Political career

Election as chairman of the Yabloko party

At the XVIII Congress of the Yabloko Party on December 19, 2015, the election of the Chairman took place. Before the second round, Gnezdilov and Rybakov spoke in support of her. In the second round, she received 91 votes out of 154, Schlosberg scored 56 votes, seven more ballots were declared invalid.

Chairman of the Yabloko Party

Under Slabunova in 2016, an attempt to create an election coalition between the political parties Yabloko and PARNAS ended in failure. Slabunova refused the proposed terms of the merger: single list two of these parties in the upcoming elections to the State Duma in the form of the inclusion of members of the Yabloko party in the PARNAS list and the support of PARNAS Yavlinsky in the presidential elections in Russia in 2018. Emilia Edgardovna Slabunova was born on October 7, 1958 in Ufa. In 1980 she graduated from the Faculty of History of the Kuibyshev state university.

Political career
In 2001, she was elected a deputy of the Petrozavodsk City Council. In May of the same year, she was nominated for the post of Chairman of the Petrosoviet, but did not get the required number of votes.

She joined the Yabloko party in 2003. In 2006, as part of the party list, she ran for the Legislative Assembly of the Republic of Karelia of the IV convocation, but the list was removed by the republican authorities.

In December 2011, she was elected to the Legislative Assembly of the Republic of Karelia of the 5th convocation in a single constituency. Deputy Chairman of the Committee on Education, Culture, Sports and Youth Affairs, member of the Yabloko faction.

In September 2013, she was the main opposition candidate in the mayoral elections in Petrozavodsk. Schlosberg did not pass

After the adoption of the amendment, Mitrokhin stated that he did not consider it possible to put forward his candidacy. Yavlinsky thanked Mitrokhin for his position and said that he had done a lot for the good of the party. “I also ask you to treat with understanding the fact that I, too, will not run for chairman of the party,” added the founder of Yabloko.

Alexander Gnezdilov and Sergey Ivanenko from Moscow, Nikolai Rybakov from St. Petersburg, as well as the deputy of the Legislative Assembly of Karelia Emilia Slabunova were nominated at the congress. The party delegates also nominated former Pskov deputy Lev Shlosberg and Yavlinsky's political adviser Sergei Grigorov. Ivanenko and Grigorov immediately recused themselves.

Mitrokhin and Yavlinsky came out in support of Slabunova. Yavlinsky recalled that the deputy of the Legislative Assembly of Karelia was in charge of the Lyceum of Petrozavodsk and had extensive political experience. The mayor of Petrozavodsk, Galina Shirshina, spoke out for the candidacy of the Karelian deputy - leaflets with her words in support of Slabunova were distributed in the hall shortly before the discussion of the candidates.

Viktor Sheinis, a member of the party's political committee, spoke out in support of Shlosberg. He noted that he appreciates Schlosberg for his courage and independence and that he clearly understands the tasks of the party. Valery Borshchev also spoke for the former Pskov deputy.

Gnezdilov also spoke out for the candidacy of Slabunova, leaving the race. “As a team player, I vote for the man of the team,” he explained. Rybakov also spoke out in support of the candidate from Karelia.

“I ask Lev Markovich not to make hasty decisions,” Slabunova turned to Schlosberg before the second round of voting. “Lev Markovich, we need you so much, together we will move mountains.”

Yavlinsky's choice

According to an interlocutor close to the leadership of the party, Yavlinsky was not ready to allow such a bright and charismatic politician as Shlosberg to become its new face. Yavlinsky has no equal in the party, and he wants to remain number one: he will be the first on the list of the party to the State Duma, he will run for president, he is not ready to share duties, the source continues.

Slabunova is a more controlled and manageable figure, in terms of communication with the Kremlin, she is more comfortable than Shlosberg, political analyst Yevgeny Minchenko notes. Both Yavlinsky and Shlosberg are quite conflicting people, and they would not have succeeded in tandem, he believes. Therefore, Yavlinsky made a bet on a person who would be more convenient for him, the political scientist concludes.

