cases, the replacement of members of the Commission is made on the basis of the order of the head of the legal entity.

    The head of the Organization should create conditions for carrying out the inventory of weapons and cartridges, to release members of the Commission at the time of its execution by them of other duties, as well as to allocate the necessary number of technical workers admitted to work with weapons and cartridges.

    150. The persons responsible for the safety of weapons and cartridges carry out all the completed operations on the movement of weapons and cartridges and remove their remnants in the accounting books with the assurances of their own signature on the day of the inventory.

    151. Before starting inventory, members of the Commission should:

    A) to explore the requirements of legislative and other regulatory legal acts of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia, regulating the procedure for turnover of weapons and cartridges and their inventory;

    B) prepare forms of inventory describing, describing the number accounting and accual statements of the results of inventory of weapons and cartridges, register them in the prescribed manner. At the same time, the preliminary introduction of weapons and cartridges into these documents is not allowed;

    C) Check the presence of filling and sealing facilities, whose details should differ from the filling means available in persons responsible for the safety of weapons.

    152. Checking the actual presence of weapons and cartridges should begin by the Commission with checking the places of storage of weapons and cartridges and sealing existing safes, cabinets, pyramids, boxes with weapons and cartridges.

    Opening and re-sealing proven places of weapon storage for its reception or issuing is carried out only by members of the inventory commission.

    153. The presence of weapons is set through the mandatory piece, complete and license plate, as well as checking the compliance of weapons of technical documentation (passports, formulas or their duplicates) in the presence of a person responsible for its safety.

    Checks for cartridges packed in sealed packaging or metal circles are carried out by inspecting the integrity of the container according to the applied marking, which corresponds to the inventory inventory inventory. In the absence of labeling (including partial), the specified packages are subject to autopsy, and the cartridges are a magnificent recalculation.

    In proven safes, cabinets, pyramids, boxes and capping by the commission are invested by labels certified by the Chairman of the Commission, indicating the date of verification.

    154. Collectable and exposed weapons and cartridges from the Museum Fund of the Russian Federation are entered into inventory inventory, taking into account the requirements established by the Ministry of Culture of Russia.

    155. Inventory inventory and issues of license records are filled with regard to the requirements established for inventories in the internal affairs bodies. Corrections and additions are certified by members of the Inventory Commission and persons responsible for the safety of weapons and cartridges.

    Options are primary inventory documents that are filled directly in places (at objects) of weapons storage and cartridges as they are verified. Upon completion of the inspection, each completed page describes signed by members of the Commission and the person responsible for the safety of weapons or cartridges.

    156. Weapons and cartridges entered in the inventory process are recorded in separate inventories.. At the same time, a recording "Weapon (cartridges) received during inventory" is made in the row to indicate the purpose of the weapon, and in the Count "Note" indicates from whom it has arrived, the date of receipt and numbers of the arrival (accompanying, transport) documents.

    157. Weapons and cartridges that were at the time of the inventory of employees of the organization, declining a business trip, are taken to test for accounting documents. At the same time, the Count "Note" indicates the date of issuance, surnames and initials of persons who received them and the grounds for issuing.

    158. The results of the inventory of weapons and cartridges are reflected in the accurate statement, which is filled in three copies. Each certificate is signed by the Chairman and members of the Commission, as well as the person responsible for the safety of proven weapons or cartridges.

    159. When identifying the facts of shortage or excessive weapons and cartridges, an inventory commission promptly reports this to the head of the legal entity.

    160. According to the results of the inventory, the Commission is an act in two copies, and on weapons and cartridges issued by the internal affairs bodies for temporary use - in three copies.

    The act reflects the state of storage, accounting of weapons and cartridges, the facts of shortage, excessive, damage and loss, as well as proposals to eliminate the identified deficiencies.

    The act is considered and approved by the head of a legal entity for a three-day period from the date of its signature and submission by the Commission.

    161. The first copies of the act, inventory inventory, inventory of license order, accurate statement and other materials are stored in a separate accounting case at the person responsible for the safety of weapons in the organization, the second - are transferred to the body of the internal affairs, third specimens - in the economic unit of the regional authority of the internal Affairs, internal affairs authorities, subordinate guvdt or uro of the Ministry of Internal Affairs of Russia, which weapons and cartridges are issued for temporary use.

