The medal is awarded to servicemen and civilian personnel of the Armed Forces of the Russian Federation:

  • for distinction, courage and dedication shown during the military operation in the Syrian Arab Republic;
  • for the successful leadership of the actions of subordinates during the military operation in the Syrian Arab Republic;
  • for selfless work and great personal contribution in carrying out the tasks of the military operation in the Syrian Arab Republic.

The medal may also be awarded to other citizens of the Russian Federation and foreign citizens for assistance in solving the tasks assigned to the Armed Forces of the Russian Federation during the military operation in the Syrian Arab Republic.

The medal is awarded in a solemn ceremony by the Minister of Defense of the Russian Federation or other officials on his behalf. Together with the medal, a certificate of the established form is awarded.

Description of the medal.

The medal is made of metal. golden color in the form of a circle with a diameter of 32 mm with a convex side on both sides.

On the front side of the medal: a one-color relief image of military equipment: on top - three fighters, on the bottom - rocket ship on the contour of the borders of the Syrian Arab Republic.

On the reverse side of the medal: in the top center - a relief one-color image of the emblem of the Ministry of Defense of the Russian Federation (surmounted by a crown double-headed eagle with outstretched wings. In the right paw of the eagle - a sword, in the left - an oak wreath. On the chest of the eagle there is a triangular, elongated shield with a stem rising to the crown. In the field of the shield is a horseman slaying a dragon with a spear), below it is a relief inscription in four lines "TO PARTICIPANT OF THE MILITARY OPERATION IN SYRIA", in a circle - a relief inscription: in the upper part - "MINISTRY OF DEFENSE", in the lower part - "RUSSIAN FEDERATION" .

With the help of an eyelet and a ring, the medal is connected to a pentagonal block covered with a silk moiré ribbon 24 mm wide. On the right edge of the tape there is an orange stripe 10 mm wide, bordered on the right by a black stripe 2 mm wide, to the left - equal red, white and black stripes.

History.

Institution.

Acting in accordance with the Treaty of Friendship and Cooperation between the USSR and the Syrian Arab Republic of October 8, 1980, on September 30, 2015 with an official request for military aid Syrian President Bashar al-Assad turned to Russia in the fight against the Islamic State. On the same day, the Federation Council gave the President of the Russian Federation Vladimir Putin consent to use armed forces Russian Federation on the territory of the Syrian Arab Republic. On March 16, 2016, a flight of Su-25 attack aircraft returned from Syria to the airbase in Primorsko-Akhtarsk. The commander of the Southern Military District, Colonel General Alexander Galkin, arrived to meet the pilots. The commander thanked the pilots for their service and presented them with medals "Participant of the military operation in Syria."

On March 17, 2016, three Su-24M front-line bombers, which participated in the operation in Syria, arrived at the Shagol airbase near Chelyabinsk. The meeting of the crews was attended by the entire command of the base, headed by the chief of combat training of operational-tactical aviation of the High Command of the Aerospace Forces (VKS) of the Russian Federation, Major General Oleg Makovetsky. It turns out that the operation in Syria officially began on September 30, 2015, but the 810th Marine Brigade has been there since July 2015?

The declared period of 6-7 months covers two three-month rotations of one BTG from the 810th brigade. During this period, combat state awards were issued 67 times. If we extrapolate these figures to the number of BTG, it turns out that 5-10% of the number of BTG receives combat medals for one three-month rotation.

The Committee of the Government of the Russian Federation approved a bill providing those who served in Syria (abbreviation official name states - SAR) military status of veterans. Such citizens will be able to use the provisions of the law "On Veterans" (signed by the President in early 1995).

The President of the Russian Federation ordered the government to work on this issue in November, and the meeting that raised this topic was held on October 1 - immediately after the start of the operation of our state in Syria. A corresponding proposal was made by the Ombudsman Ella Pamfilova.

In January, the law was ready and agreed with various interested departments.

Benefits are provided to combatants in Syria and persons equated to them.

The category of beneficiaries is made up of veterans who served in the SAR during the periods of hostilities in 1967, 1970, 1972, 1973, 1982. This also includes the participants of today's campaign (September 30, 2015 - to date).

At the end of March, the Ministry of Defense announced a tender for the production of 10,300 medals "Participant in the military operation in Syria" and the corresponding number of certificate forms for them. It is officially reported that more than 2.2 million rubles will be spent on chasing and stamping of both. All this is the usual practice of awarding departmental regalia, which is used in the Ministry of Defense for every opportunity, as soon as the occasion for such is more or less highlighted.

