  1. GENERAL PROVISIONS

    1. In order to provide citizens of the Russian Federation with the opportunity to practically realize the constitutional right to education, as well as the exercise of the rights of foreign citizens and stateless persons studying in educational institutions of the Russian Federation, this Regulation establishes and regulates the procedure for admission, training, transfer, expulsion and restoration of students of all forms training and granting them vacations at Belgorod State University (hereinafter referred to as BelSU).

    2.   1. ADMISSION TO BelSU

    1. The nomenclature of specialties and directions for full-time, part-time (evening) and part-time forms of education and the number of students accepted for them is established by BelSU in accordance with the license for the right to conduct educational activities.

    2. Admission to BelSU is carried out for places financed from the federal budget (budget places), as well as for places with payment of tuition fees on a contractual basis.

    3. The number of budget places for admission to the first year in specialties and areas is determined by BelSU within the framework of admission targets established by the Ministry of Education of the Russian Federation.

    4. The number of budget places for enrolling students in subsequent courses is determined by BelSU as the difference between the target enrollment figures for the first year of the corresponding admission year and the actual number of students and trainees enrolled in areas of study and specialties.

    5.     7. The number of budget places determined for admission to the first year, subsequent courses, targeted admission, the number of places with payment of tuition fees is annually approved by the Academic Council of BelSU on the basis of proposals considered by the selection committee.

      1. Proposals are formed at the request of the deans of faculties and directors of branches, considered at the Academic Councils of the BelSU divisions, taking into account the opinion of the heads of the graduating departments.

    8. Citizens of the Russian Federation, foreign citizens and stateless persons living on its territory, citizens of the Republic of Belarus, as well as compatriots from neighboring countries are admitted to BelSU.

    9. Citizens of foreign states (including citizens of the republics of the former USSR) arriving in the Russian Federation for study are admitted to BelSU:

  1. STUDY AT BelSU

    1. BelSU implements programs of higher professional education (bachelors, specialists), postgraduate professional education, programs of additional professional education and retraining of specialists of various duration and level of training, for which BelSU has the appropriate licenses.

    2. The training of specialists in the specialties of full-time education is carried out for 5 years (for the specialty General Medicine and for part-time education - 6 years) with the assignment of an appropriate qualification upon completion of training.

    3. Training of bachelors in the relevant areas of full-time education is carried out for 4 years.

    4. At the end of the bachelor's degree (after 4 years), the student can choose one of two options for his future activity:

      1. Completion of training and employment;

      2. Continuing education to obtain the qualification of a specialist, determined by his direction of bachelor's degree (term - 1 year).

    5. The academic year begins on September 1 and ends according to the curriculum in this area or specialty, but no later than July 1. The Academic Council of BelSU has the right to postpone the start of the academic year, but not more than 2 months.

    6. A student card is issued to students on the first day of training.

    7. The record book is issued only for the period of the examination session and for the delivery of debts on time.

    8. All students enrolled in the first year of BelSU on a free basis of education are awarded a scholarship in the amount established by law.

    9. The student must come to the dean's office (to the branch directorate) at least one day before the start of the training sessions to receive information about the schedule of classes, the group in which he is included, and other information about the organization of the educational process and life.

    10. Before the beginning of the academic year, the dean of the faculty (director of the branch) forms groups of students in areas and specialties, depending on the foreign language being studied and regardless of the source of funding, curators and group leaders are appointed at the same time.

    11. Group lists and class schedules are posted on the bulletin board of faculties (branches) a week before the start of the academic year (semester).

    12. Faculties (branches) develop curricula for specialties in accordance with state educational standards, on their basis - working curricula and individual curricula for individual training of persons, taking into account the level of their previous training and abilities. Curricula are approved by the rector of BelSU, working curricula and individual curricula are approved by the vice-rector for academic work BelGU.