    The rules of the turnover of civil and official weapons and cartridges to it in the Russian Federation approved by the Decree of the Government of the Russian Federation of July 21, 1998 N 814.

    Citizens of the Russian Federation, having weapons and cartridges on legal grounds, can be stored in place of temporary stay in compliance with conditions that ensure their safety.

    163. Weapons should be kept by legal entities in safes, cabinets, pyramids, racks and boxes installed in specially equipped rooms, in a discharged state, with a slosen chicken, put on a fuse, clean and lubricated, separately from cartridges.

    On weapons assigned to employees of legal entities, in a safe, wardrobe, pyramid, rack or box tags with species, models and numbers of weapons according to the specimity and book number booking book and consolidation of weapons.

    164. In weapons, legal entities with special statutory tasks, together with weapons, it is allowed to store cartridges in the pads, stores, removable drums or lobs.

    Weapons in the factory packaging (boxes, boxes) and cartridges in capping (zinc, cinches boxes) can be stored on racks.

    Rosych's cartridges are stored only in metal boxes closed into two locks, different in secret.

    165. In individual safes, metal cabinets, pyramids, racks and drawers, separate storage is carried out:

    A) cartridges and weapons (except in cases specified in paragraph 164 of this Instruction). In this case, the cartridges containing pyrotechnic compositions are either equipped with tear and irritating substances, as well as cartridges, which have been drying, are stored in a separate packaging;

    B) artistic weapons of all kinds containing precious metals or precious stones;

    C) seized weapons and adopted for temporary storage from citizens or employees of other legal entities, as well as the specified weapons and on the balance sheet;

    D) powder, packaged in special hermetic metal capping (box), and powder, packaged in polyethylene packets for retailers.

    166. Metal cabinets and storage boxes of weapons must be closed on the lock and have a thickness of at least 2 mm, for storing powder, cartridges and products containing pyrotechnic charge or pyrotechnic equipment, not less than 3 mm, and used for transportation of weapons by air transport - not less than 1.6 mm.

    167. Safes, cabinets, pyramids, drawers and racks are placed in rooms no closer than 1.5 m from the entrance doors and 0.5 m from window openings, and drawers with cartridges and aerosol packages - no closer to 1 m from heating devices. The distance to the safes, cabinets and pyramids should provide the possibility of unhindered opening of their doors.

    168. For each safe, a pyramid, a wardrobe, a rack and a box, an inventory, which indicates the types of stored weapons, its number and rooms, and the tag is attached, indicating the name and ordinal number according to the placement of the room, the name of the unit (legal entity), in The use of which is a weapon, as well as the names and initials of the person responsible for the safety of weapons, and the numbers of its printing or impulses of the seal.

    The above inventories are signed by responsible persons and are specified as changes in them.

    169. Weapon storage rooms and / or cartridges (weapons) must comply with the following requirements of their technical reinforcement:

    169.1. Walls, partitions, ceiling and floor of the premises must be capital: brick or stone masonry thickness of at least 360 mm, concrete wall blocks with a thickness of at least 200 mm, concrete blocks in two layers, each thickness of at least 90 mm, reinforced concrete panels thickness of at least 180 mm.

    The elements of the structure that do not meet the specified requirements are closed with a steel grille, the rods of which should have a diameter or a width in a cross section of at least 16 mm, and the size of the cells is no more than 150 x 150 mm.

    When the inner wall is erected, their execution of not less than 80 mm thick is allowed from paired gypsum concrete panels, each with the specified metal grille between them.

    The implementation of these requirements for the technical strengthening of the storage of weapons or cartridges is drawn up with an act of hidden work.

    169.2. Ventilation hatches, holes in the walls intended for engineering networks are closed with a steel bars with a diameter of at least 16 mm with a cell size of no more than 50 x 50 mm.