The award "for Syria" was introduced by order of Army General Sergei Shoigu on November 30, 2015 - exactly two months after the start of operations Russian aviation in this country (and six days after the death of the commander of the Su-24 bomber, Major Oleg Peshkov) and became the 60th in the medal line of the Moscow Region. “Some” - because the number of “internal” awards of the Ministry of Defense cannot be accurately counted. Moreover, every year there are more and more new ones. Only last year, half a dozen regalia were established (which is quite modest, because in 2014 the minister signed as many as 10 orders to establish such remakes). There is a medal boom, a cult of awards! The memorable General Secretary Leonid Ilyich Brezhnev, who was so fond of “medalizing” himself (and those close to him) from head to waist, is resting ...

FOR IMPORTANT AND STRANGE REASONS

Out of more than 60 medals, 30 were introduced into the award system of the main law enforcement agency of the country with the arrival of Sergei Kuzhugetovich as its head. Moreover, 22 of these three dozen began to be awarded in 2014-2015. But there is still an innumerable number of signs in the form of medals and large screw-on badges of various configurations (the author of these lines counted more than a hundred of them). Isn't it a boom, a cult, a high-speed conveyor?!

For comparison. AT state system awards, there are 58 regalia: 2 heroic titles, 22 orders, 7 insignia and 27 medals (of which 10 are commemorative). In the Armed Forces Soviet Union, according to the Decree of the Presidium of the Supreme Council, it was allowed to establish three special medals "For Impeccable Service" to reward military personnel who served 10, 15 and 20 years. Everybody! Now the ministry does not limit itself in this kind of remakes, since the legislation does not establish any framework for them. In the Ministry of Emergency Situations, 26 departmental plaques are “medaled”, in the FSB - 22, in the Ministry of Internal Affairs - 21, in the SVR - 11, in the FSO - 8.

To the credit of Sergei Kuzhugetovich, in relation to himself, he does not engage in “Brezhnevism”. On his chest, on the left and right, there are only 15 awards, of which three are from the Ministry of Defense, all other orders and medals are state ones.

We will not evaluate the appropriateness of the imminent introduction of the medal “Participant in the military operation in Syria”, the validity of which, against the background of mass public support for the actions of our military personnel in this country (and the death, according to official data, of six of them), seems to be much more logical. At the same time, I remember that no one suggested something to Anatoly Serdyukov, who had made a big mistake (and he himself did not think of it), to introduce in 2008 the medal "For Forcing Georgia to Peace." They managed somehow, in some ways updating the statuses, with the state orders of St. George and Courage, the St. George Cross, as well as some medals. The medal "For Enforcement of Peace" nevertheless appeared - already on August 14, 2008. Established it operating since 2005 on the initiative of the Regional public organization"Academy of Russian symbols MARS" Commission for the awarding of public awards and commemorative signs under the chairmanship former boss General Staff of the USSR General of the Army Mikhail Moiseev.

Sergei Shoigu in 2014 promptly issued the medal "For the Return of Crimea", around which a scandal erupted immediately. On the reverse side of it, the dates of the Crimean operation by “polite people” were minted: “20.02.14–18.03.14”. The incident is that on February 20, 2014, the ex-president of Ukraine Viktor Yanukovych had not yet fled Kyiv, Bandera had not yet shown pronounced aggression on the peninsula, and Russia did not intend to officially interfere in the internal affairs of Ukraine. But that's not the point. One cannot help feeling that the establishment of such a medal, for all its undoubtedly patriotic orientation, at the peak of events looks doubtful (if not out of place). The fact that this award is departmental, and not state, is more doubtful, because it was not only the Ministry of Defense that “returned” Tavrida to Russia, although the military played one of the important roles. And the Minister of Defense acted, giving orders to the special forces, marines and troops, guided by the will of the Commander-in-Chief ...

The appearance of a rather impressive number of awards from the Ministry of Defense from their endless line is generally difficult to explain not only by rationality, but even by even the slightest bit of logic.