    13. The organization of the learning process in the academic year is regulated by the schedule of the educational process, approved by the rector (vice rector for academic affairs) of BelSU. The schedule is developed on the basis of curricula.

    14. The academic year, regardless of the form of study, is divided into two semesters, each of which ends with an intermediate certification of the student (examination session).     15. The following main types of training sessions are established at BelSU:

      1. lectures;

      2. Practical classes, laboratory work and seminars;

      3. Educational practice;

      4. Internship;

      5. Course design (term paper);

      6. Graduation performance qualifying work;

      7. Consultations.

    16. All types of practice for full-time students and part-time students who do not work in their specialty are organized in accordance with the schedule of the educational process. Practice programs are determined by the department responsible for the implementation of a particular type of practice. Students and trainees studying under contracts with organizations, as a rule, do internships in the system of customer organizations. Students of the Faculty of Medicine undergo industrial practice at the bases approved by the rector of BelSU. The rest of the students have the right to conclude agreements on the place of internship in agreement with the head of the relevant department responsible for the implementation of a particular type of internship.

    17. For students starting to study mathematics, physics, chemistry, biology, Russian language, foreign language, computer science, the corresponding department conducts an entrance control to determine the level of preparation. According to the results of the control, students are recommended to attend additional classes. With students who have agreed to take a course of additional training, an agreement is concluded for individual additional training, an estimate of the cost of its implementation is attached to the contract. The costs are paid by the student. The program should increase the level of training of the student in the course high school and may not include material from university disciplines of the specialty standard.

    18. For all occupations, except for production and educational practice, the academic hour is set to 45 minutes. The maximum volume of the student's study load, including all types of his classroom and extracurricular work, should not exceed 54 hours per week. The volume of compulsory classroom studies of a student in full-time education should not exceed the number of hours determined by the state educational standard of higher professional education in the relevant specialty.

    19. The total duration of vacation time in the academic year must be at least 7 weeks, including at least 2 weeks in the winter.

    20. Optional disciplines are provided for by the curriculum, but are not mandatory for students to study.

    21. Course work is considered as a type of academic work in the discipline and is performed within the hours allotted for its study.

    22. Intersessional attestation is carried out no later than one month before the start of the session.

    23. Tests for practical and laboratory work accepted as they are completed. In certain disciplines, tests can be carried out in the form of tests in practical classes.

    24. Credits for seminars are put down on the basis of the submitted abstracts (reports) or speeches of students at seminars.

    25. In the social sciences, tests are conducted by questioning students. The teacher is given the right to put a test without questioning those students who actively participated in the seminars.

    26. Tests should be held at the end of the study of the discipline before the start of the examination session.

    27. After passing all the tests, the student is obliged to inform the leadership of the relevant faculty (branch) about the completion of this stage, which is the basis for admission to the exams. The dean of the relevant faculty (head of the branch) issues an order for the faculty (branch) on the admission of the student to the examination session.

      1. After passing the tests, the student proceeds to the preparation and passing of exams (examination session).

      2. If there are good reasons, the dean of the faculty (director of the branch) is given the right to admit full-time students who have not passed the tests to the examination session.

      3. Students who could not pass tests and exams within the generally established deadlines due to illness or other valid reasons (family circumstances, long business trips, natural disasters), documented by the relevant institution, the dean (branch director) sets individual deadlines for passing tests and exams, not exceeding the time of illness or forced absence.

    28. The examination session is held according to the schedule of the educational process in strict accordance with the schedule of pre-examination consultations and exams approved by the Vice-Rector for Academic Affairs. The teacher is obliged to coordinate the postponement of the dates and places of consultations and examinations with the dean's office of the faculty (branch management).

    29. The knowledge, skills and abilities of students are determined by the following marks: "excellent", "good", "satisfactory", "unsatisfactory", "passed", "failed".

    30. The forms and procedure for monitoring the knowledge of students are regulated by the Regulations on Intermediate Attestation at BelSU.