    169.3. Door openings are equipped:

    A solid steel door with a thickness of at least 3 mm, reinforced around the perimeter and diagonals with a steel profile of the wall thickness of at least 3 mm and the width of the shelves (sides) at least 50 mm;

    The lattice door of the rod with a diameter of at least 16 mm with the cell size of no more than 150 x 150 mm, which is also welded around the perimeter and diagonals;

    The steel box of the profile with a thickness of the walls of at least 5 mm and the width of the shelves is at least 100 mm.

    169.4. The above metal grids in each place of intersection of rods and compounds with profiles are copered, and the ends of the door openings are closed into the walls of 80 mm and cemented.

    169.5. The input and lattice doors must have internal locks, different in secret, reliable fastening and loop devices.

    Rigels of locks or locking devices on the cross-sectional area should be at least 3 cm2.

    The entrance door is additionally equipped with devices for sealing, as well as steel eyenecks with a thickness of at least 3 mm for locking outside by mounted lock or by the second internal lock.

    169.6. The weapon storage room should be equipped with fire extinguishing equipment for the standards established by the State Fire Office of the EMERCOM of Russia, and the multi-power security and fire alarms (at least two frontiers). All borders of the fire alarm system are connected to the console of centralized observation of the private security unit under the internal affairs body of the Russian Federation, in order to implement the internal affairs bodies of control functions.

    Wiring alarm outside the weapon room is made in hidden execution.

    If it is impossible for the technical reasons for connecting the room under centralized security, it is equipped with autonomous alarm with the installation of sound and light alarms near the protection of protection (with round-the-clock protection) or on the outside of the building.

    The system of power supply alarm must have a duplicate power source that automatically triggers when the main power grid is disconnected.

    The fire alarm system can also be connected to the protection of organizations (separate security units, posts) engaged in legal grounds for security activities at facilities where weapons are placed and (or) cartridges.

    Throughput mode and modes within the indicated objects with armed firearms by guards used by technical protection techniques should ensure the safety of weapons and cartridges, the safety of their storage, eliminating access to unauthorized persons during the storage, issuance, reception, charging, discharge, maintenance, and conduct control - check events.

    At the facilities of organizations where only civilian pneumatic, throwing and (or) cold weapons are placed, to be registered in the internal affairs bodies, intra-loose modes are allowed using technical means and throughput, and in rooms with other civil arms, the acquisition of which citizens are carried out without Licenses of the internal affairs bodies - with the help of technical means.

    169.7. For receiving and issuing weapons in the room wall or in the inlet door, windows with an internal metal door with a thickness of at least 3 mm are allowed, locked from the inside to the lock.

    The window frame in the wall is made of a steel profile with a thickness of the walls of at least 5 mm and the shelves width of at least 100 mm, the size of which should not exceed 300 x 200 mm.

    170. For legal entities (trade, sports organizations and educational institutions), the limiting volumes (number) of storage of cartridges in one room (armory or warehouse) on the basis of the positive results of the survey are determined by the Commission, based on the requirements of fire safety, taking into account the free volume of safes, Metal cabinets, racks and pyramids located in a weapon room or storage room. Armory rooms are equipped in accordance with the requirements of paragraph 169 of this Instruction. Storage of cartridges in weapons rooms in other legal entities is carried out in the volumes established for them by charts by charters.

    Walls, ceiling and floor warehouses must comply with the requirements established for weapons.

    Warehouses are equipped with the main and spare gates, as well as additional metal lattices closed on the castle. The gate must be metallic, have internal constipation and clamps (top and bottom). Metal grilles are made of a rod with a diameter of at least 16 mm. The gate, grilles and entrance doors are enhanced around the perimeter and diagonals by a steel profile of the wall thickness of at least 5 mm and the shelves width of at least 100 mm.

    Window openings are closed with metal grids made of a rod with a diameter or a cross-sectional width of at least 16 mm with cells with a size of no more than 150 x 150 mm or an area of \u200b\u200bno more than 150 cm2 in the manufacture of curly cells.

    In warehouses, buttons are installed for emergency call for police officers or legal entities.

    171. Organizations with customs terminals or other warehouses intended for storage of weapons and cartridges represent the project documentation of these structures into the territorial bodies of the Ministry of Internal Affairs of Russia at the regional level to verify for compliance with the requirements of the Ministry of Internal Affairs of Russia in terms of engineering and technical equipment by means of protection, ensuring The throughput mode and mode inside the object, as well as the requirements for placing weapons and cartridges in their storage places.