How do you like this "cavalcade": "For service in the Air Force", "... in marines”, “... in the submarine forces”, “... in the Railway Troops”, “... in the surface forces”, “... in special forces”, “... in naval aviation” ... Why ?! A person connected his life with the Air Force or the Navy, serves himself and serves - why should he be rewarded for this? It's the same as if suddenly at school teachers began to "medal" "For teaching mathematics", "... Russian language and literature", "... physics", "... biology" ...

And who came up with the idea of ​​a trinket “For an excellent graduation from the higher military educational institution Ministry of Defense of the Russian Federation? Is it gold and silver medal on a neck ribbon and a red diploma - no longer an award?

We go further. Barely a few years ago, the tank biathlons and other military competitions, as in 2014 the medal “For Distinction in Competitions” (three degrees) appears. It is awarded to military personnel and coaches of teams that took I, II and III places. That is, gold, silver and bronze medals of a sports type on a ribbon around the neck are also extremely insufficient; Why, what is the deep meaning in this ?!

Yeah, here it is: both the commander-curator and the representative of the technical staff who provided the "will to win" can be awarded. So, on February 18 of this year, by order of the Minister of Defense No. 104 “for merits in the development physical education and sports, high results achieved in the course of sports competitions” with the medal “For Distinction in Competitions. 1st place” was awarded to the head of the Federal Directorate for the Safe Storage and Destruction of Chemical Weapons (FU BHUHO), Colonel-General Valery Kapashin. His subordinates for three recent years invariably took 1st place according to the results of the All-Army Spartakiad. He personally set them up for victory, provided the necessary conditions for training, zealously supported the athletes.

By the way, “inside” the FU BHUHO itself, there are also six medals and one insignia. Here you have “For active participation in the destruction of chemical weapons” (it’s even scary to imagine how one can “actively participate” in this), and “For contribution to chemical disarmament”, and “For valor in storage and destruction ...”, and a couple of “ anniversaries" (15 and 20 years), and "For the Commonwealth ..." and "Veteran ...". Moreover, this federal agency is neither a type nor a branch of the Armed Forces (it is generally structured under the Ministry of Industry and Trade) and has one of the smallest teams among military formations(about 10 thousand people).

But let's get back to the "combat" sports medal "For Distinction in Competitions". The Regulations regulating the awarding does not indicate how many times it is possible to bestow such a medal for each dignity of a particular winner, his coach and the boss or “providing” person who contributes to the victory. “In a good scenario, by the end of the service, in addition to various kinds of “sand” awards, he will be able to collect such a “chest” from these newly established “sports” medals, and it’s not a fact that they will be of different denominations, - rightly notes a member of the faleristic forum Sammler.ru, a certain Scout. - Imagine an extreme situation, when such a figure in 17 out of 20 strips will be “pressed in a bunch” by the ribbon of the indicated medal! The medal cult in the Ministry of Defense of the Russian Federation will be able to create a situation where it will become interesting for athletes and their coaches, who previously occupied the first places, to sink a little lower, claiming to replenish the “chest” and blocks of medals of the second and third degrees. And there are still plenty of such questions, due to the absurdity of the very idea of ​​awarding a specific chest medal for a specific (one-time) sporting achievement. Therefore, my opinion is: either the Regulation needs to be seriously revised, or it, together with the order, is immediately scrapped (into the “annals of history”).”

TO WHOM "MEMORY OF HEROES OF THE FATHERLAND"?

It is difficult for a Falerist to refuse to be right. It is clearly noticeable that under the current award system in the Ministry of Defense, when the number of regalia is growing by leaps and bounds, the quality of legal acts describing the statutes (statuses) of the medals being established is falling in direct proportion. In other cases, these provisions-rules are reduced, as they say, below the plinth.

An example is a medal with the touching title "In Memory of the Heroes of the Fatherland", established by the Minister of Defense on January 26, 2015. The name itself, especially if you imagine this pendant on the uniform of a particular awardee, already causes some confusion. For it is somehow not in Russian - to tinkle with the memory of the heroes who have committed good deeds for the glory of the Motherland. Usually such a memory is kept in the heart, embodied in stone and bronze. On December 9, Russia celebrates the Day of Heroes of the Fatherland...

In the approved Regulations we read:

"The Medal of the Ministry of Defense "In Memory of the Heroes of the Fatherland" is awarded to the personnel of the Armed Forces of the Russian Federation:

– for significant achievements in the development of humanitarian knowledge and military history;

– implementation of large community projects historical and patriotic type.

The medal is also awarded to other citizens of the Russian Federation and foreign citizens who assist in solving the tasks assigned to the Armed Forces of the Russian Federation.