Yavlinsky perceives other representatives of the protest movement, including PARNAS and Alexei Navalny, as more serious competitors than the authorities, and the figure of Shlosberg would more symbolize not opposition to Yabloko and PARNAS, but rather their rapprochement, the president of the Petersburg Politics Foundation believes » Mikhail Vinogradov. In the competition with Navalny, Yavlinsky is losing, and it seems more important for Yabloko, as a party of another generation, to oppose the protest movement, he believes. For the first time, the director of the Petrozavodsk Lyceum No. 1, Emilia Slabunova, appeared on the political chessboard at the turn of the century. Interesting games were played at that time. For example, how many now remember that the elections to the Petrosoviet on December 19, 1999 in 24 out of 60 districts were declared invalid? The main reason is that the candidate “against all” won. Agree, this is a very high degree of distrust towards political chess figures on a city scale. And at such a moment, trying on the role of a passed pawn for the first time is courageous and at the same time, to be honest, presumptuous.
As usual with many, the first game of Slabunova ended in a loss. In 2000, her rival, the director of the KPD trust, Valery Yalov, was elected to the city council in constituency No. 37 (Drevlyanka). But a year later he moved to the chair of the first deputy head of the Petrozavodsk administration. By-elections were announced and held on January 28, 2001. Then it's time for revenge. Having defeated six (!) rivals, Emilia Edgardovna won 215 votes (the nearest pawn scored 12 less) and broke through to the deputies. Good start. But ambitions (or the will of the grandmaster?) moved our political chess piece further.
In May, a successful year for Slabunova, Lyudmila Tikhonova, the city's political chess queen, resigned. And at an extraordinary session, the deputies had to decide on whose head to lay the orphaned crown. Two popped up chief physician BSMP Gennady Maslikov, proposed by the faction "Fatherland", and Emilia Edgardovna, who was officially promoted by the City Council Commission on Education. And unofficially ... However, more on that later.
Notice, just some two and a half months of being a deputy - and immediately into the queen! But, in the opinion of Emilia Slabunova herself, “a short deputy experience could not prevent her from immediately getting involved in work and bringing a fresh stream into the activities of the Petrosoviet” (Karelia newspaper, May 15, 2001).
27 city deputies voted for the “fresh stream” at the extraordinary session, 26 voted for Gennady Maslikov. 31 were required for the royal crown. A draw! And lingering. After all, until May 2002, the Petrosoviet was headed by the deputy. Chairman Vyacheslav Kashin.

From 10th to 1st place
Emilia Slabunova became a heavy political chess figure only in 2011, having entered the Karelian parliament on party lists from the Yabloko party. At the same time, it cannot be said that all the years after her deputyship in the Petrosoviet, she did not strive to "become heavier." One year after failed attempt to become the chairman of the City Council, Emilia Slabunova moved to storm the parliament. The elections held on April 28, 2002 were difficult. As a result, almost 800 votes behind her rival, Emilia Slabunova took an “honorable” second place.
Another attack along the same vertical of power was undertaken by her in 2006. But she no longer acted as a single self-promoted fighter, but as part of the Yabloko team. Went at number 10. This alone makes it clear about her weight in the apple party environment at that time. It seems that even with the best scenario in the electoral tournament, Yabloko would not have been able to take 10 seats in the parliament of Karelia. This means that the hope of getting a mandate from Emilia Slabunova in 2006 was rather illusory. Of course, theoretically, this political chess game could become a winning one for her, but practice destroyed the whole theory. September 15, 2006 Supreme Court The RK canceled the registration of passed apple-colored pawns, both single-seat (3) and those who followed the list (25). In one fell swoop, 28 figures dropped out of the Election Tournament 2006, among which was Emilia Slabunova.
An interesting detail: at that time, Galina Shirshina was on the Yabloko party list at number 24. But not the one that you are now thinking about - both the patronymic is different, and the year of birth. The list was headed by Vasily Popov, who needs no special introduction. By the way, the figure of Slabunova acquired an apple color in 2003, when he headed the Karelian branch of the party. And that year there were no doubts about the hand of which grandmaster moves our political chess piece along the horizontals and verticals of elective tournaments.
Another attack on the ZS, this time successful, was undertaken by Emilia Edgardovna in 2011. She became the only parliamentarian elected on the party's apple list, in which she was No. 1. Notice what progress: to rise from the tenth to the first number! If she had number 2 - and there would be no deputy.