    31. The teacher can set the final grade for students based on the results of their current attestation (with the exception of general professional and clinical disciplines of the medical faculty). In case of disagreement with this assessment, the student takes the exam.

    32. In case of receiving an unsatisfactory mark in the exam or failure to appear for the exam, retake by the same teacher is allowed only once on the basis of the examination sheet obtained from the dean's office of the corresponding faculty (branch). The methodologist, issuing an examination sheet, registers it in the journal. The examination sheet is a document of strict accountability.

    33. When retaking more than once for a positive assessment by the dean of the relevant faculty, on the proposal of the head of the department, an examination committee (at least three teachers) can be appointed, which must include the head of the department and the teacher who teaches this course. The examination committee may be appointed by the dean of the faculty at the motivated request of the student. In case of receiving an unsatisfactory mark on the commission, the student is expelled from BelSU on the basis of non-fulfillment of the curriculum in the direction of training (specialty).

    34. A student who missed without a valid reason during calendar month 30 hours of training sessions, the rector of BelSU, on the proposal of the dean of the faculty (director of the branch), announces a reprimand. For students missing 50 hours or more during a calendar month, the dean of the faculty (director of the branch) petitions the rector of BelSU for his expulsion due to loss of communication with BelSU. Students who have valid reasons for missing classes may be assigned an individual training schedule.

    35. In exceptional cases, the student is granted the right to freely attend classes. Free access to classes may be allowed:

      1. Students raising children under the age of 3 years;

      2. Students caring for elderly or disabled parents;

      3. Senior students who got a job in their specialty.

    36. The basis for granting free access to classes is:

      1. Personal statement of the student, agreed with the teachers who conduct classes in this semester;

      2. An appropriate document confirming the grounds for obtaining the opportunity to freely attend classes, indicating the reason (copy of the child's birth certificate; copy of the document confirming the need for parental care; certificate of employment).

    37. If there is a grounds for providing students with free access to classes, an order is issued for the university on the basis of the presentation of the dean of the faculty (director of the branch). Free attendance is allowed for one semester and does not exempt the student from performing practical and laboratory tasks. abot.

    38. A student who has fulfilled all the requirements of the curriculum is admitted to the final state attestation(state examination, defense of the final qualification work), based on the results of which the issue of assigning him the appropriate qualification and issuing a document of the established form is decided.

    39. Persons applying for a diploma with honors are given the opportunity to retake for an increased mark on the basis of a personal application with a visa of the rector of BelSU, but not more than in two disciplines.

    40. A student who has not passed all the certification tests that are part of the final state certification within the established period of study is expelled from BelSU on the basis of non-fulfillment of the curriculum in the field of study (specialty) and receives an academic certificate or, at his request, a diploma of incomplete higher education.

    41. Getting an “unsatisfactory” mark at the final exam in a discipline does not deprive the student of the right to take final exams in other disciplines.

    42. Graduates who have not passed individual attestation tests are admitted to them again. When re-passing attestation tests, a graduate submits an application addressed to the rector of BelSU with a request to allow him to re-take the final exam or final qualification work during the work of the next state attestation commission.

    43. A student who defended term papers, passed exams, differentiated tests with an “excellent” mark in at least 75% of all disciplines included in the diploma supplement, and in other disciplines with a “good” mark and passed the final certification with an “excellent” mark, awarded a diploma with honors.

    1. Transfers of students to BelSU from other universities:

      1. The transfer of students to BelSU is carried out without restrictions related to the course and form of education, the type of main educational program.

      2. When transferring to places financed from the federal budget, the total duration of the student's or listener's education should not exceed the period established by the curriculum of BelSU for mastering the main educational program (taking into account the form of education), by more than one academic year. As an exception, more than 1 academic year, the total duration of training can be established in agreement with the Ministry of Education of Russia for certain categories of citizens (refugees, children of military personnel, people affected by disasters, etc.).

