1.1 These instructions have been developed in accordance with the Federal Law of June 24, 1998 No. 89-FZ "On production and consumption waste" and "Temporary rules for the protection environment from production and consumption waste in Russian Federation”, approved by Min. Nature of the Russian Federation 15.07.94

1.2. This instruction defines the legal framework for handling production and consumption waste in order to prevent harmful effects on human health and the environment and the involvement of such waste in economic circulation as additional sources of raw materials.

2. Scope

2.1. This instruction establishes the procedure for accounting and control over the formation, collection, storage, transportation, use, disposal and disposal of production waste.

2.2. This instruction defines the responsibilities of staff and managers structural divisions and is mandatory for the management and specialists of the enterprise.

4. Collection and disposal of waste

4.1 Formation, collection and disposal of enterprise waste are an integral part of the technological process.

4.2 All wastes are divided into the following hazard classes according to the degree of impact of harmful substances on the human body:

  • Class I - extremely hazardous waste;
  • Class II - highly hazardous waste;
  • Class III - moderately hazardous waste;
  • Class IV - low-hazard waste;
  • Class V - practically non-hazardous waste.

4.3 The activities of all divisions of the enterprise should be aimed at reducing the volume (mass) of waste generation, the introduction of waste-free technologies, and the conversion of waste into secondary raw materials.

4.4 Responsibility for organizing the removal to the temporary storage site of waste lies with the head of the workshop in which the waste is generated.

4.5 Waste must be stored at a designated location until it is sent for disposal. The list of waste and storage locations for each type of waste is reflected in the Waste Generation and Disposal Limits Project and in the temporary storage scheme.

4.6 For each type of waste there is an established storage limit on the territory of the enterprise. Periodically (at least once a year) after the accumulation of the transport batch, all waste must be removed from the enterprise for recycling, reuse or disposal.

5 Collection and disposal of metal waste

5.1 Waste metalworking production in the form of chips, residues of bar material, stamping production in the machine shop and HMO should be divided into types:

  • aluminum waste;
  • brass waste;
  • ferrous metal waste;
  • alloyed (stainless) steel waste;
  • zinc alloy waste.

5.2 Bunkers and workshop intermediate containers for collecting these wastes must be marked (signed) and located in places designated for the collection and temporary storage of waste convenient for the approach and access of vehicles.

It is forbidden to mix different types of waste.

5.3 Heads of departments, as well as persons responsible for the collection and temporary storage of waste, are obliged to monitor the condition of container sites and other places of waste accumulation and ensure the cleanliness of the surrounding area.

5.4 The workplaces of machine operators where chips are collected must be equipped with containers for collecting chips with sedimentation tanks for draining oil and coolant.

Workshop containers for collecting waste, as they are filled, should be delivered to container sites - storage tanks, where waste is reloaded into containers and stored in strict accordance with the types of waste.

Non-ferrous metal waste (brass and zinc) must be stored in an isolated room.

5.5 The organization of sending metalworking waste for disposal is carried out by the Procurement and Logistics Directorate in strict accordance with the type of waste. Waste is sent at the request of the workshops in the presence of a representative of the OMTS and a representative of the workshop in which this type of waste was generated, and which is responsible for the collection, storage and delivery of waste.

5.6 Recycling of metalworking waste is carried out by delivery (export) to specialized organizations vtorchermet and vtortsvetmet according to the concluded contracts by transport of the buyer.

5.7 Contracts for disposal are concluded by OMTS.

6 Collection and disposal of waste from the electroplating shop and treatment facilities.

6.1 Wastes of the galvanizing shop generated in the process of work are non-ferrous wire waste (copper, aluminum), liquid waste.

6.2 Waste treatment facilities is galvanic sludge formed after neutralization of wash water coming from the electroplating shop and then sent for disposal.

6.3 solid waste(galvanic sludge) are collected in metal bins and temporarily stored on the site near the treatment facilities and, as they accumulate, are removed by transport contractor, according to the contract.

6.4 OTEiN is responsible for concluding contracts for the disposal of this type of waste.

7. Collection and disposal of waste molding masses (plastics).

7.1 This type waste is generated in the process of manufacturing parts from thermoplastic materials that can be used as secondary raw materials in production, as well as plastics with metal inserts. Waste must be sorted by type of plastic, placed in bags and signed.