Did you understand anything? How can the personnel of the army and navy "develop humanitarian knowledge" and even more so " military history(How can one “develop” what has already been done, has become a fact?)? And how will the same "l / s aircraft" accomplish the implementation of the "major projects" mentioned in the Regulations?! And when to serve, “learn military affairs in a real way”? And how, who and by what criteria will determine the “largeness of the project” and the “significance of success” in order to present the “personnel” (in a crowd, or what?) To such an extraordinary award? In the Regulations, there is not even a word about this, but the author of the text of the document (which, it seems, the minister waved without looking), apparently, did not even think about these things. And the last paragraph - about other citizens of the Russian Federation and foreigners - is generally beyond common sense.

Why was it necessary to “invent” such a medal? Moreover, since December 4, 2007, in the award system of the Moscow Region, there has been a fairly logical, understandable, “worthy to be” medal “For Merit in Perpetuating the Memory dead defenders Fatherland"...

The regulations for each medal also spell out the rules for wearing it. They are of the same type: “... worn on the left side of the chest and is located after the state awards of the Russian Federation and other medals of the Ministry of Defense of the Russian Federation in accordance with the rules for wearing military uniform clothes." Or even shorter ... and more awkward (as in the Regulations on the same medal "In Memory of the Heroes of the Fatherland"): "The medal (ribbon of the medal) is worn on the left side of the chest after departmental insignia."

What is it like? After all, the medal is also departmental ... that is, it turns out that it is worn after those that are “more departmental”, or what ?! And in general, which of these more than 60 regalia is “older, more important, more significant”? For example, the medal "For achievement in the field of development innovative technologies"(2014) in the breast "iconostasis" should be "first" of the medal "For service in the electronic warfare troops" (2013) - or is it "secondary"? .. However, in the Regulations on the medal "For Merit in Nuclear Support" (2007 ; the name is also something else) it is written that it “is located after the medal of the Ministry of Defense of the Russian Federation“ For diligence in performing tasks engineering support» (2000). And the medal "For Service in the Marine Corps" (2005; was abolished in 2009, reintroduced in 2013) should be hung "in front" of the award "For Service in the Submarine Forces" (2006; a similar story with the abolition-resumption). But then again - why is it so: why is the Marine "more elite" than the "heirs of Marinesko"? Although the latter are unlikely to be offended: after all, they will not get a Marine medal.

But still, in what order, what award to hang on the chest of the front tunic or decorate with a block on the everyday - in many cases, decide as you please. Clownery!

"FOR MARGELOV", "FOR PARADE", "FOR SCIENTIFIC LABOR"...

In the same awkward collection there are dozens of "crimson ringing" medals. Okay, "Mikhail Kalashnikov", "Admiral Kuznetsov" and "General of the Army Margelov": they are truly extraordinary personalities, legendary, iconic, charismatic, unique in their own way. But what is the reason to perpetuate in circles made of "high-quality metal alloys" little known and in narrow circles of military specialists, say, Marshal of the Signal Corps Peresypkin or Marshal of Artillery Boychuk? But even though these are marshals, they “medalize” both army generals (Komarovsky, Khrulev), and colonel generals (Dutov, Pikalov), and even major generals (father and son Alexandrovs). We will not question the great merits of these military leaders to the Motherland and the army here, but none of them were distinguished by any out of the ordinary "outstanding" of them (and Komarovsky exploited prisoners of the Gulag and captured Germans during the construction of strategic facilities). They were quite ordinary military functionaries, although not mediocre and with strong organizational skills. There were quite a few of them in the SA and the USSR Navy.

And since we have already touched it, it is obvious that the figure of the gunsmith Kalashnikov is much wider, much larger, so that the Ministry of Defense usurps the “exclusive right” to establish a medal in his name and award it. It seems that the face of the creator of the legendary machine gun should shine with a state award worthy of his "eternal" name.

Some medals duplicate others. Why was it necessary to introduce the award "Major General Alexander Alexandrov", if there is already "For Contribution to the Development of Military Music"? Although the phrase “in development” in relation to military music is also somehow not in Russian.

As noted above, the medals “For Merit in Perpetuating the Memory of the Fallen Defenders of the Fatherland” and “In Memory of the Heroes of the Fatherland” also “intersect” in some way.