      3. The transfer of a student from another higher educational institution to continue education at BelSU is carried out at his personal request.

        1. The student statement states:

          2. The name of the direction (specialty) according to the state educational standard of higher professional education;

          3. Course of Study;

          4. The name of the direction (specialty) and the course of study at BelSU, to which the applicant is being transferred;

          5. The basis of education at the place of previous study: the federal budget, the budget of the subject of the Federation, the local budget, payment by a legal entity or individual on a contractual basis;

          6. Familiarization with the rules of transfer to BelSU.

        2. Attached to the student's application:

          1. Certificate of entrance exams passed at the university where he studied;

          2. A photocopy of the record book, certified by the seal of the university from which he is transferred (the total number of hours allotted for studying the disciplines of the curriculum must be indicated in the record book);

          3. Certificate of the university from which he is transferred, about the source of funding for his education: the federal budget, the budget of the subject of the Federation, the local budget, payment by a legal entity or individual on a contractual basis.

      4. Transfer to places financed from the federal budget, the budget of a subject of the federation or local budgets is allowed only for persons who studied on the basis of funding from the relevant budgets and subject to the availability of places.

      5. The transfer of the student is carried out on the basis of attestation. Attestation of the student can be carried out on the basis of a photocopy of the record book, by interview or testing. The form of attestation is determined by the dean.

      6. If the number of places at BelSU (on a specific course, on a specific basic educational program in the field of study or specialty) is less than the submitted applications from students who want to transfer, then in the order of competition, based on the results of certification, the selection of persons who are best prepared for continuing education is carried out. A person who has passed the competition is a person who has a higher score in the record book, and in case of equality of points, the person who previously submitted an application for transfer.

        1. Out of competition, categories of citizens who have the right to out-of-competition enrollment according to the rules for admission to BelSU in force for a given year are transferred.

      7. When translating, general humanitarian and socio-economic disciplines, including four mandatory basic ones, are re-read by BelSU in the amount studied by the student.

      8. BelSU provides the student with the opportunity to master general humanitarian and socio-economic disciplines in the amount established by the state educational standard for the main educational program to which the student is transferred.

      9. Optional disciplines can be re-credited to the student at his request.

      10. When transferring a student to the same basic educational program that he studied earlier, or a related basic educational program of BelSU, the mathematical and general natural science disciplines established by BelSU (national-regional component) and all disciplines of the student's choice are also recalculated.

      11. When transferring a student to the same basic educational program in which he studied earlier, or a related basic educational program, the following is subject to delivery:

        1. The difference in the curricula of areas of training (specialties) in terms of the federal component of the relevant state educational standard in mathematical and general natural sciences, general professional and special disciplines if it exceeds the limit within which the university has the right to change the scope of disciplines;

        2. The difference in the curricula of areas of training (specialties) in terms of the national-regional component of the relevant state educational standard (standards) in general professional and special disciplines.

      12. When transferring a student to another educational program, the list of disciplines subject to delivery (liquidation of academic debt) is established by the dean of the relevant faculty (director of the branch).

      13. A positive decision on the transfer of a student based on the conclusion on the results of attestation is formalized by the dean of the relevant faculty (branch director) for enrollment in the order of transfer, and in case of enrollment with the subsequent liquidation of academic debt, the dean (branch director) applies for approval of an individual training plan.

      14. When transferring to a paid basis of education, the student, before enrolling in BelSU, pays for education in accordance with the concluded agreement.

      15. With a positive decision on the transfer, the personnel department of BelSU issues a certificate of the established form to the student.

      16. The order on enrolling a student in BelSU in connection with the transfer is issued by the rector of BelSU after receiving a document on education and an academic certificate and after checking by the dean (branch director) that the copy of the record book corresponds to the academic certificate. The received documents are attached to the personal application, in which a note is made that the copy of the record book corresponds to the academic certificate.