7.2 Temporary storage of waste is carried out in bags in the allotted area, according to the layout, strictly according to the types of plastics.

7.3 If it is impossible to use in production, the waste, as it accumulates, is sent for recycling (reuse), according to the contract.

7.4 OMTS is responsible for concluding contracts for the sale of waste plastics.

8. Collection and disposal of assembly production waste

8.1 Wastes of assembly production are washing liquids (Viton, alcohol-gasoline mixture, etc.), cardboard, and also in small quantities - the remains of wires, compounds, adhesives.

Used flushing liquids belong to the class of flammable liquids and GZH.

Waste of hardened paints and varnishes, adhesives, compounds, remnants of wires weighing (one-time) up to 5 kg. may be mixed with municipal solid waste.

9. Collection and disposal of waste containing oil products, waste of organic solvents and other flammable liquids and combustible liquids

9.1 Sources of formation of waste containing oil products are:

  • Maintenance Vehicle, equipment (machine tools, mechanisms, electrical equipment, etc.);
  • metalworking industry using oils as cutting fluids;
  • product testing according to specifications in the testing laboratory;

9.2 Liquid wastes containing petroleum products include:

  • used hydraulic oils;
  • waste industrial oils;
  • used engine oils;
  • spent transmission oils;
  • used compressor oils.

9.3 The requirements for the collection and storage of waste containing petroleum products, waste organic solvents and other flammable liquids and combustible liquids are determined by their high fire hazard - the ability to maintain combustion, self-ignition and spontaneous combustion.

9.4 Storage of such waste should be carried out, according to the approved layouts, in isolated rooms (sites), provided with primary fire extinguishing equipment and fire equipment.

9.5 Drainage of liquid waste containing oil products, and waste of flammable liquids and combustible liquids from the equipment is carried out using special devices and / or devices that exclude their spillage, strictly according to types and brands. It is strictly forbidden to mix different types of waste and store them in unsigned containers, as well as pour them into sewers and open areas of the soil.

9.6 Liquid waste containing oil products and flammable liquids and combustible liquids are collected in sealed metal containers (barrels) or special plastic barrels installed on a metal pallet to collect accidentally spilled oil.

Each container must be marked with the name of the waste and the number of the unit in which this waste was generated.

9.7 Responsibility for the proper fulfillment of the requirements for the collection and storage of flammable liquids and combustible liquids rests with the heads of the departments in which they were formed, and the persons appointed responsible for the collection and storage of waste

9.8 As they accumulate, waste flammable liquids and combustible liquids must be sent for use (sale third parties) or disposal.

9.9 Responsibility for the conclusion of contracts for the disposal of these types of waste lies with the OTEiN. Contracts for used oils transferred for reuse, concludes OMTS.

10. Collection and disposal of waste cutting fluids (coolants)

10.1 Sources of waste generation are metalworking industries that use synthetic coolants as lubricating and cooling fluids.

10.2 Collection of liquid coolant waste is carried out in sealed metal containers (barrels) or special plastic barrels marked with the type of coolant and the number of the department in which this type of waste was generated.

10.3 Storage of coolant waste should be carried out in isolated rooms. It is allowed to store coolant waste in the same room with waste oils, flammable liquids and combustible liquids, provided that separate sites are provided, marked with plates indicating the type of waste.

10.4 As it accumulates, coolant waste should be sent for disposal.

10.5 Responsibility for the conclusion of contracts for the disposal of these types of waste lies with the OTEiN.

11. Collection and disposal of mercury-containing waste

11.2 Responsible for the collection and storage of mercury-containing waste are:

  • for mercury-containing lamps - the department of the chief power engineer;
  • for mercury-containing devices - the department of the chief metrologist.

The resulting waste should be handed over to the OGE to a temporary storage warehouse.

11.3 Storage is carried out in a closed room, ensuring no access by unauthorized persons in a container that excludes damage to mercury lamps and the entry of mercury vapor into the room.

11.5 At the request of the OGE, the OTEiN requests and receives an invoice from the representative of the company for disposal. After payment of the invoice, the OMTS organizes the shipment and removal of waste by the contractor's transport for subsequent demercurization.

11.6 In the event of an emergency during storage or loading of waste, leading to a violation of the tightness of lamps or devices, it is necessary to demercurize places contaminated with mercury using napkins moistened with a 10% solution of potassium permanganate (potassium permanganate), and then rinse with water.