A bit of mysticism
Analyzing the bizarre path of the political chess figure Slabunova across different game boards, I involuntarily thought: maybe we don’t believe in fate in vain? After all, she connected two very different people: Emilia Slabunova - Yuri Shabanov (now a prominent member of the team of the head of Karelia, his representative in the Legislative Assembly).
In the nineties of the last century, Yuri Shabanov led Lyceum No. 1. Among his subordinates was Emilia Slabunova, whom he even made his deputy. And in 1999, when Shabanov changed jobs, Slabunova took his place at the Lyceum.
Having parted on the educational field, both figures through short term met at political chess. And they collided so that even sparks flew! It happened in April 2002 at the election of a deputy of the Karelian parliament. Moving forward in one constituency, former colleagues became bitter rivals. The case went to court. Emilia Slabunova tried to remove her opponent from the election race, accusing him of violating the electoral law. However, the court did not consider the plaintiff's arguments convincing, Yuri Shabanov's victory was recognized as legal (the trials continued until the summer of 2002).
Eleven years later, in the elections for the mayor of Petrozavodsk, our political chess pieces changed places. This time Yury Shabanov challenged in court the nomination of a candidate for the post of mayor Emilia Slabunova. And won.
Now Slabunova and Shabanov are again working in the same office - in the parliament. I wonder how the relations between two heavy figures of Karelian politics develop? And will fate collide their foreheads again?

Much has been written about Slabunova's removal from the race for mayor in 2013. I don't think it's worth repeating. But you should pay attention to one point. The director of the lyceum began to play in the elective party against her employer, Nikolai Levin. Did he have any moves left to prevent this from happening? Of course! Pay attention to Shirshina's recent dismissals of the directors of several schools, the director of the Center for the Development of Education in Petrozavodsk, the scandalous parting with the director of the Palace of Children's Creativity ... Could Levin have played the same or a similar combination in 2013? Definitely yes. And if he played, how would Emilia Edgardovna react to this?
Now she does not stand up for her former fellow directors, but Levin was under her scrutiny. For example, when the mayor personally appointed Oleg Dezhurov as his deputy, Emilia Edgardovna was very indignant at this: “Both we and society need maximum openness. My request regarding Oleg Dezhurov is connected with this ... We must understand what explains the choice of the mayor ”(Karelskaya Guberniya newspaper of June 26, 2013)
Now Slabunova seems to be in a different position. At a meeting of the Petrosoviet Commission on Education in July this year, she said that information about the dismissals of school principals is carefully “packaged” in order to “preserve the authority of the teacher, the authority of the director in the eyes of the public - pedagogical, parental and childish.” And here is the deputy. mayor of the city - chairman of the committee social development Rimma Yermolenko (not the last figure in the administration) has repeatedly publicly stated: "The appointments are purely political."
It turns out that when solving personnel issues, you can say to your queen “I so want” and “pack information”, and the objectionable king should do the same as openly as possible. This game shouldn't surprise you. After all, the city queen Galina Shirshina is implementing the electoral program of Slabunova, and Emilia Edgardovna is with her as a cover figure. Even headed a certain expert council. However, we do not need an analysis of the political chess game on the capital board now. And it was mentioned only to understand the quality of the play of the piece in question.