        1. An entry is made in the enrollment order: “Enrolled in the order of transfer from ...... university, to a specialty (direction) ....., to .... course, to ..... form of study, to. ... the foundation of learning."

      17. The student is issued a student card and a record book.

    2. Transfer of BelSU students to other universities:

      1. The student submits a certificate from another university to BelSU, a written application for expulsion in connection with the transfer and for the issuance of an academic certificate and a document on education, on the basis of which he was enrolled at BelSU.

      2. On the basis of the submitted certificate and application of the student, the rector of BelSU, within 10 days from the date of submission of the application, issues an order on his expulsion with the wording: "Dismissed in connection with the transfer to ..... university."

    3. Transition of students within BelSU:

      1. The transfer of a student from one main educational program in a specialty or direction to another (including with a change in the form of education) within BelSU is carried out upon a personal application of the student and presentation of a record book in accordance with paragraph. 4.1.7 - 4.1.13 of this Regulation.

      2. The student retains his student card and grade book, in which the appropriate corrections are made, certified by the signature of the rector (vice-rector) of BelSU and the seal of BelSU, and records are made about the delivery of the difference in curricula.

  1. Expulsion of students

    1. Expulsion of a student to BelSU is carried out:

      1. After graduating from BelSU.

      2. According to his personal desire.

      3. In connection with the transfer to another university.

      4. Due to the loss of communication with BelSU.

      5. For non-fulfillment of the curriculum in the direction of training (specialty).

      6. For violation of the obligations stipulated by the Charter of the BelSU and the Internal Regulations of the BelSU.

      7. In connection with death.

    2. Expulsion based on the personal desire of the student is made on the basis of a written application of the student, agreed with the dean of the relevant faculty (director of the branch), and in the case of studying at paid basis- and with the financial and economic department of UBU and FC BelSU.

    3. In the case of expulsion of students, the submission must contain a requirement to terminate the payment of scholarships and evict from the hostel.

    4. A student who has not completed the curriculum in the field of study (specialty) is expelled from BelSU by order of the rector of BelSU on the basis of the dean of the relevant faculty (branch director):

      1. Did not pass exams in three or more disciplines during the session.

      2. Failed to liquidate academic debts within the established time limits.

      3. Not completing the practice program or receiving an unsatisfactory mark when defending a report, if he has two unsatisfactory marks in course exams.

      4. Completed the development of the main educational program and did not confirm the compliance of training with the requirements of the state educational standard of higher professional education when passing one or more final attestation tests.

    5. The submission of the dean (branch director) must contain the reason for expulsion, as well as confirmation that the student has the opportunity to eliminate debts, indicating the dates when he passed or had to pass, but did not appear to the teacher or to the commission.

    6. Expulsion for violation of the obligations by the student, stipulated by the Charter of BelSU and the Internal Regulations of BelSU, is made at the initiative of the dean (branch director) on the basis of his presentation with detailed motivation and reference to the violation of the provisions of the Charter of BelSU and Internal Regulations of BelSU and with the application of relevant documents confirming the violation .

    7. Before imposing a disciplinary sanction, the dean (branch director) receives an explanation in writing from the student. If the student refuses to give an explanation, an appropriate act is drawn up. If it is impossible to receive an explanation from the student personally, the dean (branch director) sends a proposal to the last known home address of the student to give explanations on the grounds of a disciplinary offense within 10 days.

    8. In case of non-payment for tuition under the contract within the established time limits, the student is expelled on the basis of loss of communication with BelSU.

    9. The order on the expulsion of the student must contain an order to the management accounting and financial control on the termination of scholarship payments.

    10. When a student is expelled from BelSU, he submits a student card, a record book and a bypass sheet, after which he is issued an academic certificate of the established form or a diploma of incomplete higher education, as well as the original document of education in his personal file.

