Journal of the Ministry of Public Education

"JOURNAL OF THE MINISTRY OF PUBLIC ENLIGHTENMENT" (1834-1917) - converted from "Notes of the Department of Public Education". The journal, along with official government orders and information about public education, published scientific papers in all areas of knowledge. The greatest place was occupied by: pedagogy, history, history of literature, linguistics, classical philology. In this edition, many materials and studies on ancient Russian literature were printed. To "ZhMNP" several indexes of articles published in it were published (SPB., 1899, 1903 and 1911, and earlier - for the years 1866-1891 - in the journal itself). The last book (November - December 1917) was published under the editorship of P.I. Lebedev-Polyansky. The official part contained the orders of the Provisional Worker and Peasant Government: in the same issue a notice was published that from 1918, instead of ZhMNP, the two-week magazine Narodnoye Prosveshchenie, a socialist, socio-political, pedagogical and scientific organ published by the People's Commissariat of Education, would be published.

    From the very beginning of its activities, the Ministry of Public Education sought to acquire its own periodical. However, stability was not observed here for a long time. In 1803-1819. published "Periodical essays on the successes of public education", in 1821-1824. - "Journal of the Department of Public Education", in 1825, 1827, 1829. - "Notes published by the Department of Public Education." Finally, since 1834, the "niche" of the official monthly publication of the MNP was occupied by the "" founded on the initiative of S. S. Uvarov (it remained such until 1917). The first editor of ZhMNP was K.S. Serbinovich (1834-1856), and his successors were very prominent persons in Russian history: in 1856-1860 A.V. Nikitenko, and then K. D. Ushinsky (1860-1863).     "JOURNAL OF THE MINISTRY OF PUBLIC ENLIGHTENMENT" - the official publication of the Ministry of Public Education, published monthly in 1834-1917.

    (A total of 434 parts were published, each including several issues). The Ministry of Public Education began to issue its own printed organ on the basis of the Preliminary Rules for Public Education in 1803 at the initiative of Minister P.V. Zavadovsky. In the same issue, Uvarov's circular proposal dated March 21, 1834, "to the heads of educational districts on joining the management of the ministry," was published, in which the ideological triad was proclaimed: "Our common duty is that public education ... be carried out in the united spirit of Orthodoxy , Autocracy and nationalities ”(Ibid. C. XLIX-L). According to the memoirs of an employee of the ZhMNP A.V. Starchevsky, Uvarov himself developed a plan for the publication, its structure, invited employees from university professors, gymnasium teachers, etc., set the amount of fees for articles (Starchevsky A.V. Khotinsky. ZHMNP was the leading popular science publication in the country, covering the scientific life of Russia and the West, the latest discoveries, the state of education in different countries, a special place was given to pedagogy, history and philology.

    The first editor, Serbinovich, was at the same time the director of the Office of the Chief Prosecutor of the Holy Synod and the Economic Department under the Synod. Under him, ZhMNP until 1849 received an annual government subsidy of 10 thousand rubles. Then the main source of funding for the journal was subscription income (there were 600 obligatory subscribers). Nikitenko believed that Serbinovich, who worked in the Synod, was not able to pay due attention to the journal, he reported to the Ministry of Public Education that "the journal does not enjoy the respect and power of attorney of readers" (Arch. K.D. Ushinsky. Vol. 1. S. 361). Since April 1855, Nikitenko, on the initiative of the Minister of Public Education A.S. Norova became the de facto editor of the ZhMNP, and on January 24, 1856, he took office. The new editor tried to improve the quality of the ZhMNP, and for the first time, works of art began to be published under him (for example, the tragedy of O.F. Miller “Konradin, the last of the Hohenstaufen”), as well as articles on philosophy, the theory of literature, etc.

    However, during this period, ZhMNP poorly covered pedagogical topics. In 1859, the inspector of the Smolny Institute for Noble Maidens, Ushinsky, turned to the Minister of Public Education E.P. Kovalevsky with a request to allow the publication of the critical-philosophical pedagogical and psychological journal "Conviction". Instead, the minister decided to make Ushinsky the editor of the ZhMNP, using the program developed for the Persuasion magazine as the basis for the publication. In his statement of approval, Kovalevsky wrote: “The journal of the Ministry of Public Education in its present form does not occupy in Russian literature the place that rightfully belongs to it as an organ of a government institution” (Ibid., p. 11). The minister hoped that Ushinsky's pedagogical and philosophical views would have a beneficial effect on the upbringing of youth. Ushinsky set the goal of “from a completely spineless journal, in which for about thirty years articles were placed that were not accepted by other journals ... to make a special journal of the ministry, that is, to talk about the subject that the ministry deals with - about public education” (Ibid. pp. 51).

    In this regard, since July 1860, the structure of the publication has changed: 4 departments appeared (“Pedagogy and didactics”, “Auxiliary sciences”, “Criticism and bibliography”, “Izvestia and mixture”), critical analyzes of pedagogical essays, textbooks, books began to be printed for children, as well as scientific works and works of art, articles on psychology, on physical education; historical articles touched upon the problems of public education. The official part, consisting of government orders, came out with a separate pagination. The ZHMNP published the "Draft Charter of the Lower and Secondary Schools of the Department of the Ministry of Public Education" for comments from the public (1860. No. 3. Dep. 1. P. 83-163). Ushinsky managed to defend the position and program of the magazine while Kovalevsky remained the minister. Minister E.V., who replaced him in 1861, Putyatin decided to transform the printed organ into a periodical of the former type, dedicated to all sciences. Ushinsky resigned. However, the resignation of Putyatin himself in December 1861 allowed the new editor Rekhnevsky to retain the pedagogical direction of ZhMNP. The next minister A.V. Golovnin offered Ushinsky to return to the editorial office, but he refused.

    A significant role in the work of the publication in the late 60s-70s of the XIX century was played by Georgievsky, including after leaving the post of editor, when he became chairman of the Scientific Committee of the Ministry. In 1871 he was sent abroad to study the systems of real and classical education, later. wrote articles: "On real education in Prussia, Saxony, Austria, Bavaria and Switzerland" (1871. No. 12.     The ZHMNP also paid attention to the natural sciences, published works on astronomy, physics, mathematics, chemistry, medicine, and biology. For example, the article “Total eclipse of the Sun in Penza” was published by professor of Kazan University N.I. Lobachevsky (1843. No. 8. Dep. 2. S. 65-96).

    Much more space was occupied by historical articles. N.V. Gogol, who taught history at the Patriotic Institute in St. Petersburg, published articles in the journal “An excerpt from the history of Little Russia” (1834. No. 4. Dep. 2.