Don't be a pawn!
It's time to draw some conclusion. And he, in my opinion, looks disappointing for Emilia Edgardovna. Having gained a sufficiently large political chess weight, she Lately quickly squanders it. No, not because of her performance in Parliament – ​​here she is quite active and productive – but solely because of the performance of the Apple team.
Political chess grandmaster Vasily Popov is now away from Petrozavodsk, and wittingly or unwittingly, Emilia Edgardovna begins to make independent moves, somehow unexpectedly becoming the leader (albeit not fully) of the Karelian Yabloko. She had to speak at the forefront of the spring attack on the governor (she opened a rally for Hudilainen's resignation, led the collection of signatures on the same topic, etc.). The attack bogged down with no result. And who is responsible for this defeat? Moreover, the negative comes from the supporters of the head of Karelia, and from the Yabloko people themselves (no one likes defeats).
Grandmaster Popov himself threw another minus into Emilia Slabunova's piggy bank. An audio recording appeared where he names the amount spent on the election of the mayor of Petrozavodsk in 2013 - a million dollars - and tries to offer his services in the Ukrainian elections. Emilia Edgardovna then stated that the record was a fake, and when it turned out that it was genuine (the grandmaster himself admitted), she stopped commenting on the situation altogether. In short, again "packed the information."
But Slabunova made the worst move on July 6, when, together with the grandmaster's wife Anastasia Kravchuk, she unofficially and almost secretly met with the ambassadors of Finland, Hungary and Estonia through the service entrance. They were caught by journalists, and Emilia Edgardovna felt, frankly, not comfortable.
This move is bad not because the deputies meet with the ambassadors. This is their job - both those and those. It is bad because the information about the meeting was again wrapped in a secret wrapper. And this, as always in such cases, casts doubt on the purity of the thoughts of the "packers".
In the minuses, one can also write down the criminal cases initiated against some Yabloko members, Shirshina's "unsuccessful", the already mentioned dismissals of directors of children's institutions, etc. All this negativity is concentrated on who is in sight. And this is Slabunova (note that the other figures of the “apple” color are now somehow obscured).
All of the above can be assessed as follows: Emilia Slabunova's prospects for getting into parliament again are not great. Last time, Yabloko took only one mandate on the list (not being in the worst situation). And even if he repeats this result, which is doubtful - who will go on the list at number 1? And Slabunova won single-seat elections only once in 2001 (Petrosoviet). The reasons for this situation are in the restriction of freedom of our political chess piece. She, like an elephant in chess, walks only on the fields of a certain color. And this is the piece's weakness, its limitation, which the opponent can effectively use in an elective game.
To prevent this from happening, it would be useful for political chess figures to remember the aphorism of a certain Akakiy Schweik traveling through the expanses of the Internet: “When playing chess, do not be a pawn!”.

Emilia Slabunova is 57 years old. She graduated from the Faculty of History of the Kuibyshev State University. She participated in the elections of the mayor of Petrozavodsk in 2013, but a couple of weeks before the vote, her candidacy was withdrawn by a court decision. Yury Shabanov, leader of the Karelian branch of the Patriots of Russia party, filed a complaint about the incorrect registration of a candidate from Yabloko. Prior to that, in 2002, Slabunova also tried to remove Shabanov from the elections to the Karelian parliament through the court, but she did not succeed.

When Slabunova was removed from the lists, she asked her voters to vote for self-nominated Galina Shirshina. Shirshina won and Slabunova joined her team. She headed the expert council under the mayor.

A year after Shirshina's work, the city council gave her a bad job, and in early December, the deputies decided to dismiss the mayor. All this time, Slabunova supported the mayor and said in an interview that she sees political pressure in the assessment of Shirshina's work.

Together with Shirshina, Slabunova opposed the abolition of direct mayoral elections and the introduction of an appointed city manager. At the meetings, she spoke about the inefficiency of such work, criticized corruption in the institutions of city managers and emphasized that the abolition of direct elections of the head of the city is a violation of constitutional human rights and freedoms. However, in the summer of 2015, the law on the abolition of direct mayoral elections was adopted.

At the reporting and election congress of Yabloko, 91 people voted for Emilia Slabunova. The second candidate, Lev Shlosberg, received 56 votes. There were 158 delegates in total at the congress.

“The Congress has made a decision and will be responsible for it,” he commented.

The candidate was nominated by Sergei Mitrokhin.

“Slabunova proves that she is an independent person who does not succumb to pressure – neither administrative, nor political, nor threats of criminal prosecution. This allows me to say that Slabunova is a worthy candidate. Including in the electoral sense,” he said.

It was supported by the co-founder of the party, Grigory Yavlinsky, emphasizing it joint work with Galina Shirshina.

“Slabunova and Shirshina are people who are in a state of real, sharp political struggle in a region far from Moscow. Fight against arbitrariness,” Yavlinsky said.

According to the new amendments to Yabloko's charter, the chairman can serve no more than two terms, that is, no longer than eight years.