Every five years (in the anniversary year), participants in the Victory Parade are awarded the appropriate medal by the Ministry of Defense. And this despite the fact that since 2010 the medal "For participation in the military parade on Victory Day" has been in effect, which is awarded not only to those who directly march in "the city of Moscow, hero cities, as well as in cities where the headquarters of military districts, fleets are stationed , combined arms armies and the Caspian Flotilla”, but also to those who took an “active part in the preparation of personnel, weapons and military equipment for the military parade”. They say that some servicemen who have repeatedly participated in parades already have two or even three such regalia (if not more). Is it really not enough where as a modest commemorative badge “To participants and guests of the military parade on Red Square”, established by a government decree in 2007?

In 2013, Sergei Shoigu, apparently remembering that he had recently been the head of the Ministry of Emergency Situations, which he headed for 18 years (where he established 26 departmental medals), hastened to approve the medal "Participant in the fight against the elements on the Amur": he signed the corresponding order on September 17, although the water slowly subsided until early November. There is no doubt that the troops then really adequately helped rescuers in an attempt to tame the largest flood in the last 115 years on Far East and in the elimination of its consequences. The soldiers and officers of the 16th separate brigade of radiation, chemical and biological protection and the 7th separate railway brigade of the Eastern Military District did their best; in total, 923 people received the medal in these units. But the question is how expedient it was to introduce such a “non-military” medal into the award system of the military department. After all, it was possible to prompt the Ministry of Emergency Situations so that it would "hurry up" here.

And can someone in the Ministry of Defense explain what the insignia "For the best scientific work" of I, II, III degrees means? If yesterday's kefir, then it is already stale. If scientific work“the best”, then it cannot be of any degree, for that it is scientific. After all, it would sound wild: “candidate of such and such sciences of the 1st degree”, “Doctor of sciences of the 3rd degree” ... After all, everyone has already gone through this. Once upon a time, there were Stalin Prizes of three degrees, awarded in science, literature and art, and some other areas. When in 1966 they switched to State Prizes, all these degrees were abolished, because it is unthinkable to unambiguously evaluate this or that work - at what level of category it pulls ...

THERE WILL BE NO SENTENCES, OR OFFERS FROM NVO

After all of the above, there is hardly any need to write out a detailed maxim about the need to rethink such a wonderful and “ever-developing” award system of the Ministry of Defense. A smart person will understand, a skeptic will chuckle.

And a narrow-minded military rank will bring more than one “medal project” to the minister for signature. Otherwise, there is absolutely nothing to reward military doctors and psychologists with (it is strange why there is still no medal "Colonel-General Burdenko"?). Personnel officers with educators are also infringed in this (it would be time to think of the regalia "General from the infantry Dragomirov"). Not covered by the "award" and repairmen and heads of warehouses ("For valor in the restoration of military equipment", "... in the storage of ammunition", "... military uniforms", "... food products" ...). Or why not establish a medal "For service at a military base outside the Motherland" - there are now about a dozen of them? Every year, the troops help the Ministry of Emergency Situations to put out fires - it would not hurt to reward soldiers and officers with “their” medal for this. The regalia "For diligence in organizing the draft and catching draft dodgers" would also look good. For cadets, it would be possible to introduce medals “For the successful transition to the 2nd year”, “...3rd ...”, “...4th ...” (as an option - “For the successful completion of the 1st year”, “...3 th…”, “…4th…”); only we must not forget to foresee the degrees here, otherwise some will pass as excellent students, while others - with fours and threes. Yes, and the line of “anniversaries” should be improved, and “enduring” awards should be created in it (that is, not dedicated to round anniversaries, which are all “fading into the past”): “10 (15, 20) years in one position”, “... in one garrison", "20 (25, 30) years of service in the General Staff" (as an option - "... in the Arbat Military District") ...

In general, the sea is spilled for heraldic fantasies. By the way, awards should also be introduced for the restless inventors of regalia themselves. Degrees of two or three - "For 5 successfully established medals", "... for 10 ...".

As for the Minister of Defense Sergei Shoigu, who, apparently, did not casually sign a number of draft orders that established such awards, then, for all the plausible things that he has already done (and continues to create) in the army “after Serdyukov”, I want to believe in two things. First: that he did not initiate most of these medal remodels. Second: and if he made such proposals, then the performers obviously overdid it. Or - they didn't do enough, reduced the idea to a level below the plinth.