11.7 Responsibility for the conclusion of contracts for the disposal of these types of waste lies with the OTEiN.

12 Collection and disposal of lead batteries (lead batteries - batteries)

12.1 Batteries that have expired or become unusable must be replaced. In this case, waste of the II hazard class “Spent lead batteries, undamaged, with electrolyte not drained” is generated, which require special care when handling.

12.2 Storage of batteries is carried out in a closed room, ensuring the absence of access by unauthorized persons. It is obligatory to find a sign with the inscription “waste of the 2nd hazard class“ Undamaged lead batteries, with electrolyte not drained ”and the data of the person responsible for the accumulation of waste.

12.3 During storage, spent lead-acid batteries are placed with the lids up, while the plugs on the used batteries should be in place and tightly closed.

12.4 A prerequisite for the replacement and temporary storage of spent lead batteries is to maintain their integrity and tightness. In order to prevent accidental mechanical destruction of used batteries, they should be handled with care.

Forbidden:

any actions (throw, hit, disassemble, turn upside down, etc.) that can lead to mechanical damage or destruction of the integrity of used lead batteries;

destruction, release into a container with municipal solid waste or transfer of used lead batteries to be disposed of to individuals or legal entities that do not have a license to collect, use, neutralize, transport, dispose of hazardous waste;

placement of spent lead batteries at landfills and landfills for solid household waste.

12.5 As waste is stored and accumulated up to the established norm (but not more than 6 months), spent lead batteries are transferred for disposal to a specialized enterprise licensed for this type of activity.

12.6 In order to prevent damage to the batteries during transportation, containers should be used to ensure their safety. For this, it is allowed to use dry, undamaged cardboard boxes from new batteries or other containers. At the same time, used batteries are neatly and tightly placed in a transport container and laid with depreciation and fastening means.

Boxes must be covered with adhesive tape at least 50 mm wide along all seams. On each shipping container (container, box, crate) with used lead batteries, handling signs “Caution! Fragile!” "Top", on cardboard boxes additional sign "Keep away from moisture".

12.7 Responsibility for the collection, storage and delivery of waste lies with the logistics manager.

12.8 The Purchasing and Logistics Directorate is responsible for concluding contracts for disposal.

13. Collection and disposal of tires from vehicles

13.1 Automobile tires with a metal cord are classified as IV hazard class waste.

13.2 Tires that have worn out or become unusable must be stored on a hard surface. Place of temporary storage - on a platform with a hard surface near the garage. As the transport party is accumulated, they must be disposed of (buried) under an agreement at a landfill industrial waste.

13.3 The Procurement and Logistics Directorate is responsible for concluding contracts for the disposal of tire waste.

14. Collection and disposal of cardboard and paper

14.1 Waste paper and cardboard belong to the 5th hazard class.

14.2 Waste paper and cardboard are generated as a result of the production and administrative activities of the enterprise, can be used as secondary raw materials, and therefore are subject to sale.

14.3 Waste is hazardous due to fire hazard. Collection and temporary storage of waste is carried out in an unheated room. As the waste accumulates, it is transferred to organizations according to the contract for use as secondary raw materials.

14.5 For the convenience of storage and transportation, employees of the unit where the cardboard is formed, and those responsible for the collection and temporary accumulation of cardboard waste, are obliged to compact it as much as possible - put it in packs, and then transport it to a temporary storage warehouse.

14.6 OMTS is responsible for concluding contracts for the disposal of cardboard.

15 Collection and disposal of wooden pallets and reels

15.1 Wooden waste is generated as a result of the breakdown of pallets used to transport certain types of purchased materials and components, as well as wooden coils from under the wire and belongs to the group of solid household waste (large-sized).

15.2 Waste should be stored on a paved area. Place of temporary storage - must be marked with signs.

15.3 As the transport batch accumulates, the waste must be removed under the contract to the industrial waste landfill for disposal.

15.4 Responsibility for the conclusion of contracts for the disposal of wood waste lies with the economic department.

16. Collection and disposal of municipal solid waste (MSW)

16.1 Municipal solid waste is generated as a result of production activities and the life of employees of the enterprise, when cleaning workplaces, as well as in the dining room when cooking.