  1. Recovery in BelSU

    1. A person expelled from BelSU has the right to reinstatement at BelSU within five years after being expelled by own will or by good reason while maintaining the basis of education (free or paid), in accordance with which he studied before expulsion. Recovery on budgetary framework training is possible subject to availability.

    2. The reinstatement of a person expelled for an unexcused reason at BelSU is possible only on a contractual basis, subject to the petition of the dean (branch director) and other organizations. The possibility of restoration in this case is determined by the rector (vice-rector) of BelSU.

    3. The main condition for determining the possibility of restoration to the chosen specialty is the fulfillment of the BelSU curriculum for this specialty for the corresponding period of study at the time of restoration. This is confirmed by an academic certificate of the established form or a diploma of incomplete higher education.

    4. Restoration is made, as a rule, during the vacation period.

    5. To resolve the issue of reinstatement, an application is submitted addressed to the rector of BelSU, indicating the faculty, specialty and course for which the applicant claims to be reinstated, as well as the faculty, specialty and course, the training program of which he fully completed before expulsion. The application shall also indicate the reason for the expulsion in accordance with the order.

    6. On the basis of the application and academic certificate, the dean of the faculty (director of the branch) determines the possibility of further education of the applicant in this specialty, about which a corresponding note is made on the application.

    7. In the event of a discrepancy between the curricula of the specialty of BelSU and the one in which the applicant studied, he may, on the proposal of the dean (branch director), be admitted by order of the rector of BelSU to pass the tests and exams indicated by the dean (branch director). If necessary, he can be admitted, on the recommendation of the dean, to attend classes in disciplines in which he has to pass tests or exams for subsequent reinstatement.

    8. After repeated expulsion for violation of the obligations stipulated by the Charter of the BelSU and the Internal Regulations of the BelSU, subsequent reinstatement is not made.

  1. Grant of holidays

    1. Academic leave is provided to the student:

      1. For medical reasons.

      2. In other exceptional cases.

    2. The duration of academic leave, as a rule, is not more than 12 calendar months.

    3. The decision to grant academic leave is made only by the rector of BelSU by issuing an order.

    4. The grounds for issuing an order are:

      1. On academic leave for medical reasons:


        1. Conclusion of the clinical expert commission of the healthcare institution.

      2. On academic leave granted in other exceptional cases (natural disaster, family circumstances and etc.):

        1. Student's personal statement;

        2. Relevant document confirming the reason for receiving an academic leave, indicating the reason.

    5. The basis for issuing an order for admission to learning process a student who is on academic leave for medical reasons is a personal statement of the student and the conclusion of the clinical expert commission of a healthcare institution, in another case - only a personal statement.

    6. Maternity leave for students:

      1. Maternity leave is granted by the order of the rector of the BelSU to studying mothers.

      2. The duration of the leave is seventy (in the case of multiple pregnancy - eighty-four) calendar days before the birth and seventy (in the case of complicated birth - eighty-six, in the case of the birth of two or more children - one hundred and ten) calendar days after the birth.

      3. The basis for granting is:

        1. Personal statement;

        2. Conclusion from a medical institution that the applicant is pregnant for at least 30 weeks.

      4. The basis for issuing an order for admission to the educational process of a student who is on maternity leave is a personal statement.

    7. Leave to care for a child until he reaches the age of three years:

      1. The grounds for granting parental leave are:

        1. Application of the student caring for the child;

        2. Copy of the child's birth certificate.

      2. The basis for issuing an order for admission to the educational process of a student who is on parental leave is his personal statement.

    8. If a student who is on vacation does not return within a month after the end of the period for which the vacation was granted, the dean of the faculty (director of the branch) is obliged to submit to the personnel department of BelSU an appropriate submission for preparing an order for the expulsion of a student on the basis of loss of communication with the university who has lost contact with the university .

  1. FINAL PROVISIONS

    1. This Regulation, as well as all changes and additions to it, is approved by the Academic Council of BelSU, and registered in the prescribed manner.