    172. Storage of cartridges by legal entities engaged in the production of weapons and (or) cartridges is carried out in warehouses equipped with regard to the requirements established for the production of weapons or cartridges.

    173. The storage of collecting weapons and cartridges is carried out by legal entities in the commercials or in other premises equipped with the requirements established for armory rooms, as well as the Ministry of Culture of Russia for weapons and cartridges included in the Museum Fund of the Russian Federation.

    174. When exposing weapons and cartridges at exhibitions, their demonstrations in trade halls and in the process of activities carried out on solutions of federal executive bodies or executive authorities of the constituent entities of the Russian Federation, weapons and cartridges are placed in closed display cases (stands) equipped with alarm.

    Showcases should be sealed (seal) by a person responsible for the safety of weapons (the keeper of the museum).

    In cases where the premises for exhibitions and demonstration of weapons have the technical strength provided for by this Instruction for places of weapon storage, it is allowed around the clock storage in closed shop windows.

    175. Firearm, pneumatic and gas weapons can be exhibited at open stands during commercial exhibitions or when demonstrating weapons in trading races during the working day. At the same time, each sample of weapons is fixed to the stand substrate with a lock, excluding the possibility of its free removal from the stand, and is equipped with individual alarm.

    After the exhibition is closed or upon completion of the demonstration, the weapon placed on open stands is minted daily for storage in armory.

    Each showcase and the stand applies the sequence number according to the placement of the room, as well as the inventory number.

    176. In each place of storage of weapons and cartridges, an inventory is highlighted indicating the number of safes placed in them, cabinets, pyramids, boxes and racks, their sequence and inventory rooms, as well as seals and print numbers, which they are sealed.

    Finds of safes, cabinets, pyramids, boxes and shelving labels are signed by persons responsible for the safety of weapons, and are specified by them by making changes in them.

    At the entrance door of the storage space of weapons and cartridges, the tag is attached with the name of the surname and initials of the person responsible for the safety and fire condition of the room.

    177. In the case of storage in one place of weapons, several divisions of the legal entity by order of the head appointed responsible for the safety of weapons in the room.

    At the same time, the weapons of units should be stored in safes, cabinets, pyramids and drawers separately and seal (seal) by persons responsible for the safety of weapons in each unit.

    In the case of storage in one room (armory or warehouse) of weapons and / or cartridges of several legal entities (sports organizations and educational institutions), the joint order of the managers of these organizations is appointed responsible for the safety of weapons and (or) cartridges in such a room.

    With such a joint storage of different legal entities in one place, weapons and (or), the cartridges are placed in separate safes, cabinets, pyramids, racks or metal boxes and seal (seal) by a person responsible for the safety of weapons in this room and the persons responsible for the safety Weapons in each of these legal entities.

    178. In legal entities with special statutory tasks, the first set of keys from the place of storage of weapons, safes, wardrobes, pyramids and boxes should be kept by the person responsible for the safety of weapons, and the second is the leader of the legal entity.

    In the case of laying down by order of the head of the organization of responsibilities for the issuance of weapons to the head of the guard or shift, the second set of keys is stored in the security unit, the second set of keys is stored in the indicated persons and is transmitted at the end of the duty on the painting in the book of reception and duty.

    The procedure for the storage and use of the second set of keys in other organizations is determined by the order of the head of the legal entity in agreement with the internal affairs authority.

    179. Permissions for storing and using weapons on a small facility are issued by the internal affairs bodies to legal entities, in the structure of which there are shoots, short-standing complexes and shooting, after the equipment of the seats of shooting.

    180. Indoor shootings, with the exception of 4.5 mm caliber, intended for fire arms and less, should have bulletproof walls and ceiling.

    Semi-open tires, taking into account the above exceptions, should have bulletproof walls, transverse interceptions on top in the fire zone and intercepting-canopy over the firebroke. Walls, chasters-interceptions and transverse interception of semi-open tires should exclude direct departure bullets of firearms outside the database.