In addition, some types of production waste are allowed to be combined with MSW.

16.2 Waste is collected in metal containers at MSW sites and then, as it accumulates, but at least twice a week, it is taken to the city dump by a contractor.

16.3 Sites for the collection of solid waste should have a solid (asphalt or concrete surface) fenced on three sides and have free access roads for vehicles.

16.4 Containers for solid waste must be equipped with lids.

16.5 Responsibility for the conclusion of contracts for the export of solid waste lies with the economic department.

17. Collection and disposal of personal protective equipment and workwear

17.1 Personal protective equipment H overalls that have lost their properties or worn out according to the terms of wear, are subject to write-off under the Act for the write-off of material assets.

17.2 Decommissioned personal protective equipment and overalls are subject to delivery to the warehouse (supervisor of the enterprise). By decision of the commission, the handed over PPE and overalls are disposed of, or remain in the warehouse for further use.

18. Collection and delivery of precious metal scrap

18.1 Waste (scrap) of precious metals may be generated by decommissioned equipment or devices containing precious metals.

18.2 Persons appointed by the order of the head of the department responsible for organizing the accounting, collection and delivery of precious metal waste should be guided by the "Instructions for the accounting and storage of products containing precious metals, as well as the collection, accounting and storage and delivery of scrap and waste of precious metals".

19. The procedure for the disposal of decommissioned tools, spare parts for equipment and accessories

19.1 Spare parts for equipment, tools and equipment that have become unusable after being used in production and cannot be restored must be written off by decision of the commission under the “Act for the write-off of material assets”, after which they must be handed over as scrap of non-ferrous and ferrous metals.

19.2 Waste is sent for disposal to specialized organizations of secondary ferrous metal and secondary non-ferrous metal.

19.3 OMTS is responsible for concluding contracts for disposal.

20. The procedure for the disposal of parts rejected in the production process.

20.1 Parts and assembly units rejected during the production process and subject to destruction, according to the decision of the commission, are placed in the “Rejection Isolator” of the workshop for the purpose of their further disposal. (Forms of "Acts" are given in).

20.2 Products rejected by consumers and passed analysis, on the basis of an analysis report, are either sent to the consumer, if the defect is not confirmed and this is provided for by the contract, or written off and destroyed by the assembly shop within a month from the moment they arrive at the enterprise.

20.3 On the basis of the write-off and destruction certificates, the product is brought into a state that excludes return to production by a workshop employee in the presence of a representative of the department technical control. The head of the technical bureau of the workshop is responsible for their destruction and disposal.

20.4 The decommissioned parts made of non-ferrous metals are handed over to the rejection isolator of the central warehouse according to the Transfer Certificate - destruction for recycling. Rejected and decommissioned parts and assembly units made of steel and plastics are disposed of as ferrous scrap and waste plastics.

20.5 OMTS is responsible for signing contracts for disposal.

21. Procedure for disposal of decommissioned equipment

21.1 Technological and engineering equipment that has failed and cannot be restored, as well as obsolete equipment, is subject to write-off, after which it is delivered to the central warehouse.

21.2 By order CEO a commission is created that decides on the write-off of fixed assets.

21.3 For the purpose of further disposal, dismantling, partial disassembly of the equipment is carried out by the repair department.

21.4 At the CA, if it is possible in terms of dimensions, or at a specially designated place, the following shall be handed over separately: cable products, electronic components, aluminum and steel structures.

21.5 If, according to the passport data, the equipment contained precious metals, then their delivery is carried out in accordance with the "Instructions for Accounting and Storage of Products Containing Precious Metals, as well as Collection, Accounting and Storage and Delivery of Scrap and Waste of Precious Metals".

21.6 Metal parts, structures, as well as materials that are not suitable for further use are disposed of through organizations such as "vtorchermet" and "vtortsvetmet".

21.7 OMTS is responsible for concluding contracts for disposal.

The nomenclature of groups of weapons, military equipment and ammunition released from the Armed Forces of the Russian Federation (hereinafter referred to as AME) establishes a list of the main similar groups and classes of AME samples, their components and components that are unsuitable for their further use for their intended purpose due to moral or physical wear and tear, the free sale of which is prohibited, and subject to liquidation and disposal within the framework of the state defense order or sale in the domestic and foreign markets.