    Open tires (shooting) should have pupil (protective) shafts in the main direction of firing (targeted zone), excluding the defeat of people behind them, and the necessary security zones with an external fence around the perimeter.

    The dimensions of the safety zones of open tires (shooting) can decrease with the topographic (landscape and relief) features of the terrain and the applied tools for protection, including the structures of the Polelifiers used, protective shields, side earth shafts, including reduced noise levels, reversal (ricochet) bullets and Their fragments that ensure the safe operation of rifle objects. According to the results of a technical examination for open testers (shooting), decisions may be made by the relevant commission on the absence of security zones if the bullet departure beyond the rifle object is excluded by the protection tools.

    Rifle-standing complexes for firing by shot cartridges from firearm smooth-bore long-barreled weapons must have a fencing of a rifle object. This fencing in the directions and sectors of the shooting in accordance with the plan-scheme of the specified object is set at a distance of at least 120 meters from the fire line (when shooting a shot N 7 - N 9) and eliminates the direct contact of the shot charge in people and in any objects for Its limits.

    181. Indoor, semi-open, open shoots (shooting) and small-standing complexes must comply with the requirements for technical strengthening and security established in this Instruction.

    182. Depending on the characteristics of the weapon, for the shooting of which open shooting (shooting) are intended, their equipment is excluded in the following distances from settlements:

    From firearm smooth-bore long-life weapons - less than 1 km from the fireproof when using bullet cartridge;

    From a firearm long-baulous weapon with a rifled trunk under the cartridge of a central battle of caliber to 5.6 mm (inclusive) - less than 2 km from the fireproof, and sports firearms with a rowed trunk under the cartridge of ring ignition (lateral combat) of the caliber of 5.6 mm - less 1 km from the fire lope;

    From firearm long-tested weapons with rolling trunk of caliber up to 11.43 mm inclusive - less than 6 km from the fire lope;

    From pistols and revolvers (with the exception of firearms of limited lesions, gas and signal weapons) caliber up to 11.43 mm inclusive - less than 1 km from the fire lope.

    183. The Rifle Gallery and the Armory, if they are in the same building, are separated from auxiliary premises (training classes, recreation rooms, trainers and economic premises) with steel lattice partitions. In these partitions, lattice doors are equipped, which must constantly be closed on the castle. Partitions are made of steel rod with a diameter of at least 16 mm. The rods of the lattice partitions are welded in each crosshairs, forming a cell size no more than 150 x 150 mm. The ends of the rods of the lattices are close to the wall, the ceiling, the floor to a depth of at least 80 mm and poured with concrete (cemented).

    In rifle galleries it is allowed to install metal safes for temporary storage of weapons during training sessions.

    184. It is not allowed to store firearms in the shooting gallery of the tires during a break between the shooting, as well as leaving weapons and cartridges on a fire line without supervision.

    185. Instructions for the bandwidth and input regime are developed for each tire, small-standing complex and shooting, taking into account the characteristics of a protected facility, is approved by the head of the organization and is agreed with the relevant internal affairs bodies.

    The bandwidth on the object should include the establishment of the order of the entrance and exit, the introduction, carrying (exportation) of weapons, cartridges and other material values.

    The input mode includes measures that ensure compliance with the internal routine of the rifle object (workers' time mode, the procedure for issuing and putting weapons, cartridges, maintaining permanent and one-time skips).

    Paragraph is excluded. - Order of the Ministry of Internal Affairs of Russia of 21.05.2012 N 526.

    Skipping on the rifle object of workers, shooters and citizens should be made through the checkpoint, which must be equipped with the necessary storage boxes for storing keys and documentation, stands with samples of skips, instructions, schedules in sections and so on.

    186. The suitability of indoor tires, semi-open tires, open tires (shooting) and small-standing complexes for operation is determined by the Commission as part of the employees of the licensing and permitting work of the internal affairs bodies with the participation of specialists of all-Russian sports federations accredited in accordance with the legislation of the Russian Federation, one by one or several sports associated with the use of sports weapons.

    186.1. The size of steel profiles, steel doors and steel rods, of which the elements of the structure of weapons and warehouses are made, indicated in paragraphs 169, 170 and this instruction, are taken taking into account the tolerances for the production of metal rolling.
